In Henley’s July 22, 2025 snapshot, Singapore had the world’s highest passport score, with visa-free access to 193 destinations. The United States ranked tenth with access to 182. The U.S. position changed across the year: it was ninth with 186 destinations in January and tied for twelfth with Malaysia at 180 in Henley’s October 14 update. These are dated snapshots of Henley’s index, not one permanent ranking.
Henley’s July 2025 passport ranking
Henley & Partners’ July 22, 2025 release compared passports by the number of destinations their holders could reach under the index’s access rules. The leading and lowest-scoring positions show how broad the range was in that snapshot.
| July 2025 rank | Passport or passports | Visa-free access destinations |
|---|---|---|
| 1 | Singapore | 193 |
| 2 (tie) | Japan and South Korea | 190 |
| 3 (tie) | Seven EU passports | 189 |
| 4 (tie) | A group of passports | 188 |
| 10 | United States | 182 |
| Last | Afghanistan | 25 |
The July gap between Singapore and Afghanistan was 168 destinations. Henley’s release said the United Kingdom and United States each fell one place from January, to sixth and tenth, respectively. It also noted that the U.S. had ranked first in 2014, eight places above its July 2025 position. These rank changes describe movement within Henley’s list; they are not, by themselves, a complete measure of a passport’s practical value.
How the U.S. ranking changed during 2025
The U.S. ranking and access score shifted between the three Henley snapshots cited here. Rank changes are relative to other passports in each release, while the destination count records the U.S. score under the index rules.

| Henley snapshot | U.S. rank | U.S. destinations | Change from previous snapshot listed |
|---|---|---|---|
| January 2025 | 9 | 186 | Starting point |
| July 22, 2025 | 10 | 182 | Down one place and four destinations from January |
| October 14, 2025 | Tied 12th with Malaysia | 180 | Down two destinations from July |
The phrase “free fall” is rhetorical. The listed snapshots show a gradual change in both relative rank and score, not a single measure that explains why the U.S. moved. Henley’s October update attributed the latest U.S. access changes to several developments: Brazil ending visa-free access, China adding visa-free destinations without including the U.S., changes involving Papua New Guinea and Myanmar, Somalia launching an eVisa system, and Vietnam excluding the U.S. from recent visa-free additions. Those are Henley’s explanations for the changes, not an independent causal study.
What Henley counts as visa-free access
Henley’s index compares 199 passports with 227 travel destinations, using IATA Timatic data enhanced by Henley research. Under its published rules, a destination earns one point if a traveler does not need a visa before departure, including when the traveler can receive a visa on arrival, visitor permit, or electronic travel authority. A required visa or a government-approved e-visa that must be obtained before departure earns zero.

The total is the number of destinations scoring one. Passports with equal totals share a rank, and the following rank is consecutive. Henley updates the index monthly, so a ranking should always be read with its release date.
What the ranking can—and cannot—tell you
The index offers a consistent way to compare one specific kind of access: how many destinations meet Henley’s entry-rule criteria for a passport. It does not measure every aspect of international travel or immigration.

- It is not a measure of reciprocal treatment: the score counts access for passport holders, not whether other countries’ citizens receive the same access in return.
- It does not grant permission to live or work abroad.
- It does not establish that every traveler holding a passport will qualify for entry; individual eligibility and conditions can vary.
- It is not a substitute for checking current official entry rules for the destination, traveler, and trip.
For context, Henley’s July 2025 release characterized the concentration at the top as a product of diplomacy. Dr. Christian H. Kaelin, inventor of the passport index concept, said: “The consolidation we’re seeing at the top underscores that access is earned — and must be maintained — through active and strategic diplomacy.” That is his interpretation of the ranking, rather than a separate measure reported by the index.
