The Information reported on November 30, 2025, that X had dismissed about half of the engineers working on systems for spam, influence campaigns, illegal content and related trust-and-safety problems. The report tied the cuts to Elon Musk’s plan to replace more of X’s engineering systems with xAI’s Grok. It did not establish that Grok had literally taken over every job or that X had eliminated human moderation.
What was reported at X
Two people with direct knowledge told The Information that roughly half of the relevant trust-and-safety engineering team was laid off. These engineers built and maintained technical systems for detecting spam and fake accounts, harmful or illegal content, coordinated manipulation and influence campaigns. They were not the same as frontline content moderators who review individual cases.

The report did not provide a company-confirmed headcount. A later GizChina summary described the department as having once exceeded 100 people and falling to only a few, but those precise figures remain publication-attributed rather than independently verified. The available reporting also does not show that all X employees, moderators or safety staff were replaced.

What “replaced by Grok” means
| Interpretation | What the evidence supports |
|---|---|
| Literal employee replacement | Jobs were eliminated, but no evidence proves Grok independently performs every dismissed employee’s duties. |
| Engineering-system replacement | Most clearly supported: Musk reportedly wanted Grok or shared xAI infrastructure to replace custom systems X engineers had built. |
| Human augmentation | Possible use of Grok for classification, ranking, triage or investigation while people remain responsible; the staffing report does not quantify this. |
| Reorganization | Work may move between X and xAI teams, making a payroll reduction different from a fully automated operation. |
Accordingly, “replaced by Grok” is best read as an AI-first restructuring, not proof of a one-for-one software substitution.

Which systems were reportedly targeted
The Information connected Musk’s plan to several parts of X’s technology stack:
- Recommendation and feed-ranking systems
- Advertising-targeting systems
- Spam and fake-profile detection
- Tools addressing illegal and harmful content
- Detection of coordinated manipulation and influence campaigns
Musk has also said he wants X’s algorithm to become “purely AI” and has envisioned users adjusting their feeds by communicating with Grok. Those are stated product ambitions, not evidence that every such system was already deployed in production.
Who was driving the transition?
The report identified twin engineers Dima and Ievgin Soboliev as influential in the shift. Publicly available reporting does not establish a complete current organizational chart, their exact authority over each layoff or whether they personally ordered every dismissal. The Information also reported that senior X engineering leaders had left for OpenAI, a change that could have concentrated responsibility among a smaller group.

A separate xAI layoff is easy to confuse with the X cuts
In September 2025, Reuters, citing Business Insider, reported that xAI laid off at least 500 data annotators who helped train Grok. The workers reportedly lost system access immediately and were paid through their contracts or until November 30. xAI said it was hiring specialists and planned to expand its AI-training-specialist team tenfold. This was an xAI training-workforce action, not the reported X trust-and-safety engineering reduction.
The two events fit a broader labor-substitution strategy, but they involved different companies, roles and tasks. Generalist annotators label training data; trust-and-safety engineers build platform detection and enforcement infrastructure.
Why Musk is consolidating X and xAI around Grok
X supplies a large stream of real-time user posts and a distribution channel for Grok. Combining infrastructure, products and user interactions could reduce duplicated engineering and speed deployment of model-driven features. The Information has also described an xAI project called Macrohard intended to automate white-collar work, suggesting that the goal extends beyond cutting X’s payroll.

- His arms even have bendy wire to recreate those authentic hero poses! He includes extra interchangeable hands, a flight stand, and the letters “S” and “G.”
That does not make X autonomous. People still set policies, operate systems, investigate incidents and carry legal and commercial responsibility, even when models perform more of the routine work.
Trust-and-safety risks of a smaller engineering team
Automation can process far more content than manual review, but reliable operation requires continuous engineering. Models can drift as language and abuse tactics change, and attackers can probe for evasion methods. Context-heavy cases—including satire, reclaimed slurs, political speech, breaking news and coordinated campaigns—create both false positives and false negatives.
- Maintenance: Fewer engineers may mean slower updates to detection pipelines and weaker monitoring for model drift.
- Adversarial pressure: Coordinated actors can test thresholds, manipulate prompts or distribute borderline content across many accounts.
- Appeals and explanations: Automated restrictions are difficult to explain or reverse without people who can inspect the underlying decision.
- Objective conflicts: If one model influences recommendations, moderation and advertising, an error can spread across several systems or favor engagement over safety.
- Accountability: Outsourcing a decision to Grok does not transfer X’s obligations to users, advertisers, regulators or courts.
What users and advertisers could notice
The cuts do not by themselves prove that safety performance changed. They do identify areas to monitor:

- Different treatment of controversial or borderline material

Grok’s own explanations should not be treated as authoritative confirmation of internal staffing or policy decisions; an AI answer can be outdated or speculative.
What is confirmed, alleged and still unknown
| Status | Details |
|---|---|
| Reported | The Information said about half of X’s trust-and-safety engineering team was cut and linked the reduction to a Grok-centered systems strategy. |
| Reported separately | Reuters, citing Business Insider, said xAI laid off at least 500 data annotators in September 2025 while shifting toward specialist tutors. |
| Not established | That Grok fully replaced each dismissed engineer, that all human moderation ended, or that X’s safety performance declined because of the cuts. |
| Still unknown | The exact X headcount affected, how much human review remains, which systems are live on Grok, and whether X or xAI formally confirmed the organizational changes. |
How to interpret the headline
Musk appears to be using layoffs and cross-company AI integration to make X more dependent on Grok. The public evidence shows a significant reported restructuring and an aggressive automation direction—not proof that Grok has fully replaced human trust-and-safety operations.
