The Metro Inner Development Assessment Panel approved the Woolworths-anchored supermarket, retail and childcare application for the Albany Highway–Shepperton Road junction in East Victoria Park on 26 June 2025, subject to conditions. The approval does not confirm that construction has started or establish an opening date.
What the approval covers
The approved application, DAP/24/02746, covers shops including a supermarket, restaurants and cafés, and child care premises at 1022–1032 Albany Highway and 355–357 Shepperton Road, East Victoria Park. The application was lodged on 20 August 2024, according to the Government of Western Australia’s Development Assessment Panel register.
The panel’s decision confirms approval of those uses, subject to conditions. It does not, by itself, show that work has begun or that the project has opened.
What was in the original proposal
A PerthNow report published on 5 December 2024 described a $27.5 million, three-storey development across nine lots. The proposal was reported to include a supermarket, retail and food tenancies, and an upper-floor childcare centre for up to 94 children. It also described two basement parking levels with 218 bays and vehicle access from Albany Highway and Shepperton Road.

Those are figures and details reported for the proposal in 2024. The approved-use record confirms the supermarket, restaurants or cafés and child care premises, but the reported project value, capacity, parking count and other design details should not be treated as confirmation that every element remains unchanged in the final approved plans.
Road-access and traffic conditions
The approval requires Albany Highway access to be restricted to left-in and left-out movements only. Detailed measures to implement that restriction must be submitted and carried out to the Town of Victoria Park’s satisfaction before the development can be occupied.

The conditions also require changes to Albany Highway near the site and the Shepperton Road/Welshpool Road intersection:
- Adjacent on-street parking bays on Albany Highway must be removed and converted to an extended lane for eastbound traffic.
- The existing right-turn pocket on Albany Highway approaching the Shepperton Road/Welshpool Road intersection must be extended.
Both road changes are required before occupancy. The decision includes other legal, servicing and design conditions; the items above are not a complete account of the approval. The Development Assessment Panel minutes contain the full conditions.

Has construction started, and when could it open?
The available approval and application records do not establish whether construction has commenced, whether the approved drawings or conditions have since been amended, or when the centre might open. The 26 June 2025 approval is a planning decision, not a construction or opening announcement. No opening date or reliable timeline can be stated from these records.

Before the panel’s decision, PerthNow reported comments from Vietnamese Delight proprietors Quang Pham and Mai Nguyen. Pham said, “There was a plan a few years ago but for some reason it stopped.” Nguyen said she expected the development to bring more customers: “I think when the building is here, we will be busier; a lot of customers,” Ms Nguyen said.

These were views reported during the 2024 consultation period, which the article said was open until 3 January. They are attributed expectations from two nearby business owners, not evidence of current community consensus or proof of the development’s eventual effect on local businesses.
