For payments received through PayPal, Venmo, Cash App, or similar services during calendar year 2024, the IRS transition threshold for third-party settlement organizations was more than $5,000 in total reportable payments. That threshold governed whether a Form 1099-K had to be reported; it did not decide whether income was taxable. If you earned money selling goods or providing services, it may still need to be reported even if you did not receive a form.
This is a historical guide to 2024 transactions, generally reported on a 2024 federal income tax return filed in 2025. The threshold changed for later years, so do not use the 2024 figure as current-year guidance.
What changed for payment-app users in 2024?
IRS Notice 2024-85 set a transition reporting threshold of more than $5,000 in total reportable payments for calendar year 2024 for third-party settlement organizations. The notice—not an earlier announcement of the agency’s plan—provided the operative 2024 guidance. IRS Notice 2024-85.
The threshold concerns information reporting by a payment service. It is not a tax-free allowance, a minimum amount you must earn before income counts, or a determination that every dollar reported is taxable. The IRS also states that payment-card transactions follow a separate reporting rule, so the third-party settlement organization threshold should not be applied to every kind of payment. The transition schedule in Notice 2024-85 set a more-than-$2,500 threshold for calendar year 2025 and stated more than $600 for calendar year 2026 and after. Those are reporting thresholds stated in the 2024 notice, not income exclusions; later law or guidance may affect future applicability. Check current IRS guidance for a later tax year.
What is Form 1099-K, and why might you receive one?
Form 1099-K is an information return reporting gross payment transactions processed through a payment card or third-party settlement organization. The IRS says eligible sellers of goods or services could receive a 2024 Form 1099-K by the end of January 2025. Whether PayPal, Venmo, Cash App, or another service issued a form depended on the transaction and applicable reporting rules; the reviewed IRS guidance does not establish an identical account-level process for every platform. A 1099-K is not a bill, an IRS finding that every reported dollar is taxable, or a calculation of your net profit. The IRS puts it plainly: “It’s important to note, just because a payment is reported on a Form 1099-K does not mean it’s taxable.” IRS fact sheet, March 2024.
Do you have to report income if you did not get a 1099-K?
Generally, income from selling goods or providing services must be reported whether or not a payment platform sends a Form 1099-K. The reporting threshold controls an information return, not whether otherwise taxable income exists. The IRS FAQ says: “All income, no matter the amount, is taxable unless the tax law says it isn’t – even if you don’t get a Form 1099-K.” This is a general statement about income; it does not mean personal gifts or reimbursements are automatically taxable. Which app payments are sales or services, and which are personal transfers?
Classify payments by what they were for, not by whether they came through PayPal, Venmo, or Cash App. Payment for consulting, gig work, crafts, or goods is different from a friend reimbursing you for dinner or a family member sending a personal gift. Gifts and reimbursements for shared personal expenses are not payments for goods or services.
Payment apps have processes for distinguishing personal from business transactions. Check the service’s policies, accurately designate transfers when the app offers that choice, and keep a note of the sender and purpose. This can help reduce mistaken reporting, but it does not replace your own records or tax analysis. IRS guidance on payment-app transactions.

How should you reconcile a 1099-K with what you actually earned?
Start with the form’s gross amount, then compare it with platform statements and your transaction records. Gross payment totals may not equal taxable profit or the amount ultimately subject to tax. Fees, refunds, discounts, credits, shipping, and the original cost of property sold may require separate accounting. The IRS advises taxpayers to determine whether reported amounts are accurate and what expenses may apply. IRS 2024 fact sheet.
- Match transactions: Compare the 1099-K with platform statements and identify which payments relate to goods, services, or personal transfers.
- Check the gross total: Look for errors, duplicate records, refunds, or transactions that do not belong to you.
- Gather support: Collect receipts, sales records, refund documentation, and statements showing platform fees or other relevant costs.
- Establish item cost: For personal property you sold, find the original purchase cost or other records needed to establish basis.
- Resolve differences: Keep notes explaining how you reconciled the form and use the applicable tax forms and instructions for your situation.
What if you sold a personal item for less than you paid?
A personal item sold for less than its purchase cost generally does not create tax liability under the IRS guidance. The IRS’s 2024 fact sheet describes reporting the gross proceeds and an offsetting adjustment on Schedule 1 for personal items sold at a loss. Keep records showing the sale proceeds and original cost so the loss treatment is supported. IRS 2024 fact sheet.

A sale at a gain is different: it requires a separate basis and tax analysis. Do not apply the personal-loss treatment to business inventory, service income, or property sold for more than its basis.
What records should you keep for 2024 payments?
- Forms 1099-K and platform transaction statements.
- Receipts or notes identifying the purpose of payments, including personal reimbursements and gifts.
- Sales records, refunds, discounts, and evidence of shipping or platform fees.
- Purchase receipts or other records establishing the cost of personal property sold.
- A reconciliation showing how you arrived at amounts reported on your return.
If your records do not resolve mixed personal and business payments, significant service receipts, or the cost basis of sold property, consider getting individualized help from a qualified tax professional.
