The official event site and the World Energy Council’s current overview both show the change, which was announced after the original October 2026 plan from 2023. If you are budgeting for attendance, the date matters most, because the early-bird pricing deadline, the refund cutoff and the transfer window all count backward from it.
What the event is
The World Energy Congress is the flagship event of the World Energy Council, which says it has held the congress in cities around the world since 1924. The 27th edition is co-hosted by the Council and the Ministry of Energy of the Kingdom of Saudi Arabia, under the theme “Inspiring Transformations, Delivering Transitions.”
For a personal-finance reader, the useful way to understand it is as a paid, multi-track business and policy event rather than a consumer show. The official description lists four components:
- An independent content program of leadership dialogue and sessions.
- A B2B and B2G exhibition of technologies, products and solutions, with 150+ exhibitors advertised on the current event site.
- Ceremonies, social and off-site activities, plus bilateral meetings.
- Dedicated gatherings for Future Energy Leaders and start-ups.
The event site describes the audience as ministers and officials, executives, investors, buyers, academics, regulators, local authorities, start-ups, journalists and energy users. The site also advertises 18,000+ energy stakeholders, 350+ speakers, 100+ ministers and participants from 150+ countries. These are organizer-presented figures for the upcoming event, not independently verified attendance results.

Dates and the 2026 mix-up
Older listings and the 2023 host announcement point to 26–29 October 2026. That schedule has been replaced. As of 8 October 2026, the current official schedule is 26–29 April 2027, and registration, FAQ and travel details are written around that date. Use “Riyadh World Energy Congress 2027” when searching or comparing options, so you do not pay for or plan around a superseded window.
Ticket prices and what the early bird saves
The official registration page lists the following delegate rates in USD. Early-bird pricing runs through 15 January 2027, and the standard rate applies from 16 January 2027 through the event.

The member rate is the cheapest published option, but it depends on a unique member code, so confirm your eligibility before budgeting around it. The registration page does not list separate prices in this table for Future Energy Leaders, start-ups or students and young professionals. If you fall into one of those groups, check the registration page directly for the category terms before assuming a rate.
Two points affect how you budget the pass itself:
- The member rate includes governance meetings in its listed access, which the standard delegate listing does not mention.
- Pricing is set by the organizer and may change. The figures above are the ones on the page as of October 2026.
Refunds, transfers and cancellation
Booking is only confirmed after full payment and mandatory accreditation. That means a pass you have paid for but not finished accrediting is not yet a secured place. Once confirmed, the cancellation terms are unusually strict, so read them before you pay.

Example: a standard delegate who pays the early-bird USD 3,000 and cancels in time receives USD 2,800 back. A member who pays USD 2,100 and cancels in time receives USD 1,900. The refund window closes before the transfer window, so if your plans might change in April, a transfer to a colleague is the only way to recover the pass value at the end of the period. The deadline dates above are calculated from the stated 30-day and 10-day rules; confirm the exact cutoffs on the official page, since terms may change.
Budgeting the full trip
The pass is only one line in a trip budget. The official figures do not cover travel or lodging, so build those costs yourself. Plan around these lines:

1. The pass
Use the table above. If you are paying for it yourself rather than through an employer, decide early whether the early-bird deadline of 15 January 2027 is realistic for your cash flow. Paying in January instead of mid-February can be the difference between USD 3,000 and USD 3,900 for a standard pass.
2. Saudi visa
International attendees need a valid Saudi visa before arrival. Registered delegates, speakers and exhibitors can request visa support through their registration dashboard. Visa fees are not stated on the event pages, so check the official Saudi visa channels for your passport country and budget that line separately.

Flights to Riyadh and hotel stays are not included in any listed price. Venue logistics are not fully published yet: the registration FAQ says the complete venue details will be shared with registered delegates. Book flexible or refundable accommodation where possible until you have the venue and schedule confirmed.

4. Time off and local costs
A four-day event plus travel days means several working days away. If your employer is not paying, count lost income and daily costs such as meals beyond the coffee-break and lunch areas included in access.
What you need to register and attend
- Pre-registration is mandatory. There is no walk-in registration.
- Accreditation and payment must both be complete for the booking to be confirmed.
- Photo ID for badge collection: a valid passport, national ID or resident ID.
- A valid Saudi visa for international attendees, obtained before arrival.
- Included access: the four-day Congress, main content program, exhibition floor, and lunch and coffee-break areas.
Is the pass worth the money for you?
Whether the cost makes sense depends on what you need from the event. Use this as a quick check:
- Investors and finance professionals gain the most from bilateral meetings and exhibition access, which is where the audience overlaps most with capital and procurement decisions.
- Employees sent by an organization should ask whether the company will cover the pass and travel, and whether your attendance can be transferred if your role changes.
- Start-ups and Future Energy Leaders should verify the dedicated gathering terms and any category pricing directly with the organizer before committing funds.
- Individuals who only want to follow energy policy should check the public content program and any publications from the Council before paying for in-person access.
What is not confirmed yet
The specific session schedule and confirmed speaker roster are not established from the official pages reviewed here. The event site links to a program section, which is the place to check session titles and times before you plan around particular sessions or speakers. Visa fees, flight or hotel arrangements and final venue details are also outside what the organizer has published so far.

The Council’s current overview and the event site are the primary sources for the dates, format and co-hosts. The registration page is the source for prices, refunds and access. Figures and terms in both are subject to change, so recheck them before you pay.
For budget purposes, that means treating the pass price as the only firm number so far, and building flights, lodging and visa costs with a cushion.
