Start by writing down what comes in and what goes out, then choose one savings goal and a contribution you can repeat. You do not need to wait for a large surplus: a small, sustainable amount can begin building an emergency reserve. The right approach depends on when your income arrives, when bills are due, and what you can realistically set aside.

How do I make a budget?

A budget is a written monthly plan for income and spending. Comparing the two shows whether your expenses fit your income and where you may be able to make changes. As consumer.gov’s Making a Budget guide puts it, “A budget helps you make sure you’ll have enough money every month.”

Write down income and expenses

  1. Gather the basics. Use pay stubs, bills, and records of other spending to estimate monthly income and list expenses.
  2. Separate bills from other costs. Include regular bills as well as day-to-day spending, so the plan reflects the whole month.
  3. Compare the totals. Subtract expenses from income. If the result is negative, the plan needs adjustment before you can rely on it to build savings.

If your income is irregular, consumer.gov suggests estimating monthly income by dividing last year’s income by twelve. Treat that as a planning estimate, not a guarantee of what will arrive in any particular month.

Track what actually happens

At the beginning of the month, plan where your money will go. Record spending as it happens, then compare the actual amounts with the plan at month’s end. Adjust the next month’s budget based on what you learned. If there is money left over, you can put some toward savings; you can also list savings as a planned budget expense.

Choose a realistic first savings goal

An emergency fund is money set aside for unplanned costs, such as a car or home repair, a medical bill, or lost income. It can help you handle a surprise expense without immediately borrowing or using money set aside for longer-term goals. The CFPB’s emergency-fund guide does not set one universal target: the amount you need depends on your circumstances and the unexpected costs you may face.

To make the goal concrete, think about the kinds of expenses that would disrupt your budget and choose an initial amount that feels attainable. You can build toward a larger reserve over time. The first milestone is useful because it gives your saving a purpose and makes progress easier to see.

Choose a saving method that fits your pay schedule

There is no single contribution schedule that works for everyone. Choose a method that matches when money arrives and when bills need to be paid.

If your income is predictable

  • Schedule recurring transfers into savings after you are paid, while keeping enough in checking for bills and near-term expenses.
  • Ask your employer whether it can split your paycheck between accounts, if that option is available.

If your income or cash flow varies

  • Track when income arrives and when bills are due, so you can see which weeks are tight and which have room for saving.
  • Ask creditors or service providers whether a bill’s due date can be adjusted to better match your income schedule.
  • Move money into savings during weeks when you have extra cash available, rather than committing to a transfer that may not fit every pay period.
  • Put some of an occasional windfall, such as a tax refund or gift, toward your goal if your other needs are covered.

Whether you save weekly, each payday, monthly, or irregularly, pick an amount and frequency you can sustain. Review your progress and revise the plan when income or expenses change.

Automate carefully and protect cash flow

Automatic transfers can make saving more consistent, but the transfer should not leave too little in checking for bills. The CFPB warns that an insufficient checking balance can lead to overdraft fees.

  • Check your balance and upcoming bills before setting a transfer.
  • Choose a transfer amount and date that leave room for near-term expenses.
  • Monitor the account after transfers begin, especially if your pay or bills vary.

If a scheduled transfer repeatedly makes cash flow too tight, reduce the amount, change the timing, or use a less frequent approach. A repeatable plan is more useful than one that creates a shortfall.

Where should I keep savings?

A bank or credit union savings account is one option for keeping money separate from everyday spending. consumer.gov’s account guide explains that banks and credit unions offer checking and savings accounts. Before opening an account, check its current terms directly, including any fees, minimums, withdrawal limits, and eligibility requirements.

If you choose a bank, confirm whether it is FDIC-insured and understand the applicable coverage rules. The CFPB explains how an FDIC-insured bank account protects money if the bank fails. Do not assume every account or institution has the same terms or coverage.

You can use consumer.gov’s free budget worksheet to write down income, expenses, and savings. A notebook or planner is optional; recording the plan and reviewing actual spending matter more than the format.
