China’s September 2025 statement linked improved prospects for buying U.S. soybeans to the removal of tariffs it called unreasonable. It was not a promise to buy a specified quantity if a specific tariff disappeared. Later announcements added purchase commitments and a broader tariff framework, but by October 2026 reporting said soybeans were excluded from China’s planned tariff cuts.
What China said about U.S. soybean purchases
On September 25, 2025, Chinese Ministry of Commerce spokesperson He Yadong was asked whether China would buy U.S. soybeans. He replied: “Regarding the trade of soybeans, the United States should take positive action to cancel the relevant unreasonable tariffs to create conditions for expanding bilateral trade.” Reuters reported the statement.
The wording made tariff relief a condition for creating better conditions for bilateral trade. It did not set a purchase volume, a deadline, or a specific tariff whose removal would trigger an order. The quote should therefore be read as a policy signal, not a standalone soybean purchase deal.

Do the purchase figures show the commitment was met?
No. The figures describe different measures and time periods, and they do not by themselves establish that the announced commitments were fulfilled.

USDA’s account of the November 2025 agreement gives the shipment windows and tonnage commitments, while the reported trade value and marketing-year figure use different bases. The available figures do not reconcile actual purchases through October 8, 2026 against every commitment.
What the soybean exclusion means for tariffs
The October 1, 2026 S&P Global report that soybeans were excluded from China’s planned tariff cuts means that soybean-specific tariff relief was not part of that reported plan. It does not establish that all U.S.–China soybean trade stopped or that earlier purchase commitments were revoked.

Nor does the White House product-list announcement prove that a reciprocal framework was fully in force: the lists were for consideration, and domestic legal processes still applied. The exact all-in import tariff on a particular date depends on the tariff classification and measures then applicable; the cited announcements do not establish a definitive current customs rate. The policy signals point in two directions: China has described purchase commitments and an in-principle agricultural tariff framework, while its own ministry says companies decide based on actual demand and market conditions. Tariff treatment can shape the economics of buying, but it does not dictate each transaction. Prices, available suppliers, logistics and commercial decisions remain relevant.
