The right depends on the property’s exact location, type and registered title: designated areas allow freehold ownership or usufruct, while limited rules also permit certain units outside those areas. Buying property may support an application for real-estate residency, but residency is subject to separate value, presence and application requirements.
Can a non-Qatari buy property in Qatar?
Yes, subject to Qatar’s rules on location, property type and the right being granted. Law No. 16 of 2018 provides for non-Qatari ownership or usufruct in areas and under conditions set by Council of Ministers decisions. The Ministry of Justice administers the framework. It does not give foreign nationals a general right to buy any property anywhere in Qatar.
For a particular purchase, the key question is not simply whether a development is marketed to international buyers. Verify the property’s exact administrative area and parcel, the type of unit, and the right that will be recorded in the title documents. A neighborhood name or sales description alone may not establish eligibility.
Freehold and usufruct: what right are you buying?

Do not treat usufruct as interchangeable with freehold. The practical value of either right depends on the title and its conditions, not just the marketing language. Have the proposed registration and contract reviewed before paying a deposit or signing.

Which areas allow freehold or usufruct?
A Qatar Ministry of Justice announcement dated October 6, 2020, describing Cabinet Resolution No. 28 of 2020, set out nine freehold areas and sixteen usufruct areas. It named the following locations; this is not a substitute for checking the Ministry’s current area tables or the exact property parcel.

The announcement’s area names do not always map neatly to a single everyday neighborhood label, and the administrative designation controls. Ask the Ministry or a qualified Qatar property lawyer to confirm the current classification against the property’s parcel and title details before relying on a location name.

Can property ownership qualify you for residence?
Property ownership can support an application for real-estate residency, but it does not by itself guarantee a permit. The Ministry of Justice’s service guidance, accessed October 7, 2026, lists a property value of QAR 730,000 for a real-estate residence permit and QAR 3,650,000 for a permit with additional benefits such as healthcare, education and investment. The Ministry’s general ownership guidance describes a minimum annual presence of 90 days for the stated benefit categories, continuously or intermittently.
There is a wording difference across the Ministry materials: the service page says the property value must “exceed” the stated figures, while general guidance and the FAQ describe the threshold as “not less than” or “at least.” Confirm the applicable valuation method, threshold and all current criteria directly with the Ministry before making a purchase decision. The thresholds are not interchangeable: the higher figure is associated with the permit category that includes additional benefits.

Application documents listed by the Ministry
The service page lists a Qatari ID card or passport, an original title deed copy, and a good-conduct certificate for applicants who are non-residents. Check the live service requirements for the documents and process that apply to your circumstances.
Can you own a unit outside the designated areas?
The Ministry FAQ describes limited arrangements outside the designated areas. These include separate units in residential complexes and separate office or shop units in commercial complexes and malls, subject to conditions. Among the stated restrictions are that the unit’s nature, form or external appearance must not be changed, alongside other applicable requirements.

This is not a general exception for any apartment, shop or office outside a designated area. Confirm that the specific unit and development fall within the permitted category and check the restrictions in the relevant documents before purchase.
Other rules that can affect ownership
Vacant plots
The Ministry FAQ, accessed October 7, 2026, says a vacant plot in a freehold area must be built on within four years from registration. If considering land rather than a completed property, establish what counts as meeting the requirement and whether the plot has additional construction or use conditions.

Inheritance and bequests
The Ministry FAQ says ownership or usufruct in designated areas can pass by inheritance. For inherited or bequeathed property outside those areas, it describes a two-year transfer rule and a limited exception for one residential property of up to 3,000 square meters when the non-Qatari’s residence in Qatar is continuous. These rules are fact-specific; seek advice on the current legal text and the intended transfer before relying on the exception.
Developer disputes
The Ministry FAQ states that disputes between a developer and an owner are brought before Qatar’s courts. Review the contract’s obligations and dispute provisions before signing, and get local legal advice if the terms or remedies are unclear.

Compare legal eligibility and ownership obligations before weighing views, finishes or amenities. For each property, obtain answers in writing to these questions:
- What right will be registered? Identify freehold or usufruct, and for usufruct, the term and renewal conditions.
- Where is the property exactly? Check the parcel against the Ministry’s current designated-area information rather than relying on a neighborhood or project name.
- Is this property type permitted? Establish whether it is a standalone property, a residential-complex unit, or a unit in a commercial complex or mall, and identify any use or alteration limits.
- Are you relying on a residency benefit? Verify the current value assessment, annual-presence condition, application criteria and supporting documents separately from the ownership right.
- Are there ongoing obligations? For vacant land, check the construction deadline; for any unit, review restrictions on use, changes, transfer and developer obligations.
- Have the documents been checked independently? Have the deed, sale contract and relevant restrictions reviewed by qualified Qatar counsel before signing or paying.
What to verify with the Ministry before signing
- Request confirmation of the property’s exact administrative area and parcel classification under the current rules.
- Confirm that the property type is eligible and obtain the proposed registered title or usufruct terms, including any term, renewal or use conditions.
- If residency is part of your decision, ask the Ministry to confirm the current threshold, valuation basis, presence requirement and application documents for your case.
- Review the purchase contract and title documents with qualified local counsel, including any construction deadline, restrictions or transfer conditions.
