China Restricts Exports of Gallium, Germanium and Other Materials to the U.S. After New Chip Controls

China’s December 3, 2024 measures restricted certain exports to the United States after new American semiconductor controls—but they were not a blanket global ban.

China announced U.S.-specific export controls on December 3, 2024, one day after the United States tightened restrictions on China’s access to advanced semiconductor equipment, software and high-bandwidth memory. Beijing prohibited dual-use exports to U.S. military users or military applications, adopted a highly restrictive approval posture for certain gallium, germanium, antimony and superhard-material exports to the United States, and subjected graphite shipments to stricter end-user and end-use review.

This was not a universal ban on chipmaking materials or a ban on all exports worldwide. It was a targeted escalation in the broader U.S.-China technology dispute, with potential consequences for specialty semiconductors, optical systems, batteries, defense products and industrial manufacturing.

What China restricted

China’s Ministry of Commerce said the measures took effect immediately on December 3, 2024. The rules applied to exports from China to U.S. organizations and individuals and warned against transferring covered Chinese-origin goods to U.S. entities through third countries in violation of the controls.

The distinction matters. “Export controls” accurately describes the overall policy. “Ban” is appropriate for the explicitly prohibited military-user and military-use category, but it is too broad for every covered material. The named gallium, germanium, antimony and superhard-material categories faced a presumption against approval, while graphite was handled through intensified licensing scrutiny.

China’s Announcement No. 46 of 2024 is the primary source for the scope and treatment of the goods.

Why China acted

The announcement followed a new U.S. export-control package announced by the Bureau of Industry and Security on December 2, 2024. The U.S. package included:

  • Controls covering 24 types of semiconductor-manufacturing equipment.
  • Controls on three categories of semiconductor-development or production software tools.
  • New restrictions involving high-bandwidth memory, or HBM.
  • New red-flag and compliance guidance intended to address diversion.
  • 140 additions to the Entity List and 14 modifications involving Chinese semiconductor companies, fabs, equipment makers and investment firms.

The U.S. Commerce Department said the measures were intended to restrict China’s ability to produce advanced semiconductors relevant to military modernization, artificial intelligence and advanced computing. The details are set out in the BIS announcement and its supporting release.

China presented its response as a national-security and national-interest measure connected to nonproliferation obligations and the protection of supply-chain and market order. Chinese officials also criticized subsequent U.S. semiconductor restrictions as harmful to normal semiconductor trade. Those are the governments’ stated rationales; they should not be confused with evidence that the measures immediately stopped production or caused a specific amount of economic damage.

Why these materials matter

The materials named in the order are not interchangeable, and none is required in the same way for every semiconductor. Their importance comes from specialized applications, high-purity processing requirements and China’s position in parts of the upstream and refining supply chain.

Gallium

Gallium is used in compounds such as gallium arsenide and gallium nitride. These materials support certain radio-frequency components, power electronics, optoelectronics, displays, lighting, communications equipment and defense systems. Gallium-based devices can be important in demanding applications even when they represent a small portion of a product’s physical mass.

Germanium

Germanium is used in fiber-optic systems, infrared optics, specialized semiconductor devices, solar-cell applications, radiation detectors and other optical or electronic components. A disruption can therefore affect more than conventional chip fabrication.

Antimony

Antimony has applications in flame retardants, alloys, lead-acid batteries, ammunition and other defense-related products, as well as semiconductor and compound-material uses.

Superhard materials

Superhard materials are relevant to abrasives, precision tooling and specialized industrial processing. Their role can extend to manufacturing equipment and processes associated with advanced electronics, although the category should not be treated as a direct ingredient in every chip.

Graphite

Graphite is used broadly in batteries, refractories, metallurgy and industrial processing. It also has applications in some semiconductor and advanced-manufacturing processes. The order’s stricter review for graphite was materially different from the more restrictive treatment of the other named categories.

These materials are sometimes loosely described as “rare earths,” but that is inaccurate. Gallium, germanium and antimony are critical or strategic materials; they are not a substitute label for the separate category of rare-earth elements.

China’s supply-chain leverage

China’s influence comes from more than the location of mines. It includes refining, high-purity processing, chemical conversion, compound production and established customer qualification. A country may have mineral resources but still lack the facilities, technical processes, scale or certifications needed to supply semiconductor and optical manufacturers.

The U.S. Geological Survey reported that China accounted for 99% of global primary gallium production in 2024. The USGS also identifies China as a leading producer of germanium and a major source of multiple critical minerals and refined materials. Production statistics vary depending on whether they measure mining, primary production, refining, exports or processing capacity, so the figures should not be read as proof that China supplies every global customer directly.

For companies, the practical vulnerability is often qualified high-purity supply rather than the existence of raw material underground. Alternative suppliers may exist but lack the volume, purity, price or reliability needed for a rapid switch.

What the controls could mean for U.S. companies

The first effects would not necessarily be a visible shutdown. Companies that depend on covered Chinese-origin materials could face:

  • More licensing uncertainty and compliance work.
  • Longer procurement cycles and higher transaction costs.
  • Pressure to hold additional inventory.
  • Delays while substitute materials and suppliers are qualified.
  • Higher prices for high-purity or specialty products.
  • Greater exposure for firms without a non-Chinese supply route.

Material substitution is not simply a matter of buying a different commodity. Semiconductor, optical and defense manufacturers may need to validate purity, electrical or optical performance, reliability, safety and process compatibility. A replacement that works in a laboratory may not be commercially qualified for a tightly controlled production line.

The most exposed sectors could include compound-semiconductor manufacturing, radio-frequency and power electronics, fiber optics, infrared systems, batteries, industrial tooling and defense supply chains. That does not establish that all U.S. chipmakers would be unable to operate, nor does it show that ordinary consumer electronics would immediately become more expensive.

What the economic estimates show

A 2024 USGS model examined a hypothetical complete disruption of China’s net exports of gallium and germanium to the United States. It estimated:

The USGS said semiconductor-device manufacturing would account for more than 40% of the modeled net loss in the combined gallium-and-germanium scenario. These numbers are scenario estimates, not a forecast of what China’s December 2024 order would automatically cause and not evidence that the stated GDP loss occurred.

What the order did not mean

  • It did not ban all global exports of gallium, germanium, antimony, graphite or superhard materials.
  • It did not automatically prohibit every form of every named material from reaching every U.S. customer.
  • It was not a general ban on all Chinese chipmaking-material exports.
  • It did not prove that U.S. semiconductor production had stopped.
  • It did not establish an immediate shortage of ordinary consumer chips.
  • It did not make the USGS modeled GDP loss a realized economic result.

The order specifically targeted exports to the United States, unlike some earlier Chinese measures that applied more broadly. China had already introduced licensing controls on certain gallium- and germanium-related products in 2023, but those earlier measures should not be conflated with the December 2024 U.S.-specific action.

Timeline

  • October 2023: The United States updated an earlier framework of semiconductor-related export controls.
  • April 2024: BIS issued clarifications concerning the earlier controls.
  • November 19, 2024: The USGS published its study of potential economic effects from gallium and germanium export disruptions.
  • December 2, 2024: The United States announced expanded controls on semiconductor equipment, software and HBM, along with Entity List changes.
  • December 3, 2024: China announced its U.S.-specific controls, effective immediately.

The triggering event belongs to 2024, not 2026. Whether the measures remained unchanged, were amended or were superseded after December 2024 requires a current legal and regulatory review; the announcement itself does not establish their complete status in 2026.

The broader trade-off

Export controls can create leverage when one country dominates processing or qualified supply. They can also encourage the other side to reduce its dependence. The likely long-term responses include recycling, strategic stockpiling, material substitution, supplier diversification and investment in refining capacity outside China.

That creates a two-sided risk. Restrictions may raise near-term costs and delay production for exposed buyers, while also accelerating the development of competing supply chains. New capacity, however, can take years to permit, finance, build and qualify. Existing inventories may delay visible shortages, and licensing friction may appear well before a physical supply interruption.

For consumers, the most defensible conclusion is indirect: the measures targeted strategic industrial supply chains rather than retail devices. If they became broad or prolonged, they could contribute to higher costs or delays in specialized electronics and industrial products. The December 3 announcement alone is not evidence of an immediate, economy-wide consumer electronics shortage.
