The “new graphic images and health warnings could soon be coming to Australian cigarette packets” refers to a consultation that has already closed, not a newly announced 2026 proposal. The supplementary consultation ran from 11 December 2023 to 8 January 2024. Current Department of Health guidance says cigarette-pack warning images must cover at least 75% of the front and 90% of the back, with a warning image also required on one side. The rules sit alongside inserts and messages printed on cigarette filters.
Is Australia about to introduce another set of cigarette-pack images?
The available official information does not establish a new 2026 package-image proposal. The headline wording reflects an earlier regulatory process: the Australian Government held a supplementary consultation on graphic health warnings and health-promotion inserts from 11 December 2023 through 8 January 2024. Its consultation page lists exposure-draft warning schedules for different tobacco-product categories.
That history matters because a consultation is not the same as a current open proposal or a confirmed future change. The present framework is set out in the Public Health (Tobacco and Other Products) Act 2023 and the Public Health (Tobacco and Other Products) Regulations 2024, alongside Department of Health packaging guidance.
What warning images are required on cigarette packs?
Department of Health guidance says the specified warning series appears on relevant packaging surfaces, including the front, back and side. For cigarette packs and cartons, the image must cover at least 75% of the front and 90% of the back, and one side must also display a warning image. These are minimum coverage requirements, not a description of every detail of a pack’s layout.

The applicable warning is determined by the relevant series in the regulations. Under the 2024 Regulations, covered retail packaging must display a warning from its applicable series. Warnings must be used as nearly equally as possible, and must not be obscured or distorted.
How the warning-image rules become law
The Act supplies the authority for regulations to prescribe health-warning images. Section 78(1) says: “The retail packaging of tobacco products must display the images or combination of images (if any) prescribed by regulations made for the purposes of this subsection.” Under section 78(2), the Commonwealth Chief Medical Officer must recommend images before regulations prescribing them are made.

For later regulations prescribing new warnings, the Act generally requires them to commence no earlier than six months after they are made. This is a statutory timing rule for future regulations, not an announcement that a new warning set has been made or a date on which one is scheduled to appear.

The exterior warnings, inserts and filter messages are separate parts of the broader regime. The consultation exposure drafts also contained separate warning schedules for product categories beyond cigarettes, including cigars, pipe tobacco, shisha tobacco and bidis; requirements should therefore be checked against the schedule for the specific product rather than assumed to be identical across all tobacco products.

The Department says manufacturers and packagers involved in tobacco products can request digital warning, insert and on-product image files free of charge. That resource is aimed at regulated manufacturing and packaging participants, rather than consumers seeking images for personal use.
