Did Intel and TSMC Agree to Make Processors Together?

Intel has not disclosed a completed deal with TSMC to make its processors. Its 2025 filing describes only conditional future foundry use.

No completed Intel–TSMC agreement to make Intel processors is established by the available company disclosures and reporting. Intel’s 2025 filing describes TSMC as a possible future foundry under a specific Intel 14A contingency—not a production shift already underway. Intel says it plans to continue making most of its products in its own factories.

What was actually reported about a partnership?

In April 2025, Axios reported that TSMC CEO C. C. Wei said TSMC was not discussing a joint venture or technology-sharing agreement with any company. That is a reported account of his response, not a transcript; it does not establish the details of any private conversations. The report therefore does not support treating a proposed Intel–TSMC arrangement as a signed deal. Axios, April 17, 2025

What Intel’s filing says about using TSMC

Intel’s 2025 Form 10-K describes a conditional possibility, not a current arrangement. Intel says that if it cannot secure a significant external customer for Intel 14A and pauses or discontinues 14A and successor nodes, it expects over time to shift manufacturing for products beyond Intel 18A and 18A-P to third-party foundries, particularly TSMC. The filing does not say the trigger has occurred, that the shift has begun, or that an agreement with TSMC has been signed. Intel 2025 Form 10-K

That contingency sits alongside Intel’s stated plan to remain a major manufacturer and make the majority of its products in its own factories. It is inaccurate to turn the filing into a claim that Intel is moving processor production to TSMC.

Intel 18A products are a separate part of the story

Intel’s filing says Intel 18A was ramping at its Arizona and Oregon fabs. Intel describes the process as using RibbonFET gate-all-around transistors and PowerVia backside power delivery, and says 18A and derivative nodes such as 18A-P are expected to serve multiple generations of future client and server CPUs. Intel identified Core Ultra Series 3, code-named Panther Lake, as its first client SoC built on Intel 18A. In an October 9, 2025 announcement, the company said Panther Lake was already in production, was on track for customer commitments, and was expected to enter high-volume production at Fab 52 in Arizona later that year. Those were Intel’s statements and schedule expectations at the time of the announcement; they are not a new 2026 forecast. Intel, October 9, 2025

How Intel and TSMC differ in this question

Manufacturing model Intel says it intends to make most products in its own factories. Its filing identifies TSMC as a possible third-party foundry in the stated 14A contingency.
Leading-edge manufacturing Intel describes TSMC as its primary competitor in leading-edge process technology and says TSMC has a leading position in manufacturing the most advanced nodes at scale. This is Intel’s characterization in its filing.
Potential change for Intel Intel’s filing ties possible use of third-party foundries, particularly TSMC, to the specified 14A and successor-node scenario; it does not establish that the scenario is underway.

The available sources do not establish comparative yields, manufacturing costs, processor performance, or how many Intel processors—if any—would be made by TSMC under a proposed arrangement. They also do not establish deal-specific ownership, investment, or production figures.
