Not on the evidence established here. Representatives Chellie Pingree and Thomas Massie said language in the 2026 House Farm Bill would shield pesticide manufacturers from lawsuits and preempt some state and local rules. Pingree’s office later said an amendment to remove that language passed. But the available legislative records do not establish the final bill text or that the bill became law, so the reported proposal should not be treated as an enacted shield for Bayer.
Which Farm Bill is at issue?
The proposal concerned H.R. 7567, the Farm, Food, and National Security Act of 2026. On April 21, 2026, the House Agriculture Committee report recommended that the bill, as amended, pass. That is a committee recommendation—not proof that Congress enacted the bill or that any particular provision took effect. The committee report identifies the bill and its procedural status.
What would the reported pesticide provision do?
Pingree and Massie described provisions in the Republican Farm Bill as shielding chemical manufacturers from lawsuits and preempting state and local warning-label laws or pesticide-use regulations. They said their “Protect Our Health Amendment” would remove that language. Those are the representatives’ descriptions of the proposal; the sources cited here do not establish the exact statutory wording or section numbers. Their announcement explains the amendment and the effects they attributed to the bill.
In practical terms, the dispute was about whether federal legislation would limit certain lawsuits or prevent state and local governments from imposing some pesticide-related requirements. The reported scope was broader than one Roundup case: it concerned pesticide manufacturers and categories of state and local regulation. The precise legal effect would depend on the enacted text, which is not established by the records cited here.

Did the amendment to remove it pass?
Pingree’s office later said that an identical amendment introduced by Representative Anna Paulina Luna passed with strong bipartisan support. That statement supports saying the amendment was reported to have passed; it does not, by itself, show how the provision appeared in the bill’s final text or whether H.R. 7567 became law. The later statement describes the amendment’s reported passage.
Accordingly, the careful answer is that lawmakers reported both a proposed pesticide-liability provision and passage of an amendment intended to remove it. Those facts alone do not settle whether a shield remained in the final legislation or took effect.

How is the Supreme Court’s Roundup ruling different?
On June 25, 2026, the Supreme Court decided Monsanto Co. v. Durnell, a separate case about federal pesticide law, FIFRA, and a state-law failure-to-warn claim. The Court held that FIFRA expressly preempted Durnell’s claim because it would require a cancer warning on Roundup’s label beyond the EPA-approved label. The ruling addressed that specific warning claim; it should not be described as blanket immunity from every pesticide lawsuit. The Court’s opinion sets out the holding.
| Issue | Farm Bill proposal | Monsanto Co. v. Durnell |
|---|---|---|
| What kind of action? | Proposed statutory language described by lawmakers; the cited records do not establish its final text or enactment. | A Supreme Court holding under FIFRA in a specific case. |
| Reported scope | Lawmakers said it would affect pesticide manufacturers, lawsuits, and some state and local rules. | A state failure-to-warn claim requiring an additional cancer warning on Roundup’s label. |
| Status established here | Committee recommended passage as amended; Pingree’s office later said an identical amendment passed. Final bill text and enactment are not established. | Decided June 25, 2026. |
What about Bayer’s Roundup settlement?
Bayer separately said its proposed nationwide settlement for current and future Roundup non-Hodgkin lymphoma claims had received preliminary approval. Preliminary approval is not final approval, and the company’s statement does not establish a final court outcome. Bayer’s statement discusses both the Supreme Court decision and the settlement’s reported status.
