Chinese tech hardware stocks cannot be judged as one group. A semiconductor designer, a foundry, an equipment maker, an electronics assembler and a branded-device company earn money in different ways and face different policy, customer and capital risks. A sound comparison matches companies by value-chain role, reporting period, share class, currency and investor access before comparing valuation multiples. The available index data show that a broad China technology benchmark traded at higher headline multiples than broad MSCI China on September 30, 2026, but those index compositions are not a controlled China-versus-global hardware comparison and do not prove a premium or discount.
What “Chinese tech hardware” includes—and why the label misleads
Hardware companies occupy different points in the technology value chain. Their economics can differ more than their country of incorporation. A fabless chip designer may spend heavily on research and depend on a few fabrication partners; a foundry owns extremely expensive production capacity; an equipment maker sells specialized tools to a small number of factories; an electronics manufacturer may operate on thin margins and high volume; and a branded-device company carries design, distribution and consumer-demand risk.

| Business type | Main economic drivers | Useful peer questions |
|---|---|---|
| Chip designer | Architecture, software ecosystem, pricing power and design wins | Are revenue growth and gross margins sustainable? How exposed is the company to export licenses, one customer or one manufacturing partner? |
| Foundry | Utilization, process technology, yields, wafer pricing and capital expenditure | Can the business earn an adequate return on its installed capacity through a cycle? |
| Semiconductor equipment maker | Factory investment cycles, service revenue, installed base and technology leadership | How much sales depend on China, a few customers or licenses to ship particular tools? |
| Electronics manufacturer or assembler | Volume, labor and component costs, working-capital turns and customer contracts | Does scale translate into cash, or do low margins and inventory absorb it? |
| Component maker | Capacity, utilization, product mix, pricing and input costs | How cyclical are prices, and how concentrated are suppliers and customers? |
| Branded device company | Product launches, channel inventory, brand, software and after-sales economics | Are margins and demand resilient after a product cycle or subsidy change? |
Use a peer set with the same product role, end market, product cycle and revenue mix. Comparing a Chinese handset assembler with a global graphics-processor designer simply because both are called “technology hardware” produces a number without an economic explanation.

What the China technology index tells you—and what it does not
The MSCI China Information Technology Index factsheet dated September 30, 2026 lists 137 constituents and index market capitalization of CNY 1,874,044.09 million. It is a broad China technology benchmark rather than a pure hardware index. Its reported sector weights were:

The index covers large- and mid-cap China H shares, B shares, red chips and P chips, and includes large- and mid-cap A shares at 20% of their free-float-adjusted capitalization. In the factsheet’s definitions, A shares are mainland-incorporated securities trading in Shanghai or Shenzhen; H shares trade in Hong Kong; red-chip and P-chip securities are offshore-incorporated Hong Kong listings. Those instruments differ in currency, settlement, liquidity and access for an overseas investor.
On that date, MSCI reported the following index-level figures:
| Measure | MSCI China Information Technology | Broad MSCI China |
|---|---|---|
| Trailing P/E | 34.31 | 13.03 |
| Forward P/E | 20.65 | 10.15 |
| Price-to-book | 3.59 | 1.38 |
| Dividend yield | 0.53% | 2.43% |
These are comparisons between two differently weighted indices, not between matched Chinese and global hardware companies. The higher China IT multiple could reflect its constituent mix, expected growth, earnings cyclicality or market conditions; it cannot by itself establish that Chinese hardware is overvalued or that global peers are cheaper.
How to build a fair Chinese-versus-global peer comparison
1. Match the business model
Start with the company’s products and customers, not its country label. Separate designers, manufacturers, equipment suppliers and device brands. Within a category, match end markets such as consumer electronics, data centers, automotive or industrial systems. A company whose revenue comes mainly from contract manufacturing should not be assigned the multiple of a software-rich chip platform.
2. Align reporting periods and accounting definitions
Record each company’s fiscal year-end and the date of the market price used. Convert currencies consistently, while retaining the company’s reporting currency for operating analysis. Mark whether earnings are reported, adjusted or consensus estimates. Reconcile one-off gains or charges, subsidies, impairments, stock compensation and differing depreciation policies before treating P/E or EBITDA as equivalent.

3. Compare the security an investor can actually own
Identify the listing venue and share class: mainland A share, Hong Kong H share, B share, red chip, P chip, ADR or another offshore instrument. Note the trading currency, average liquidity, settlement rules, ownership limits and the route available to the intended investor. An operating company and its offshore receipt may have different prices, voting rights, fees and access even though they reference the same business.
4. Use several valuation measures
| Measure | Best use | Important qualification |
|---|---|---|
| Trailing P/E | Price relative to the latest reported earnings | Distorted by a peak or trough in the cycle and by unusual items. |
| Forward P/E | Price relative to expected next-period earnings | Depends on the estimate date, analyst assumptions and forecast revisions. |
| EV/EBITDA | Comparing operating value across different debt levels | Less useful when maintenance capital expenditure is very high or EBITDA is volatile. |
| Price-to-book | Asset-intensive businesses such as foundries and manufacturers | Book values may not reflect technology obsolescence, revaluations or differing accounting rules. |
| Free-cash-flow yield | Cash returned or retained after operating needs and investment | Normalize working-capital swings and distinguish maintenance from expansion capex. |
Pair every multiple with growth, gross and operating margins, reinvestment needs and cyclicality. A higher multiple can be rational when durable growth, returns on capital and cash conversion are stronger; a low multiple can signal policy, balance-sheet or earnings risks rather than a bargain.

Margins and product mix
Read segment notes to see whether growth comes from a high-margin product, a low-margin contract, a new factory ramp or a temporary price spike. Track gross margin and operating margin through at least a full product cycle. Explain changes caused by mix, utilization, input costs, subsidies or impairment charges instead of relying on one quarter.
Cash conversion and working capital
Compare operating cash flow with net income over several periods. Rising receivables, customer advances, inventory or supplier financing can make accounting earnings look stronger than cash generation. For assemblers and component makers, inventory days and customer concentration are often more informative than a single P/E ratio.
Capital intensity and debt
Measure capital expenditure against sales and operating cash flow, then examine whether new capacity is earning an acceptable return. Review maturities, interest expense, currency of debt and restricted cash. A foundry or equipment maker may require large investment before revenue arrives; a heavily indebted company has less room to absorb a downturn or export restriction.

Audited disclosures and nonrecurring items
Use audited financial statements, segment reporting and footnotes. Isolate government grants, tax benefits, asset impairments, restructuring, litigation and inventory provisions. Keep adjusted and reported figures side by side when the adjustment is material. The objective is not to eliminate every unusual item but to prevent a temporary event from defining the peer ranking.

Export controls, licenses and policy shifts
Export restrictions can affect both Chinese issuers and global companies that sell into China. KLA’s fiscal 2026 Form 10-K reported that China represented 30% of total revenue in fiscal 2026, 33% in fiscal 2025 and 43% in fiscal 2024. The filing described changing U.S. export controls, licensing uncertainty, potential shipment disruption and risks to backlog and revenue. This is a company-specific example, not a sector-wide estimate.
A filing by NVIDIA for fiscal 2027’s second quarter shows how policy can become an accounting issue. The company reported a $4.5 billion charge in fiscal first quarter 2026 related to H20 excess inventory and purchase obligations after demand declined, plus a $0.4 billion H200-related charge in the first half of fiscal 2027. Those amounts belong to the stated products and fiscal periods; they should not be generalized to every chip company.
Tariffs and supply-chain disruption
AMD’s fiscal 2026 second-quarter filing discussed possible effects of tariffs, changing trade policy, supply-chain review and potential Chinese countermeasures on demand, costs and operations. Its fiscal 2025 annual report also listed foreign exchange, export licensing, tariffs, trade relations and macroeconomic conditions among worldwide-operation risks. Global peers therefore face policy and supply-chain exposure too; the relevant question is where the exposure sits and how much can be passed to customers.
Customer and geographic concentration
For each company, calculate the share of revenue from its largest customers, China, North America and other major regions when disclosed. Concentration can amplify a product pause, a licensing decision or a customer’s inventory correction. Also identify sole-source suppliers, dependence on one foundry, imported production tools and logistics routes that cannot be replaced quickly.

Currency and capital movement
Separate operating currency from trading currency. A mainland company earning renminbi but traded through an offshore share class can expose an investor to both business results and exchange-rate movements. Review foreign-currency debt, hedging policy, repatriation rules, dividend practices and the practical ability to enter or exit the security. A currency move can change an overseas investor’s return even when local earnings are unchanged.
Regulation, governance and state influence
Read related-party transactions, board structure, ownership, state-linked shareholders, dividend policy and minority-investor rights. A policy objective can support strategic capacity while also changing pricing, procurement or competitive conditions. Treat regulatory predictability, corporate governance and state influence as separate comparison fields rather than reducing them to a vague country-risk discount.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. What historical volatility and drawdown can—and cannot—show
The September 30, 2026 MSCI factsheet reported three-year annualized standard deviation of 33.34% for the China Information Technology Index versus 21.96% for broad MSCI China. It also reported maximum drawdowns of 92.49% for China IT from August 1, 2000, to November 26, 2008, and 76.03% for MSCI China from October 30, 2007, to October 27, 2008.
Those drawdown windows are different, so they are index-history descriptions rather than a same-period matched test. To compare a Chinese issuer with a global peer, use the same start and end dates, the same currency, adjusted prices and a consistent treatment of dividends and corporate actions. Volatility and drawdown describe what happened; they are not forecasts. MSCI states that past performance, whether actual or back-tested, is no indication or guarantee of future performance.

There is no defensible yes-or-no answer from the index snapshot alone. The China IT index’s September 30, 2026 trailing P/E of 34.31 and forward P/E of 20.65 were above broad MSCI China’s 13.03 and 10.15, respectively. But the benchmarks had different industry weights, and neither is a matched global hardware universe. A company-level conclusion requires a consistent-date peer set, normalized earnings, comparable currencies and an explanation of growth, margins, capital intensity and risk.

A low multiple can reflect a structurally weaker business, restricted investor access, poor cash conversion or a high probability of earnings decline. A high multiple can reflect durable growth, scarce technology or unusually optimistic forecasts. The useful output is a range of scenarios and the assumptions that produce each valuation, not a country-wide “cheap” label.
What risks do Chinese semiconductor companies face?
The material risks vary by company, but a due-diligence checklist should cover:
- Export-control rules, license requirements and the possibility that a product cannot be shipped to a key market.
- Dependence on overseas equipment, advanced manufacturing capacity, software tools or critical materials.
- Customer concentration and the risk that customers build inventory, switch suppliers or delay a product launch.
- Capacity and utilization risk, especially for businesses with large fixed-cost factories.
- Tariffs, countermeasures, logistics disruption and changing trade relationships.
- Currency conversion, capital controls, dividend restrictions and liquidity differences between share classes.
- Government subsidies, procurement decisions, related-party dealings and changes in regulatory priorities.
- Technology obsolescence, intellectual-property disputes and the cost of catching up with a rival process or architecture.
Apply the same framework to global peers. Their filings can show substantial China revenue, license dependence and tariff exposure, so “global” is not a synonym for low geopolitical risk.
A practical workflow for comparing two companies
- Write a one-sentence peer definition. State the value-chain role, end market, product cycle and geographic focus.
- Identify the exact securities. Record ticker, exchange, share class, trading currency, foreign-investor route and liquidity.
- Set a common date. Use prices and financial information available on the same date, and record each fiscal year-end.
- Normalize the accounts. Reconcile reported versus adjusted earnings, currency, one-off items, subsidies, impairments, stock compensation and depreciation.
- Build the valuation grid. Include trailing and forward P/E, EV/EBITDA where meaningful, price-to-book for asset-heavy companies and free-cash-flow yield.
- Add operating context. Show revenue growth, gross and operating margins, cash conversion, working-capital days, capex, debt and customer concentration.
- Map exposures. Quantify China and other regional revenue, export-license dependence, tariffs, critical suppliers, foundry reliance and foreign-currency debt.
- Test scenarios. Model a normal cycle, a demand downturn and a policy or supply interruption. State which assumptions change earnings, cash flow and inventory.
- Check marketability. Confirm trading hours, settlement, ownership limits, withholding taxes, fees and the ability to exit without materially moving the price.
- Document uncertainty. Label every estimate, stale disclosure and incomparable metric. Do not convert missing information into a favorable assumption.
Common comparison mistakes
- Using a sector label as a peer definition: “technology” can combine businesses with incompatible margins and capital needs.
- Mixing share classes: an A share, H share, ADR and offshore-incorporated listing are not interchangeable instruments.
- Comparing unmatched dates: a multiple from one market cycle cannot be read against a peer’s price from another.
- Treating forward earnings as facts: forecasts change quickly when controls, tariffs or product demand change.
- Ignoring cash needs: EBITDA can obscure the capex and working capital required to keep a hardware business operating.
- Calling a benchmark a pure hardware index: the China IT index includes communications equipment and other technology groups in addition to hardware.
- Comparing drawdowns over different windows: different start and end dates can reverse the apparent ranking.
- Assuming geopolitical risk belongs only to Chinese issuers: global companies can have substantial China sales and license exposure, as their filings demonstrate.
The decision a personal investor should make
The useful conclusion is not “Chinese hardware is cheap” or “global peers are safer.” Decide first whether the proposed investment has a comparable business, a security you can access, and financial statements you can normalize. Then ask whether the valuation compensates for the company’s specific policy, customer, supply-chain, currency, liquidity and governance exposures.
Refresh index figures and regulatory disclosures before acting if the information is more than a few days old. A consistent-date dataset covering named Chinese and global peers is necessary before claiming a relative valuation premium or discount. This framework supports analysis; it is not a recommendation to buy or sell any security.
