Set expectations by agreeing on the project’s outcome, scope, ownership, decision rules, communication, risks, and change process—and keep that agreement current as the work develops. These eight practical tips synthesize guidance from PMI and Atlassian; they are not an official PMI checklist or a universal formula.
1. Start with an alignment conversation
Before or at kickoff, ask the client, sponsor, delivery team, and other important stakeholders what they expect the project to achieve. Surface assumptions about what is already included, which constraints matter, and what success would look like to each person.
PMI recommends a pre-kickoff meeting to establish mutual expectations and discuss participants’ perceptions and assumptions. That conversation can reveal conflicting definitions of the goal before they turn into rework or disappointment. PMI guidance on setting client expectations
2. Write down the project’s boundaries
Put the agreement in a shared project charter or scope record. Atlassian’s charter guidance identifies purpose, objectives, deliverables, exclusions, stakeholders, approvers, success criteria, risks, budget, and timeline as core elements. Recording what is out of scope is as important as listing what the team plans to deliver.

Keep the record accessible to the people doing and approving the work. Update it when project parameters change; an outdated charter can create a false impression that the original agreement still applies. Atlassian’s project charter guidance
3. Define what “done” means
Translate broad aims such as “improve the customer experience” into observable acceptance or success criteria. Specify what result will be reviewed, who will review it, and what evidence will show that it meets the agreed standard. The criteria should be understandable to the people who approve the work, not just the delivery team.

4. Make roles and decisions clear
For each deliverable, identify who is responsible for producing it and who has authority to approve it. Also clarify who advises, contributes, or needs to be kept informed. A responsibility assignment matrix, often called RACI, can connect people to deliverables and make those expectations visible.

Do not assume that being consulted gives someone approval authority, or that a sponsor’s silence means acceptance. Write down who makes each decision and how the team will obtain that decision. 5. Agree on communication and ground rules
Plan who receives which information, how often, through which channel, and how questions, decisions, and escalations are recorded. A stakeholder communication plan helps match information to the people who need it and the time they need it; PMI also recommends defining communication needs and methods.
There is no single cadence that suits every project. A team working through uncertain requirements may need more frequent decision points than one completing stable, routine work. 6. Discuss uncertainty before it becomes a surprise
Record important assumptions and constraints, identify material risks, and distinguish what is known from what remains uncertain. Explain what new information could change the forecast—for example, a dependency that has not yet been confirmed or a decision that must be made before work can proceed.

7. Route changes through a lightweight decision process
When someone asks for added or altered work, clarify the benefit they want before the team commits. Estimate the request’s effects on scope, schedule, cost, resources, quality, and risk; then record whether it is approved, declined, or deferred, along with the consequences.
PMI’s scope-control guidance recommends a formal request, approval, and communication process for changes that can affect expectations. Use milestones and regular check-ins to compare actual progress with the agreed plan. Surface deviations early, explain their likely effect, and discuss what action or decision is needed. When circumstances change, update the shared record and make sure the people affected know what has changed.

Atlassian recommends monitoring progress and adjusting expectations; PMI notes that both actions and omissions can set expectations, which makes consistent follow-through important. Why scope changes need an explicit conversation
Scope creep is not just a matter of a project growing; it is a change in what stakeholders expect the team to deliver. In a 2018 PMI Pulse of the Profession finding reported by Catherine Elton in PM Network, 52 percent of projects completed in the preceding 12 months experienced scope creep or uncontrolled changes to scope, compared with 43 percent five years earlier. The practical safeguard is to make the trade-off visible: a new request may require more time or cost, displace other work, or alter acceptance criteria. Stakeholders can then decide with a shared view of the consequences rather than letting the commitment change by implication.
Keep the agreement visible and usable
Expectation management is ongoing work, not a kickoff formality. The agreement should help stakeholders answer, at any point, what outcome is intended, what is included, who owns and approves work, how progress and uncertainty are communicated, and how proposed changes are decided. Ernest Baker, author of a paper presented at PMI Global Congress 2006, put the principle this way: “To deliver a project that meets its planned targets, project managers must proactively define and manage each stakeholder’s expectations.” PMI paper on proactively managing stakeholder expectations
