The available official case sources do not confirm the holding of the newly reported High Court ruling or establish that the UK government has won the right to keep the 61,000 seized Bitcoin. They describe a separate civil recovery process, but do not show a final order or say whether victims will receive any money.
What is known about the reported ruling?
A headline has reported that a High Court ruling improved the government’s chances of retaining the Bitcoin. But the official case materials available here do not identify the ruling, its date or legal reasoning, or the effect it may have on claims to the assets. The court judgment and the outcome of the civil recovery case therefore cannot be verified from those materials. It would be premature to say the government has finally won the Bitcoin.

The distinction matters: a seizure places assets in authorities’ hands, but does not by itself decide who ultimately owns or receives them. The Crown Prosecution Service (CPS) says the recovered Bitcoin is subject to civil recovery proceedings in the High Court. Its case study does not report a final order or a distribution of the assets.
How did the case reach this point?
The Metropolitan Police said its investigation began in 2018 and led to the seizure of 61,000 Bitcoin from Zhimin Qian, also known as Yadi Zhang. The Met described it as a record-scale cryptocurrency seizure. It said Qian’s scheme defrauded more than 128,000 victims in China between 2014 and 2017. The CPS later characterized the fraud losses as approximately £600 million. Metropolitan Police, 29 September 2025; CPS case study, Annual Report and Accounts 2025–2026

Qian pleaded guilty in September 2025 to acquiring and possessing criminal property, namely cryptocurrency. Seng Hok Ling pleaded guilty to transferring criminal property. The CPS says they were sentenced on 11 November 2025: Qian received 11 years and eight months, and Ling four years and 11 months. Those criminal convictions and sentences are distinct from the civil recovery proceedings concerning the larger Bitcoin holding.
Why do reports give such different Bitcoin values?
The figures refer to different dates, assets or measures. Bitcoin’s market price changes, and a stated value at seizure is not a current quote or a prediction of what a court will recover. The sentencing judge also cautioned that valuation depends on the date used.

| Figure | What it describes |
|---|---|
| More than £5.5 billion | The Met’s stated value of the seizure in its September 2025 announcement—not a current valuation. Metropolitan Police |
| About £300 million | The value the CPS case study gives for the 61,000 Bitcoin at the time of seizure. CPS |
| More than £1.5 billion | The sentencing judge’s recorded value for cryptocurrency in Qian’s possession when police recovered it between June 2021 and September 2025. The judge noted that Bitcoin volatility makes valuation date-dependent. Sentencing remarks |
| Approximately £600 million | The CPS’s estimate of losses from the underlying fraud, not the market value of the seized Bitcoin. CPS |
| £5,603,305.81 | A confiscation order against Ling reported by the CPS in January 2026. It is not an order over Qian’s 61,000 Bitcoin. CPS, 22 January 2026 |
The pound figures in the official announcements are not interchangeable with a dollar-denominated headline. In particular, the Met’s £5.5 billion figure is explicitly tied to its September 2025 announcement; it should not be presented as the Bitcoin’s value today.

Does the criminal case mean victims will be compensated?
Not on the information established by these case sources. Criminal sentencing determines punishment for the defendants; civil recovery is a separate process concerning the assets. The Met’s 2025 announcement said the CPS would pursue criminal confiscation and civil proceedings to keep criminal assets beyond fraudsters’ reach. That statement does not establish that the Bitcoin has been finally recovered for the state, or that any recovered value will be paid to victims.
The available official materials do not establish whether victims have filed claims in the High Court case, what the reported ruling says about any claims, or how any recovered assets would be distributed. The approximately £600 million loss estimate cannot, by itself, show what any individual victim is entitled to receive.

The confirmed record is that authorities seized 61,000 Bitcoin, Qian and Ling were sentenced in the criminal case, and the CPS described the Bitcoin as subject to High Court civil recovery proceedings. The reported ruling may affect that process, but without its text or an official account of its holding, its effect—and whether the government can retain the assets or victims can recover money—remains unconfirmed.
