India’s aircraft-production ecosystem combines state-owned platform design and manufacturing, private-sector assembly partnerships, domestic component production, and work for global aerospace supply chains. HAL remains central to aircraft and helicopter production; the Tata–Airbus C295 program is a major example of private-sector final assembly; and Indian firms also make structures and components for Boeing programs. These activities show industrial capacity taking shape, but they do not establish one national figure for aircraft output or the share of aircraft value made in India.
What “Atmanirbharta” means in aircraft manufacturing
Atmanirbharta, or self-reliance, is an industrial-policy ambition rather than a single measure of how much of an aircraft is Indian-made. A company might design a platform, manufacture parts, assemble an aircraft, test it, or maintain it over its service life. Those are different capabilities and can be spread across several organizations and countries.
Final assembly in India is therefore meaningful, but it does not by itself prove that the aircraft was designed in India or that its entire supply chain is domestic. The available program announcements describe particular facilities, suppliers, processes and contract shares; they do not provide a comparable, audited domestic-value-added percentage across India’s aircraft sector.
Who does what across the ecosystem
HAL: domestic platform design and production
Hindustan Aeronautics Limited (HAL), a state-owned manufacturer, is the clearest example of an Indian company spanning platform development and production. The Department of Defence Production lists Tejas, Dornier Do-228, Dhruv, Light Combat Helicopter (LCH) and Light Utility Helicopter (LUH) among the aircraft and helicopters HAL manufactures. It also describes HAL as having design, development, production, maintenance and upgrade capabilities, with associated engines, avionics and accessories.

The same government organization page reports 20 production divisions, 10 research and development centres, 17 aircraft types produced from in-house R&D, and 14 produced under licence. The page does not specify a publication date, and these descriptions and counts should not be read as an independently audited measure of current annual output.
Tata Advanced Systems and Airbus: C295 production in India
The C295 program is a government military procurement with a private-sector industrial partnership: Tata Advanced Systems is working with Airbus to manufacture and assemble aircraft in India. The contract covers 56 aircraft. Under the 2024 program announcements, 16 are to be delivered from Spain in fly-away condition, while 40 are to be manufactured and assembled at the final assembly line in Vadodara, Gujarat. The Vadodara line was inaugurated in October 2024.

For the 40 Indian-built aircraft, the companies announced more than 85% of structural and final assembly work, 13,000 detail parts to be made in India, 21 certified special processes, and 37 India-based suppliers. These are C295 program measures, not a claim that 85% of the aircraft’s total value, components, or supply chain is Indian, and not an indigenization rate for the wider aircraft sector.
Airbus said approval from India’s Directorate General of Aeronautical Quality Assurance (DGAQA) enabled detailed parts and assemblies to be produced in India within the program’s quality roadmap. Its stated industrial scope includes parts, assembly, testing, delivery and lifecycle maintenance. The approval and supplier figures indicate a broader production chain than a final-assembly building alone, but they do not establish that all aircraft systems or inputs will be sourced domestically.

Tata and Airbus: a planned H125 helicopter line
Airbus and Tata have announced a final assembly line for the H125 helicopter at Vemagal, Karnataka. Planned work includes manufacturing, integrating and testing structural, mechanical and electrical systems, followed by final flight tests. The announcement describes planned capabilities, not completed production or delivered Indian-built helicopters.
Airbus has described possible civil-service and military applications for H125s assembled in India. Those are intended use cases, not evidence that Indian fleets have received aircraft from the line. Airbus also says it sources about $1.4 billion or more annually in components and services from India; that is an Airbus-reported sourcing figure, distinct in scope and measure from Boeing’s separately reported sourcing figure.

Indian suppliers serving global aircraft programs
India’s role also includes component and engineering work for aircraft programs led elsewhere. Boeing’s India overview reports more than 300 India-based suppliers, $1.25 billion in annual sourcing from India, and more than 13,000 employees across its supply-chain partners. The overview does not show a clear as-of date for these corporate-reported figures.
One named example is Tata Boeing Aerospace, a joint venture in Hyderabad that Boeing says manufactures AH-64 Apache aerostructures and vertical fins for the 737. This is evidence of Indian production feeding global aircraft programs; it is not an Indian complete-aircraft program.

What the C295 contract and schedule tell readers
The Press Information Bureau reported the 2021 C295 contract value as ₹21,935 crore and described the split between 16 imported fly-away aircraft and 40 to be made in India. In its October 2024 context, it said six of the first 16 had been inducted. That is a dated program update, not a statement about the status of all 56 aircraft today.
Announcements in 2024 set September 2026 as a target for the first Indian-built C295 rollout, with deliveries of the 40 India-built aircraft scheduled to ramp up through August 2031. The September 2026 date is a target; whether it was met is not established here. A rollout milestone would also not, on its own, mean that all 40 aircraft had been delivered.
The contract is a defense procurement, not an offer for members of the public to buy C295 aircraft. Its relevance to the domestic industry is the industrial work attached to the procurement: local manufacturing and assembly, supplier participation, quality approval, testing and planned lifecycle support.
How to interpret claims about self-reliance
- Look for the stage of work. Design, detail-part production, subassembly, final assembly, testing, certification and maintenance are separate capabilities.
- Keep program figures within their scope. C295 supplier and assembly measures apply to that program; they cannot be generalized to all aircraft made or supported in India.
- Separate established activity from plans. HAL’s listed manufacturing and Boeing’s named component work describe production activity; the H125 facility and its capabilities are announced plans, while the C295 dates are scheduled targets.
- Identify who reports a number. Government descriptions, program-partner announcements and company-reported sourcing figures are different kinds of evidence, and none supplies a single audited national localization measure.
The industrial picture is best understood as a set of overlapping capabilities: HAL’s domestic platform work, private-sector assembly programs such as C295, planned expansion into rotorcraft assembly, and components and services supplied into global production networks. Progress can be substantial in one part of that chain without demonstrating that the whole aircraft sector is self-sufficient.
