Boeing asked the FAA to let it certify 35 additional 777F freighters after January 1, 2028, when U.S. rules bar original airworthiness certificates for certain covered aircraft that do not meet airplane CO₂ standards. Boeing said the extra production would meet customer demand and continue production until the more fuel-efficient 777-8F is available. Reuters reported that the FAA approved the waiver in September 2026, but the final order’s specific conditions are not established in the available official notice.
Why is Boeing asking for an emissions waiver for the 777F?
The issue is a certification deadline, not a general ban on operating existing 777F aircraft. In a petition summarized in an April 17, 2026 Federal Register notice, Boeing sought relief from 14 CFR § 38.1 and 40 CFR 1030.1 for 35 newly built 777F freighters. The notice describes the rules as implementing the International Civil Aviation Organization’s airplane CO₂ certification standards in Annex 16, Volume III. Under the rule described there, covered subsonic jets that fail the specified fuel-efficiency and greenhouse-gas limits cannot receive an original certificate of airworthiness on or after January 1, 2028. Boeing’s stated reason, as reproduced in the notice, was: “The requested exemption would allow the company to meet existing customer demand and maintain production continuity until its more fuel-efficient replacement, the 777-8F, becomes available.” That is the company’s rationale in its petition, not a finding by the FAA about demand, production needs, or the aircraft’s relative performance.
How many 777 freighters could Boeing build after 2027?
The petition requested an exemption for 35 additional 777F aircraft to be certified after January 1, 2028. That is the number covered by the request; it should not be read as a broader authorization for unlimited 777F production or as a statement of how many aircraft Boeing will ultimately deliver.

Reuters reported on September 17, 2026 that the FAA approved a waiver allowing Boeing to sell another 35 777F freighters after 2028. The available Federal Register notice summarizes the petition rather than the final decision, and the final exemption order was not available in the official material cited here. As a result, the precise grant language—including any expiration date, aircraft or serial-number limits, and compliance conditions—cannot be confirmed from that notice. Reuters’ September report, syndicated by Investing.com, is the basis for the reported approval.
What does the January 1, 2028 deadline mean?
The FAA’s rule implements CO₂ certification requirements for covered aircraft. Its broader rule announcement says covered aircraft manufactured after January 1, 2028 must incorporate improved fuel-efficient technologies, and identifies the Boeing 777-X among aircraft expected to meet the standards. That rule background explains why Boeing sought an exemption for the 777F; it does not, by itself, determine whether a particular aircraft qualifies for an exemption. The FAA’s rule announcement also gives broad context: it says civil aircraft of covered kinds account for nine percent of domestic transportation emissions and two percent of total U.S. carbon pollution. Those figures are not estimates for the 777F or for Boeing’s petition.

When will the 777-8F enter service?
The petition identifies the 777-8F as the more fuel-efficient replacement Boeing expects to become available, but it does not provide an entry-into-service date. Leeham News reported on April 16, 2026 that the 777-8F could enter service in 2030–31 as Boeing prioritized early 777-X production for the 777-9. That is contemporaneous industry reporting, not an official Boeing schedule commitment, so the dates should be treated as a reported possibility rather than a settled timetable. The 2026 petition concerns airplane CO₂ certification requirements for continued production of the 777F. A separate FAA exemption issued in 2024 for the 777-8F addressed security-design requirements associated with carrying supernumeraries; it is not the emissions waiver.
