Did Elon Musk Steer a $2.4 Billion FAA Contract Toward Starlink? What the Record Shows

Reports that the FAA might move a major communications project from Verizon to Starlink raised conflict-of-interest concerns. The FAA said it was testing multiple technologies and had made no broader deployment decision.

In February 2025, reports said the Federal Aviation Administration was considering canceling or changing a 15-year, approximately $2.4 billion communications contract awarded to Verizon in 2023. Elon Musk publicly attacked Verizon’s system, while his company SpaceX stood to benefit if the FAA adopted Starlink. That sequence created a serious appearance of self-dealing. But the available official record does not show that Musk awarded himself the contract or that Starlink replaced Verizon: the FAA said it was testing several technologies and had made no decision on broader deployment.

What was the FAA’s $2.4 billion contract?

The deal at the center of the dispute was a 15-year Verizon award made in 2023, reported at approximately $2.4 billion. It concerned the FAA Enterprise Network Services (FENS) effort: communications infrastructure connecting FAA offices and air-traffic-control facilities. This was not simply a purchase of consumer internet service. It was part of a modernization effort involving infrastructure used across the agency. The Washington Post’s account of the award and project and a USAspending award record cited by lawmakers identify the existing contract.

In February 2025, news reports said the FAA was considering canceling or altering the Verizon project and moving some or all of the work to Starlink. That was a reported possibility, not proof that a contract action occurred. The distinction matters: ending, modifying, or supplementing a major federal award requires more than installing a different vendor’s equipment at a test site.

Why did Musk’s role raise concern?

Musk had unusual influence within the federal government through his work advising the Trump administration and its cost-cutting initiative, DOGE. He also owned SpaceX, the company behind Starlink. When Musk publicly criticized Verizon’s communications system and argued for a change, SpaceX was not a disinterested observer: it was a potential supplier to the agency considering that change. Coverage of Musk’s public criticism and Associated Press reporting on Starlink equipment at FAA locations helped bring the issue into public view.

Reports also said SpaceX personnel were working inside the FAA and had access to agency email. Those reports, combined with the possible contract change, sharpened questions about access, influence, and whether the decision-making process was independent. Members of Congress sought records and explanations, including in a Senate Homeland Security and Governmental Affairs Committee letter and a letter from Senators Adam Schiff and Tammy Duckworth. Such inquiries show that lawmakers considered the matter serious; they do not establish that a violation occurred.

Did Starlink get Verizon’s contract?

The FAA’s public statement does not confirm a transfer. The agency said it was testing Starlink alongside other communications technologies, including satellite, fiber, and wireless systems, and that no decision had been made about broader deployment. It described initial Starlink tests at non-safety-critical locations in Alaska, Oklahoma City, and Atlantic City. SpaceX, for its part, denied that it was taking over Verizon’s contract. It said it had a lease arrangement to provide Starlink kits at no charge as part of an effort to improve FAA connectivity. The Washington Post’s March 2025 follow-up reported that explanation. A lease or no-cost test arrangement is not the same as a paid, long-term award, and neither alone establishes that Verizon’s contract was canceled or replaced.

What would make this a legal conflict?

“Conflict of interest” can describe an appearance problem, a procurement-integrity concern, or a specific legal violation. Those are not interchangeable. The Senate letter raised federal statutes including 18 U.S.C. § 208, which restricts certain federal employees from participating personally and substantially in a particular matter that has a direct and predictable effect on their financial interests, and 18 U.S.C. § 205, which addresses representing another party before the government, subject to exceptions.

Applying those laws would require facts the public record cited here does not establish: Musk’s precise legal status and duties, what he personally did in the relevant matter, whether he was formally recused, whether a written waiver or other applicable exception existed, and which officials actually controlled procurement decisions. A person’s financial interest in a company does not by itself prove that every government action involving that company was unlawful. Conversely, the absence of a completed award would not erase concerns about influence over a decision that could benefit that company.

Procurement questions are separate. Investigators would need to identify whether the government used a contract modification, a new competition, a sole-source award, an emergency acquisition, a subcontract, or a pilot arrangement—and who authorized it. They would also need to establish whether any change fit within the existing contract’s scope and whether potential vendors received fair treatment. The records request from Sen. Richard Blumenthal and a House lawmakers’ letter to inspectors general sought answers about the process and potential conflicts. A request for information is not a finding of misconduct.

Why might the FAA test Starlink?

There is a plausible technical reason to evaluate satellite connectivity. Remote facilities, including sites in Alaska, can be difficult to connect through conventional infrastructure, and an independent satellite path could offer redundancy if another connection fails. Satellite equipment may also be deployable faster than building terrestrial links in some locations. These are reasons to test a system, not evidence that it should replace an existing network.

Any production use would need independent validation for reliability, cybersecurity, interoperability, coverage, resilience to weather and other disruptions, and performance under the conditions the FAA actually needs to support. Satellite links also create dependencies on terminals, network capacity, ground infrastructure, and a private provider. The FAA’s description of initial tests as non-safety-critical is important: it does not establish that Starlink was approved for safety-critical air-traffic communications.

What could a contract change mean for taxpayers and operations?

Canceling or materially changing a large infrastructure contract could bring termination and transition expenses, overlapping payments, disputes, or delays. A replacement provider would have to integrate with existing systems while maintaining service continuity. A hurried switch could also expose the FAA to contract protests or interruptions in modernization.

Those are risks to assess, not documented outcomes of this episode. Likewise, an initially no-cost lease does not settle the long-term economics: hardware, installation, support, network service, transition work, and any future recurring fees would need to be disclosed to determine the total cost. The relevant comparison is not just the price of a terminal or pilot, but the full cost and performance of the proposed service against alternatives.

What is known about the later FAA modernization effort?

In January 2026, the FAA announced radar contracts as part of a broader effort to modernize air-traffic control, with a goal of implementing the new system by the end of 2028. That announcement concerns radar and wider modernization, not proof of what happened to the Verizon FENS award or whether Starlink received a production contract. The FAA’s January 5, 2026 announcement should not be treated as a disposition record for the 2025 communications dispute.

On the record cited here, the FAA’s evaluation of Starlink is established, as is SpaceX’s description of a no-charge lease arrangement. The record does not establish that Verizon’s contract was canceled, that SpaceX formally replaced Verizon under the approximately $2.4 billion award, or that Musk personally made a procurement decision. A definitive answer about any later formal action would require the contract file or an official award or modification record.
