Not by default. A dollar-pegged stablecoin is not the same as an insured bank deposit, and its target price does not guarantee that your business can redeem it for dollars immediately or during market stress. In the United States, the GENIUS Act created a federal framework for payment stablecoins, but key implementation rules were still proposed as of October 4, 2026. Before treating a token as reserve cash, assess the issuer, redemption route, custody arrangements and legal protections that apply to your business.
What does “safe” mean for business reserves?
For treasury purposes, safety is more than whether a token usually trades near one dollar. A business needs to know who owes it money, what supports that obligation, whether it can convert the token to usable dollars when needed, and what happens if the issuer, an intermediary or the business’s own wallet operations fail.

- Value and backing: What assets support the token, how liquid are they, and who has legal rights to them?
- Access: Can the business redeem directly with the issuer, or does it depend on an exchange or other intermediary?
- Protection: Is the balance insured or otherwise protected against issuer failure, fraud or an unauthorized transfer?
- Control: Can the business securely authorize, reconcile and recover its token holdings?
These are separate risks. A strong control over private keys does not improve an issuer’s reserves, and reserve backing alone does not ensure that a particular business can redeem promptly.

The GENIUS Act framework
The GENIUS Act became law on July 18, 2025. It establishes a federal framework for payment stablecoins, including permitted reserve-asset categories, reserve reporting and disclosure of redemption policies. Its requirements depend on an issuer’s status and regulator; the law is not a blanket guarantee for every token described as a stablecoin. The statutory framework appears in Title 12, Chapter 56 of the U.S. Code, including sections 5903 and 5906.

Rules still under development as of October 4, 2026
On September 24, 2026, the Federal Reserve Board requested public comment on two proposed rules for Board-supervised payment stablecoin issuers. The proposals address permitted backing assets, capital and risk controls, and reserve safekeeping. They were proposals, not final rules, as of October 4, 2026.
An FDIC proposal dated April 7, 2026, would set requirements for FDIC-supervised permitted issuers and relevant insured depository institutions. It would generally require redemption within two business days for the covered issuers and says reserve deposits would not be insured on a pass-through basis for stablecoin holders. These are proposed provisions, not a final universal redemption deadline or insurance rule.
Why a dollar peg does not guarantee cash access
Reserves and issuer risk
A stablecoin’s target price is not itself proof that reserve assets are available or that the issuer can meet redemptions under every condition. Review the assets’ quality and liquidity, concentration, custody, disclosure frequency, and the legal rights holders have to those assets. The Federal Reserve has emphasized that reserve quality and liquidity matter to a stablecoin’s long-run viability, particularly under stress.

The SEC’s April 4, 2025 statement concerned a defined category of U.S. dollar stablecoins designed for one-for-one dollar redemption and backed by low-risk, readily liquid assets. That description does not certify every issuer, establish every holder’s redemption rights, or make a token an insured deposit.
Redemption terms and operating hours
Find out whether your business is eligible to redeem directly with the issuer or must sell through an exchange or another intermediary. Check minimum amounts, fees, business-hour cutoffs, settlement timing, account requirements, banking rails and any conditions under which redemptions can be suspended. The GENIUS Act requires covered issuers to establish and disclose redemption procedures, but practical access still depends on the issuer, holder eligibility, intermediaries and applicable rules.
Stablecoin networks can operate continuously while the bank and payment infrastructure used to fund issuance or return fiat has more limited hours. That mismatch can affect liquidity on weekends, holidays or during outages. Plan how much immediately spendable fiat the business needs outside its stablecoin redemption window.

What insurance and transfer protections apply?
Do not treat a stablecoin balance as FDIC-insured. The Federal Reserve notes that stablecoins are not backed by deposit insurance and that issuers do not have access to central-bank liquidity. A banking relationship held by an issuer does not, by itself, make the business a depositor or establish deposit protection for its tokens. The FDIC proposal also says reserve deposits would not receive pass-through insurance for stablecoin holders.
Issuer redemption rules are not the same as protection against a mistaken, fraudulent or unauthorized blockchain transfer. The Federal Reserve notes that the GENIUS Act does not provide traditional payment-instrument fraud protections for unauthorized transfers. Confirm what remedies, if any, the issuer, custodian or service provider offers, and do not assume a transfer can be reversed.
How should a business assess custody and operational risk?
Evaluate token control separately from issuer backing. U.S. law addresses custodial or safekeeping services for reserves and private keys in 12 U.S.C. § 5909, but custody safeguards cannot cure an issuer’s inability to redeem or inadequate reserves.

As a practical internal review, document:
- Which employees or providers hold keys, what each can authorize, and what approval limits apply.
- How wallets are secured, transaction permissions are restricted, and backups and recovery are handled.
- How duties are separated, incidents are escalated, and access is revoked when roles change.
- Which exchanges, custodians and banking partners the business depends on, and how much exposure is concentrated with each.
- How token balances and transfers are reconciled with accounting records.
These are prudent control questions, not a list of statutory requirements established by the cited provisions.

Do not rank stablecoins, bank deposits, money-market funds or Treasury bills without checking the specific product, jurisdiction and business needs. Compare each candidate on the same dimensions:
- Principal and legal claim: Identify who owes the business money or what asset it owns.
- Insurance or loss protection: Confirm whether explicit protection applies, including its limits and conditions.
- Redemption access: Verify eligibility, route, timing, fees and likely access during stress.
- Liquidity and market risk: Understand asset maturity, possible price deviations, settlement windows and intermediary reliance.
- Operational control: Assess custody, transfer reversibility, outage response and cyber procedures.
- Regulatory status and geography: Check the issuer’s authorization, supervisor, effective rules and the law governing your business.
Does the answer change outside the United States?
Yes. The legal discussion here concerns U.S. payment stablecoins under the GENIUS Act. A business elsewhere needs to verify local issuer authorization, reserve rules, redemption rights, insurance treatment, custody protections and the rules applicable to its own jurisdiction. Do not assume U.S. protections—or proposed U.S. rules—apply to a foreign issuer or a business operating outside the United States.

When might a stablecoin fit into treasury operations?
A stablecoin may be useful for digital payments or treasury workflows where its settlement method and operating model address a real business need. That use case does not make it a substitute for insured bank cash. Set a limit based on the business’s ability to tolerate delayed redemption or loss, maintain other funds for obligations that must be paid on schedule, and document the specific issuer, redemption and custody risks accepted.
The practical conclusion is to treat a stablecoin as a distinct issuer-and-custody exposure, not as cash merely because its price targets one dollar. For U.S. payment stablecoins, the statutory framework is in place, but proposed implementation details and the business’s real-world access still matter.
