China’s National No. 1 Uranium Project: Where It Is and How It Works

CNNC says its National No. 1 Uranium project in Ordos produced its first uranium product in July 2025. Here’s how its in-situ leaching system works—and what the milestone does not establish.

China National Nuclear Corporation (CNNC) says its National No. 1 Uranium demonstration project in Ordos, Inner Mongolia, produced its first uranium product on July 12, 2025—one year after construction began. The project uses in-situ leaching, a method that circulates a solution through underground sandstone deposits instead of bringing ore to the surface for conventional processing. CNNC calls it China’s largest natural-uranium production base by capacity, but its announcement gives no capacity figure and does not establish full commercial operation.

Where is China’s National No. 1 Uranium project?

The project is in Ordos, in the Inner Mongolia Autonomous Region of northern China. CNNC says construction began on July 12, 2024. On July 16, 2025, the company reported that the demonstration project had produced its first uranium product on the one-year anniversary of that start date. CNNC’s construction announcement and 2025 milestone report describe the project and its timeline.

CNNC describes the facility as China’s largest natural-uranium production base by capacity. The milestone announcement does not give a numerical capacity, annual output, or production rate, so the ranking cannot be independently compared from the figures in that announcement. The phrase “first barrel” is CNNC’s description of a production milestone, not a published tonnage figure or evidence by itself that steady, full-scale commercial operations have begun.

How does in-situ uranium leaching work?

In-situ leaching, also called in-situ recovery, extracts uranium from a suitable underground deposit by moving a leaching solution through the ore-bearing formation and recovering uranium-bearing liquid through wells. The ore is not excavated and hauled to the surface for conventional processing. The approach is associated with sandstone-type deposits, the geology CNNC names for this project.

For National No. 1, CNNC says the leaching solution uses carbon dioxide and oxygen and circulates in a closed loop. In simplified terms, the solution moves through the underground deposit, dissolves uranium, and is brought back through production wells for recovery; the solution is then recirculated. The company’s construction announcement describes the process and its intended closed-loop operation.

What the project adds digitally

CNNC says the project combines directional well construction with digital well planning, a visualized in-situ leaching model, remote intelligent control, production-data collection, video monitoring, and big-data analysis. These systems are intended to help operators plan and monitor the underground well field and control production remotely.

CNNC reports that digital well construction more than doubled leaching efficiency compared with traditional methods, and that remote control reduced the need for on-site staff by more than half. Those are company-reported comparisons: its announcement does not specify the baseline, calculation method, or an independent technical assessment. CNNC also says it overcame technical bottlenecks and core challenges in leaching sandstone-type uranium deposits; that characterization, too, is the company’s assessment.

What is known—and not known—about the project’s scale?

The public milestone announcement establishes the location, the first-product date, and CNNC’s capacity-based superlative. It does not state a numeric capacity, current output, project-specific resource estimate, or cost. A basin-wide uranium figure reported in secondary coverage is not a project resource estimate and should not be read as the amount available to this facility.

That distinction matters when interpreting headlines. A project can be described as the largest by planned or rated capacity without a published figure that allows readers to check the comparison. Likewise, a first-product announcement confirms a milestone reported by the operator; it is not equivalent to a production record demonstrating a sustained annual rate.

What does CNNC claim about environmental performance?

CNNC says the closed-loop process is designed to achieve zero discharge of water, gas, and solid waste. This is the company’s environmental claim, not an independently confirmed finding in the cited project announcements. Those announcements do not provide project-specific monitoring data, audited emissions figures, or a third-party assessment that would establish environmental performance in practice.

In-situ leaching avoids bringing ore to the surface for conventional processing, but that fact alone does not establish the environmental impact of a particular operation. The project’s environmental outcomes depend on how the site is operated and monitored; the available announcements do not provide the data needed to assess those outcomes independently.

What the production milestone does—and does not—show

CNNC’s July 2025 announcement makes the project significant as a reported technical and production milestone: the company says it produced its first uranium product a year after construction began, using a digitally managed in-situ leaching system. The announcement does not establish current operating status, ongoing output, commercial economics, or independently measured environmental results. Claims about the project’s implications for uranium supply or national influence should therefore be treated as analysis rather than as outcomes demonstrated by the milestone alone.
