The harder problem is finding deposits with useful concentrations, separating the elements economically, and turning them into refined materials and finished magnets. China’s advantage is therefore not simply that it has rare earths others lack: it has a much larger role in the supply chain, especially in refining and magnet production.
What does “rare earth” mean?
For commodity statistics, the U.S. Geological Survey (USGS) groups 17 elements together: the 15 lanthanides, plus scandium and yttrium. Their name can mislead. USGS reports average crustal abundances ranging from about 60 parts per million for cerium to about 0.5 parts per million for thulium and lutetium. The elements are not equally abundant, and average abundance says little about whether they occur together in a deposit that can be mined profitably.

As USGS put it in its 2017 Professional Paper 1802-O, “Although REEs are not rare in terms of average crustal abundance, the concentrated deposits of REEs are limited in number.” That distinction—common in scattered or dilute occurrences, limited in economically useful concentrations—is the key to understanding the name.
Why abundance does not make supply easy
A mineral deposit must contain enough of the right material, in a workable location and form, to justify the cost and environmental burden of mining and processing it. Rare-earth minerals also have complex compositions: a deposit may contain several elements in proportions that do not match what manufacturers need. The USGS identifies carbonatite, alkaline igneous, heavy mineral sand, and regolith-hosted ion-adsorption clay deposits as four conventional types supplying global markets. It notes that production of heavy rare earths remains particularly dependent on deposits in China.

Even a mine producing a useful concentrate is only the first step. The International Energy Agency (IEA) describes a chain that proceeds through extraction and beneficiation, chemical upgrading, separation into individual oxides, refining into metals, alloying, and magnet production. Separation is technically demanding because the elements have similar chemical properties. Oxides must also be converted into metals and alloys before they can be used in magnet manufacturing.
- Resources and deposits: geological occurrence does not by itself establish an economically recoverable mine.
- Mining and beneficiation: ore is extracted and concentrated.
- Separation and refining: mixed material is chemically processed into individual oxides and then metals.
- Alloying and manufacturing: metals and powders are made into magnets and other products.
These are distinct capabilities. A country can have deposits or mines without having enough separation, refining, metal-making, or magnet capacity to supply manufacturers at scale.

China’s lead is strongest beyond the mine
The IEA’s 2026 analysis reports China’s 2024 shares for the magnet rare-earth supply chain below. These figures do not describe every rare-earth commodity or every element in the 17-element group.

The gap between the mining and refining shares helps explain why “who has the ore?” is not enough to assess supply power. China’s share of global sintered permanent magnet production was about 50% in 2005, according to the same IEA analysis. Magnets are a downstream product, not a synonym for rare earths: the IEA’s magnet-focused work centers on neodymium, praseodymium, dysprosium, and terbium. Rare earths also go into alloys, batteries, catalysts, phosphors, and polishing compounds, among other uses identified by USGS.

What diversification figures say—and what they do not
More mines outside China would help, but they would not by themselves reproduce the whole supply chain. The IEA’s 2026 analysis estimates how much of projected 2035 demand outside China could be met by existing and announced diversified-region capacity:

These are capacity estimates, not guarantees of operating output or future market share. Announced projects may not be completed, and a facility at one stage cannot automatically solve a shortage at another. The IEA identifies magnet manufacturing as the main diversification bottleneck and also points to constraints in metallisation—the conversion of refined oxides into metal alloys or powders.

A separate IEA 2025 outlook uses a defined rare-earth dataset and a Stated Policies Scenario. In that scenario, total demand rises from 91 kilotonnes in 2024 to 123 kilotonnes in 2030. The top three refining countries together account for 97% of refining in 2024 and 92% in 2030 under the scenario. These figures have a different scope and vintage from the IEA’s 2026 magnet-specific supply-chain shares; they should not be treated as directly interchangeable or as a guaranteed forecast.

The IEA reports that China introduced controls in April 2025 covering seven heavy rare earth elements, related compounds, and magnets. Exports of covered products fell sharply in April and May. Automakers outside China, including in the United States and Europe, encountered sourcing problems; some reduced output or temporarily halted production. Licences were later issued and volumes recovered, but the IEA reported that a premium remained for magnets made outside China.

The IEA also reports that broader controls were announced in October 2025, including additional elements and requirements affecting some internationally made components containing Chinese-sourced rare-earth materials or using Chinese technologies. Those measures were suspended for one year in November 2025. That reported suspension runs into November 2026; the timeline alone does not establish subsequent amendments or day-to-day licensing practice.
The episode illustrates why concentration matters to manufacturers and, indirectly, to consumers and businesses exposed to production delays or higher input costs. It does not establish that every product using rare earths will become scarce or more expensive: exposure depends on the specific element, component, supplier, inventory, and ability to substitute or qualify another source.
What the headline means for a reader assessing supply claims
“Rare earths aren’t that rare” corrects a geological misconception, but it does not mean supply is abundant, cheap, or quickly replaceable. When evaluating a claim about China’s position or a proposed alternative, check what is being measured:

- Element scope: all rare earths, heavy rare earths, or the magnet elements covered by a particular analysis.
- Year and geography: a historical share is not a current one, and a global share is not the same as supply available to a particular buyer.
- Capacity versus production: planned or announced capacity is not necessarily built, operating, or producing saleable material.
- Resource versus reserve: an occurrence or resource estimate does not mean material is economically recoverable under current conditions.
For financial and business decisions, the useful conclusion is about supply-chain exposure, not a simple bet on geological scarcity. A new mine may add supply while leaving refining or magnet production concentrated; the relevant question is whether the specific material can reach the required manufacturing stage at a dependable scale.
