Canada Has Cut the Chinese EV Tariff—but Imports Remain Quota-Limited

Canada has replaced the 100% surtax on eligible Chinese EV imports with quota-limited access at a 6.1% tariff. The quota began at 49,000 vehicles a year, and import rules remain in force.

Canada has already reduced the tariff burden on some Chinese electric vehicles, but it has not opened the market without limits. Since March 1, 2026, eligible imports within an annual quota can enter at the 6.1% most-favoured-nation (MFN) tariff rate, replacing the former 100% surtax. The quota began at 49,000 vehicles a year. Official Canadian sources confirm this implemented arrangement, but do not establish a later formal proposal to eliminate the quota or the remaining tariff.

What changed in Canada’s Chinese EV tariff?

Canada applied a 100% surtax to Chinese electric vehicle imports beginning in October 2024. A Canada-China arrangement announced January 16, 2026, changed that policy for a limited number of eligible vehicles: the surtax was replaced by quota access at the 6.1% MFN tariff rate. Global Affairs Canada says the quota took effect March 1, 2026.

That is a substantial reduction from the former surtax, not tariff-free access. The 6.1% rate applies to eligible imports entering under the quota; it does not mean every Chinese EV can enter Canada on those terms.

Prime Minister Mark Carney described the policy as a way to bring down costs and support partnerships, investment, auto jobs and Canada’s EV supply chain. The Canada Gazette’s explanation also described the surtax as an important irritant in the bilateral relationship. These are the government’s stated aims and context, not evidence that vehicle prices, employment or investment have already changed.

How large is the quota, and how will it change?

The initial allowance is 49,000 vehicles per year, with the quota set to grow by 6.5% annually. The Department of Finance characterizes the initial allowance as less than 3% of Canada’s new-vehicle market; that is a comparison of quota size, not a report of actual imports or sales.

The rules also reserve a growing share for lower-priced vehicles. The allocation for EVs with a free-on-board (FOB) price of CAD $35,000 or less rises from 10% in quota year two to 50% in quota year five. Global Affairs Canada describes the 50% allocation as a 2030 goal.

What rules and permits still apply?

Quota access is administered, not automatic. Eligibility depends on country of origin and tariff classification, and import permits and other conditions apply. The specific tariff notices also identify exceptions for certain non-passenger vehicles, including electric tricycles, golf carts and three-wheeled mobility scooters in specified classifications; passenger-EV rules should not be assumed to cover every electric vehicle.

Global Affairs Canada says access was initially first-come, first-served for six months. The government sought public views from April 7 through May 1, 2026, on longer-term allocation and administration. Its import page lists a second-period notice effective September 1, 2026, showing that the quota continues to be administered in periods.

Is Canada considering eliminating the remaining tariff?

The official material confirms a limited tariff reduction and continuing quota administration. It does not establish a later formal government proposal to remove the quota or eliminate the 6.1% MFN tariff. So the accurate answer to “Is Canada dropping the Chinese EV tariff?” is: Canada has already removed the 100% surtax for eligible quota imports, but the remaining tariff and import limits are still part of the arrangement.

For consumers, the policy creates a route for a limited volume of eligible Chinese EVs to enter at a lower tariff burden than before. The official terms alone do not show whether that will lower retail prices or how it will affect Canadian jobs, investment, supply chains or emissions.
