Cleveland Heights–University Heights City School District’s August 2026 forecast projects its General Fund balance falling from $32.19 million in FY27 to a negative $3.72 million in FY30. Those are projections, not realized deficits. To address the projected decline, the district is asking voters on November 3, 2026, to approve an additional, continuing 6.5-mill levy for current expenses. The County Fiscal Officer estimates it would raise about $11.1 million annually and cost $228 a year per $100,000 of market value, before property-specific exemptions and credits.

| Fiscal year | Forecast balance on Line 10.010 |
|---|---|
| FY27 | $32,189,367 |
| FY28 | $24,807,377 |
| FY29 | $13,100,482 |
| FY30 | ($3,715,697) |
These are forecast figures reproduced on the district’s 2026 levy information page. The negative FY30 figure is a future projection in that forecast, not a current shortfall, audited finding or final result. The district says the projected decline in its June 30 General Fund balance is the reason for the levy request.
What is on the November 3, 2026 ballot?
The ballot asks voters to approve an additional levy for current expenses at a rate not exceeding 6.5 mills for each $1 of taxable value. It would continue rather than expire after a set number of years, commence in 2026 and first be due in calendar year 2027. A majority affirmative vote is required for passage. The ballot language also reports the County Fiscal Officer’s certification that the carry-over balance above preceding-year General Fund expenditures is $0, or 0% of those expenditures.

How much would the levy cost?
The County Fiscal Officer’s certified estimate, reproduced by the district, is $228 annually for each $100,000 of market value—about $19 a month when divided by 12. The district’s calculator gives these examples:
| Market value | Estimated annual cost | Estimated monthly equivalent |
|---|---|---|
| $150,000 | $342 | $28.50 |
| $200,000 | $456 | $38 |
| $250,000 | $570 | $47.50 |
| $300,000 | $684 | $57 |
These are estimates based on market value, not a promise of an individual tax bill. Exemptions, credits and other property-specific circumstances can change what a property owner owes.
What would current-expense levy money support?
The district says current-expense funds support ordinary General Fund operations, including instruction and staffing, special education and other student services, transportation, technology, instructional materials, utilities, maintenance and school operations. Board of Education President Gabe Crenshaw told WOIO that the levy would support “operating expenses” including classroom instruction, transportation and special education. WOIO described the district as serving nearly 5,000 students in its October 7, 2026 report.

Why bond or construction funds are different
The district explains that capital and bond-purpose funds are restricted and generally cannot be redirected to ordinary operating expenses. That distinction matters: a fund available for buildings or other capital purposes is not necessarily available to pay recurring costs such as classroom staffing or transportation.

What cost reductions does the district report?
The district says it intends to reduce General Fund spending by $5 million by June 30, 2027, and reports that $3.4 million has already been implemented through a reduction in force and other cost-control measures. These amounts are the district’s statements on its levy page. The district also says its last request for a new operating levy was in November 2020, when voters approved a 4.8-mill operating levy.
Why rising property values do not necessarily mean equivalent levy revenue growth
Ohio generally assesses real property at 35% of market value. The district’s explanation of HB 920 says tax-reduction factors can reduce the effective millage of many voted levies as existing property values rise. As a result, an increase in a home’s market value does not automatically translate into the same percentage increase in revenue to the district. The effect depends on levy type and applicable property-tax rules; it should not be treated as a universal calculation for every tax bill.

The district’s levy page presents this as context for its request. It quotes Cleveland Heights resident and school-funding activist Jayne Geneva saying that, in her view, the district cannot raise more money without additional millage. That is an attributed explanation, not a neutral legal ruling.

If approved, the levy would first be due in calendar year 2027, according to the ballot language. As of October 11, 2026, it remained a proposal for voters to decide at the November 3 general election. WOIO’s report included a Cleveland Heights homeowner’s supportive view, but an individual resident’s opinion does not establish broader voter sentiment.
