There is no evidence-based universal winner for the “best” business to start in 2025. The strongest areas to investigate are online sales and marketing, AI-enabled services, cybersecurity, customer experience, and healthcare-related opportunities shaped by technology and population aging. The evidence points to changing needs—not guaranteed profits. Before committing money, test whether customers in your market will pay, and assess costs, skills, regulation, competition, and how long it may take to earn revenue.
This guide treats 2025 as the outlook described by the U.S. Small Business Administration (SBA) in its November 25, 2024 article. It also uses later U.S. evidence about AI adoption, published in 2026, to put subsequent developments in context; those later observations were not known when the SBA published its 2025 outlook.
Which business trends are worth investigating?
The trends below suggest customer needs or business capabilities that may support an opportunity. They do not rank businesses by startup cost, profitability, survival rate, or return: the cited sources do not provide those comparisons. The business examples are starting points to validate locally, not proof of demand.

Could online sales or digital marketing support a new business?
Digital channels can be a way to sell a product or reach customers, and they can also be the service a business sells. In its November 2024 guidance for 2025, the SBA said e-commerce represented a fifth of worldwide retail sales at the time and cited a forecast that it would reach 22.6% by 2027. The same article reported that 73% of small businesses had a website. These figures have different scopes: the first concerns worldwide retail sales, while the second concerns small businesses. Business directions to test
- Sell online: A focused store or online product business could use e-commerce to reach buyers. A broad market trend does not establish demand for a particular product or niche.
- Help businesses market online: A digital marketing service could serve businesses that need help reaching customers through online channels. Define the deliverable and customer first, then check that target customers actually want it.
- Combine online access with human service: Digital discovery and purchasing need not mean impersonal service. The SBA specifically recommends maintaining an interpersonal touch during research and purchase, such as welcoming in-store customers or writing personal emails to subscribers.
Is AI a business opportunity—or simply a tool?
It can be either. The SBA’s 2024 outlook described AI as a capability that can streamline processes, limit human error, and let employees devote time to other work. That supports exploring AI-enabled services and using AI within an existing business; it does not show that any particular AI startup has paying customers or a sustainable business model.
Later U.S. estimates show why adoption figures need careful reading. The Federal Reserve Board reported in April 2026 that Census business-survey data indicated about 18% of firms had adopted AI as of year-end 2025. A separate Census Bureau analysis reported overall business AI use hovering between 17% and 20% from December 14, 2025, to May 3, 2026. The measures are not interchangeable: surveys differ in questions, respondents, and units of analysis. The Federal Reserve notes that these differences likely explain much of the variation, and Census documentation says the question changed in November 2025 from AI use in producing goods or services to use in any business function. These figures therefore should not be read as a clean before-and-after adoption trend. How to make an AI idea specific
Start with a customer task or problem, not with the technology. For example, investigate whether a defined group of businesses needs help with a particular workflow and whether it would pay for a reliable solution. Establish what work the service performs, where human review is necessary, and how errors or sensitive information will be handled. These are questions to answer for the proposed service; the cited adoption figures do not settle them.
Why might cybersecurity be a business need?
Cybersecurity is an operating concern for small businesses and could be a service area for entrepreneurs with the right expertise. The SBA recommends employee awareness, secure networks, software updates, and multi-factor authentication. Those recommendations establish that security practices matter; they do not establish that a specific security company, product, or consultancy will be profitable.

A prospective provider should define its customer and service narrowly enough to evaluate both capability and liability. The evidence here does not specify credentials, legal requirements, insurance needs, or startup costs for cybersecurity providers, so investigate the requirements that apply to the intended service and location before offering it.
What do future-of-work forecasts suggest about healthcare?
The World Economic Forum’s Future of Jobs Report 2025 presents employer expectations for 2025–2030, not confirmed future market outcomes. Across sectors, employers identified AI and big data, networks and cybersecurity, and technological literacy among skills rising in importance. In medical and healthcare services, employers identified digital transition, living costs, and population aging as drivers of change. Fifty-nine percent of employers in that industry cited population aging, compared with 40% across all sectors. For a potential healthcare business, treat these findings as prompts to identify a real need, not as a reason to assume a market exists. Specify who the customer is, what problem the business would address, and whether the proposed activity has regulatory, staffing, or liability requirements. The report does not identify a particular healthcare startup model or establish its commercial prospects.

Use the trends to generate ideas, then compare each idea against the same practical questions. A favorable trend cannot compensate for an offer that customers do not want, costs that exceed what the business can support, or requirements the founder cannot meet.

- Name the customer and problem. Describe one target customer and the need the business would address. Avoid relying on broad labels such as “AI” or “healthcare” as if they were customer problems.
- Check demand locally. Look for evidence that intended customers want the proposed offer and would pay for it. The national and global figures in the cited sources do not establish local demand.
- Map the economics. Estimate initial and ongoing costs, likely ways to reach customers, and the time and resources needed to deliver the offer. The sources here do not provide comparable startup-cost, revenue, or profit data for these business ideas.
- Assess skills, staffing, and risk. Identify expertise the service requires, work that would need employees or contractors, and any regulatory, privacy, security, or liability questions that apply.
- Decide whether it is a standalone business or a capability. AI, cybersecurity, and customer experience may strengthen an existing business rather than justify a separate company. Compare both routes before investing in a new operation.
- Test a small, clear offer. Where appropriate, validate the proposed service or product with intended customers before taking on larger commitments. Change the offer if customer response, delivery demands, or costs do not support it.
For someone asking “What business should I start in 2025?”, the evidence can narrow the search to changing needs and capabilities, but it cannot name a universally best choice. The right next step is to validate a specific offer against customers, costs, skills, local competition, and applicable rules.
