The potential loans, a separate Secure Enclave program, and Intel’s planned investment are not part of that direct-funding figure.
Why did Intel’s CHIPS Act funding change from $8.5 billion to $7.86 billion?
The March 2024 announcement was a non-binding preliminary memorandum of terms, not the final award. It proposed up to $8.5 billion in direct funding and made up to $11 billion in loans available, subject to due diligence, negotiation, milestones, and funding availability. After due diligence, the parties announced final terms in November for up to $7.86 billion in direct funding.

Intel said the final direct-funding amount was lower in part because a congressional requirement directed CHIPS funding to pay for its separate $3 billion Secure Enclave program. These figures describe different kinds of support and company spending. Adding them together as though they were one award would obscure their different conditions and status.

Where will the announced commercial projects be?
The November 2024 final-award announcement named Intel projects in Arizona, New Mexico, Ohio, and Oregon. Intel described the supported work as commercial semiconductor manufacturing and advanced packaging. What the 2024 announcement does—and does not—establish
The Commerce Department and Intel announcements establish preliminary and final funding terms as announced in 2024. They do not, by themselves, establish that Intel received the entire $7.86 billion, drew the full potential loan amount, realized the expected tax credit, or completed the announced projects and workforce plans. Those are separate questions from the finalized direct-funding ceiling.
