For declarations registered from 12 May 2026, an individual buying through a certified Remessa Conforme (PRC) site pays no federal Import Tax on an order with a customs value of up to US$50—but still owes state ICMS. Above US$50, the federal tax is 60% of the customs value less a US$30-equivalent discount against the tax due. Purchases outside PRC and purchases by legal entities generally face 60% Import Tax without that discount. The rules apply to qualifying international parcels under Brazil’s Simplified Taxation Regime, not every kind of import.

Usually, yes. Under Brazil’s Regime de Tributação Simplificada (RTS), the federal Import Tax (Imposto de Importação, or II) depends on the seller’s PRC status, whether the buyer is an individual or a legal entity, the order’s customs value, and the date its customs declaration is registered. State ICMS applies separately in all the cases described here, at a rate that varies by destination state.
The RTS generally covers international postal and express parcels with customs value up to US$3,000. Other imports, including commercial imports or goods outside this regime, can be treated differently. The US$50 threshold is for federal Import Tax, not all taxes. ICMS remains payable even when II is zero. The threshold and tax calculation use customs value, which includes freight and insurance where charged separately.
These are date-sensitive rules: use the date the declaration is registered, not simply the date you placed the order. For declarations from 1 August 2024 through 11 May 2026, qualifying PRC purchases up to US$50 were subject to 20% II, and the discount above US$50 was US$20. There is no single total for every order. The customs value, PRC status, buyer type, declaration date, exchange rate, and destination state all affect the amount. In particular, ICMS is calculated “por dentro”: its base includes the goods, freight, insurance, and II, and the tax itself is included in that base.
Work out the customs value
Add the product price, freight, and insurance if they are charged separately. Do not add freight or insurance a second time if already included in the listed price. Receita Federal uses this customs value both to test the US$50 threshold and to calculate taxes. For a foreign-currency declaration, the exchange rate on the date the declaration is registered applies.

Calculate federal Import Tax
First identify the PRC status and buyer type, then apply the relevant row in the table above to the customs value. For an individual’s PRC order above US$50, the US$30-equivalent amount reduces the Import Tax due; it is not a reduction of US$30 from the purchase price. Outside PRC, or for a legal-entity buyer, the 60% rate applies without that discount, including below US$50.
Add state ICMS
Receita Federal describes ICMS rates of 17% to 20%, depending on the state. Its “por dentro” calculation can be expressed as:

ICMS = [(goods + freight + insurance + II) ÷ (1 − ICMS rate)] × ICMS rate
Some states raised the rate from 17% to 20% effective 1 April 2025. Check the rate for the destination state rather than assuming the calculator’s 17% default. Receita Federal’s ICMS rate table lists state rates. The agency’s guidance states: “O ICMS é o mesmo em qualquer das situações acima, aplicado à alíquota de 17% a 20%, conforme o Estado da federação.”

Use the official calculator as an estimate
Receita Federal’s online tax calculator asks whether the seller is PRC-certified, the total value including freight and insurance, and the US dollar exchange rate. Its result is an estimate: the exchange rate at declaration registration may differ, and the calculator assumes 17% ICMS, so a higher rate in your state can increase the bill.
As an illustration, Receita Federal’s example uses R$49 for goods, R$5 freight, and R$3 insurance, for a R$57 customs value. Outside PRC, II at 60% is R$34.20; at 17% ICMS, the example gives R$18.68 ICMS and R$52.88 combined tax. Those figures belong to that example and are not a prediction for another order, state, or exchange rate.

- PRC-certified site: II, ICMS, and any applicable service charges are collected at checkout.
- Other purchases: after release, pay through the Correios or courier company website. Receita Federal’s general guidance says payment is due within 20 days after release; delivery depends on payment confirmation.
Postal and courier customs-clearance service fees are private charges, not federal or state taxes. Check the amount and payment instructions with the carrier.
Do any exceptions or restrictions apply?
Qualifying medicines
Receita Federal describes a zero II rate for medicines valued up to US$10,000 when imported by an individual for their own or individual use, subject to requirements set by the administrative-control authorities. This is not a blanket exemption for every medicine and does not, by itself, remove ICMS.
Other exemptions and restricted goods
Other non-taxation cases may exist, but eligibility depends on the specific rule; do not assume a general exemption. The parcel rules also restrict or prohibit certain goods. Receita Federal’s restricted-goods guidance includes goods intended for resale or industrial processing when imported by an individual, subject to listed exceptions, as well as weapons, ammunition, explosives, and other controlled items. Check the current list for the item you plan to import.
