What Zimbabwe is reportedly considering
Moneycontrol, citing Bloomberg’s report of emailed responses from Reserve Bank of Zimbabwe Governor John Mushayavanhu, says Zimbabwe is in talks with NPCI International, the international arm of India’s National Payments Corporation of India (NPCI). The reported goal is a common domestic payments network connecting Zimbabwean banks, mobile-money operators, fintech companies and other providers for real-time payments. Moneycontrol’s account is secondary reporting; the cited material does not establish a signed agreement or an official launch announcement.

In this context, “adopt UPI” means using UPI technology as the basis for proposed local payment infrastructure. It does not mean Zimbabwe has already joined India’s UPI network or that Zimbabweans can already use UPI for domestic payments.
What October 31, 2026 does—and does not—mean
The reported date is when negotiations could conclude. It is not a stated deadline to build or launch the network. Even if the parties reach an agreement by then, the sources do not provide an implementation schedule or say when a service would become available.

The available reports also do not specify the proposed system’s technical design, regulatory or licensing terms, costs, participating institutions, or how responsibility would be divided between NPCI International and local providers. Those details should not be assumed from the phrase “UPI-based.”

UPI can feature in international arrangements without another country adopting it as its own national payments system. Cross-border acceptance or remittance links let eligible UPI-linked users make payments or send money through a connection between markets. Zimbabwe’s reported proposal, by contrast, concerns creating domestic infrastructure that connects providers within Zimbabwe.
A Government of India backgrounder dated August 24, 2026 said UPI was live in 11 foreign countries for acceptance and/or cross-border remittances. The category combines different kinds of arrangements, not 11 countries that all adopted UPI as their national payment system. The backgrounder cited UPI acceptance in Cambodia, cross-border remittances between Greece and India, and India–Maldives remittances through the Maldives’ Favara system.
What India’s UPI figures show
India’s scale helps explain why UPI technology may interest other markets, but those figures describe India’s system—not expected usage in Zimbabwe. NPCI reported that in August 2026 UPI had 752 live banks and processed 24,508.96 million transactions worth ₹2,982,355.95 crore. NPCI’s monthly statistics provide the figures.
The Government of India describes UPI as a real-time payment system that can connect multiple bank accounts through one participating bank or payment-service-provider app. Whether Zimbabwe’s eventual system would work in the same way, or use the same operating arrangements, has not been established.
What to watch next
The clearest signs of progress would be a formal agreement from the parties and subsequent details on local participation, regulation, system design and implementation. Until those are announced, the accurate description is that Zimbabwe is reportedly in talks—not that it has adopted UPI or set a launch date.
