Will Social Security Benefits Be Cut if Congress Does Nothing?

The 2026 Trustees project a funding gap for scheduled Social Security retirement and survivor benefits if Congress makes no changes. Here is what reserve depletion means—and why the combined-fund estimate needs a legal-transfer caveat.

Yes, scheduled Social Security benefits would exceed the income available to pay them in full if Congress made no changes and reserves were depleted. That would not mean the program had no money or that checks automatically stopped. The Social Security Board of Trustees’ 2026 projections estimate how much of scheduled benefits continuing income could cover, under specified assumptions.

What the 2026 projections say

The Trustees’ intermediate projections—their best-estimate assumptions—show a financing gap after the reserves in the retirement and survivor fund are used. The percentages below describe the share of scheduled benefits or costs that continuing income is projected to cover at the relevant point. They are program-level estimates, not a calculation of each recipient’s exact check.

Measure 2026 Trustees projection What it refers to
OASI reserve depletion Fourth quarter of 2032 The Old-Age and Survivors Insurance fund, which pays retirement and survivor benefits.
OASI payable share at depletion 78% of scheduled OASI benefits Estimated amount payable from continuing OASI income when its reserves are depleted.
Combined OASDI reserve depletion Third quarter of 2034 A combined presentation of the retirement, survivor, and disability funds; the full-payment projection assumes a change in law allowing transfers between the funds.
Combined payable share at depletion 83% of combined scheduled program cost Estimated amount payable from continuing income under that combined-fund illustration.
OASI payable share by 2100 62% of scheduled OASI benefits Projected share payable from income by that year under the intermediate assumptions.

The combined figures are not the cleanest answer to “if Congress does nothing.” OASI and Disability Insurance (DI) are separate legal funds. The Trustees’ combined full-payment estimate implicitly assumes lawmakers authorize transfers between them. Without that legal change, the separate OASI projection is the relevant one for retirement and survivor benefits.

In its 2026 report conclusion, the Social Security Board of Trustees states: “In the absence of such legislation, continuing income to the OASI Trust Fund at the time of reserve depletion would be sufficient to pay 78 percent of OASI benefits.” The wording is important: it describes benefits payable from continuing income under the report’s assumptions, not the disappearance of all program revenue.

What “benefits are cut” means in this context

Scheduled benefits are not the same as payable benefits

Scheduled benefits are the amounts specified by program law before considering whether available financing can cover them in full. The Trustees distinguish the program’s cost if all benefits scheduled under current law were paid from expenditures payable under current financing. That distinction matters: a projected shortfall between the two is not the same as a law already reducing a person’s benefit.

The 2026 Trustees Report’s 78% figure is a comparison between projected OASI income and scheduled benefits at reserve depletion. It is not a new benefit formula, an announcement that Congress has passed a reduction, or a fixed percentage that has already been applied to future checks. If current financing could cover only part of scheduled benefits, the benefits payable under that financing would fall short of the amounts scheduled in law. What lawmakers might do about that gap is a separate question.

Reserve depletion does not mean income disappears

Trust-fund reserves are accumulated assets that supplement incoming program revenue. Depletion means those accumulated reserves have been used; it does not mean payroll taxes and other program income stop arriving. The projected shortfall arises because ongoing income would be insufficient to cover all benefits scheduled under current law. The funds cannot borrow to make up the difference, and current law does not allow them to pay scheduled benefits out of reserves that are no longer available.

So “checks will stop” is not what the Trustees’ estimate says. It is also misleading to describe the program as simply “bankrupt”: the projection is that continuing income would finance a substantial share of scheduled benefits, but not all of them, if the law and financing assumptions remained unchanged.

Why 78% is not an individual’s exact reduction

The 78% figure is an aggregate estimate for scheduled OASI benefits at the fund’s projected depletion point. It does not establish that every beneficiary’s payment would be reduced by precisely 22%, nor does it specify how any eventual adjustment would be applied to different people. The report estimates the relationship between projected income and scheduled program benefits; the form of any policy response would depend on what lawmakers enacted.

That distinction is useful for anyone trying to estimate a personal retirement budget. The 2026 Trustees Report does not translate the fund-level percentage into a prediction for a particular person’s monthly benefit. A person’s scheduled amount and any future policy changes are different questions, and the aggregate estimate alone cannot determine an individual outcome.

Why the OASI and combined dates differ

OASI covers retirement and survivor benefits. DI covers disability benefits. Together they are often presented as Old-Age, Survivors, and Disability Insurance, or OASDI, but the two trust funds remain legally separate. A combined calculation can be useful for describing the system as a whole, yet it can obscure what happens under current law to each fund individually.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The combined projection assumes a legal change that would permit transfers between OASI and DI as needed. It therefore does not establish that the retirement fund can draw on disability reserves under existing law. The Trustees project DI to retain reserves through 2100, but that fact does not itself authorize using those reserves for OASI. The combined date should always be read with the transfer assumption attached; the separate OASI estimate answers the no-action question more directly.

The Trustees’ 2026 report says combined trust funds are projected to cover full scheduled benefits until reserves become depleted in 2034. That statement comes with the transfer caveat: the full-payment projection implicitly assumes a change in law allowing transfers between OASI and DI. The 2034 date and 83% payable estimate are therefore a qualified illustration, not a substitute for the separate OASI projection when asking what happens without congressional action.

How much uncertainty is in a depletion-year estimate?

A depletion quarter is an actuarial projection, not a scheduled date for Congress to enact a reduction. The Trustees estimate future income and costs using assumptions about demographic, economic, and program-specific factors. Their intermediate alternative is the best estimate, but the report also models low-cost and high-cost alternatives to show that results change when assumptions differ.

The Trustees publish updated projections annually, so a depletion date is not a permanent guarantee. It can move as actual experience and assumptions change. The 2026 figures should be identified as 2026 estimates rather than presented as an unqualified forecast of what will happen. Even a projection that accurately describes financing under its assumptions cannot predict whether Congress will change taxes, benefits, or other program rules before then.

In practical terms, the 2032 Q4 OASI estimate does not mean a benefit reduction is scheduled to take effect in that quarter. It identifies the quarter in which the Trustees project accumulated OASI reserves would be depleted under the 2026 intermediate assumptions. The payable-share estimate describes the financing gap at that point. A later report could produce a different date or percentage, and a change in law could alter the path as well.

What the long-term shortfall figures measure

The 2026 Trustees Report estimates a combined OASDI 75-year actuarial deficit of 4.42% of taxable payroll over 2026–2100 under intermediate assumptions. This is a long-range measure of the projected gap between program income and cost over the valuation period; it is not the same statistic as the share of benefits payable at a particular fund’s depletion date.

The Social Security Administration’s Fast Facts & Figures About Social Security, 2026 reports a 75-year shortfall measure of 4.24% of taxable payroll. Keep that figure distinct from the Trustees Report’s 4.42% actuarial deficit: they are separately reported measures, not interchangeable versions of one number. Neither should be translated into an individual benefit cut without additional policy and distributional analysis.

These long-term measures answer a different question from “how much could be paid when reserves run out?” The 4.42% and 4.24% figures express a 75-year shortfall as a share of taxable payroll, while 78% and 83% are projected payable shares at specified depletion points in the 2026 report. Using one in place of another can make a financing estimate sound like a personal benefit percentage when it is not.

What Congress could change—and what the projections do not decide

The Trustees describe a range of ways lawmakers could reduce or close the long-term financing shortfall. Broadly, those options include increasing dedicated revenue or changing benefits. The report discusses provisions such as raising payroll tax rates, changing the maximum amount of earnings subject to payroll tax, or using other dedicated revenue. It also considers benefit changes.

Those categories describe possible policy levers, not a selected solution. The Trustees’ report does not say Congress has adopted a fix, choose among proposals, or predict which provisions lawmakers will enact. Assessing a specific proposal would require looking at its text, effective dates, who would be affected, and its estimated effect on both financing and benefits; the aggregate depletion and payable-share figures alone do not answer those questions.

That means the 2026 projections cannot tell a reader whether a future law would rely on more revenue, changes to benefits, some combination, or another approach. They also do not rank the options or establish how a particular proposal would affect different groups. The Trustees’ point is that lawmakers have policy choices; the report’s estimates do not make that choice for them.

How to interpret a headline about Social Security running out

  • Check which fund is being discussed. A retirement-and-survivor estimate for OASI is not automatically the same as a combined OASDI estimate.
  • Check whether a transfer assumption is attached. The combined full-payment illustration depends on a legal change allowing transfers between OASI and DI.
  • Separate a reserve date from a payment percentage. The depletion quarter identifies when accumulated reserves are projected to be used; the payable share describes what continuing income could finance then.
  • Look for the report year and assumptions. These are annual actuarial estimates, and the intermediate alternative is not a certainty.
  • Do not treat an aggregate percentage as a personal benefit notice. It is not an individualized estimate of a future check or a description of a law Congress has passed.

The most defensible answer is conditional: under the 2026 Trustees’ intermediate assumptions, leaving current law unchanged would leave OASI unable to pay all scheduled retirement and survivor benefits once its reserves are depleted. Income would continue, and the Trustees estimate it would cover a portion of scheduled benefits. Congress can change program financing or benefits; the projection does not determine what lawmakers will do.

Frequently Asked Questions

Will Social Security checks stop when the trust fund runs out?

No. The 2026 Trustees Report projects that OASI reserves would be depleted in the fourth quarter of 2032, but payroll taxes and other program income would continue. Under the report’s intermediate assumptions, that income would cover 78% of scheduled OASI benefits at depletion—not zero. The estimate concerns the program as a whole, not each person’s exact check.

How much would Social Security benefits be cut if Congress does nothing?

The 2026 Trustees project continuing OASI income could pay 78% of scheduled OASI benefits when reserves are depleted in 2032 Q4. That is an aggregate payable-share estimate, not a prediction that every individual would receive exactly 78% of their scheduled amount. The report does not specify how a future policy response would be applied.

Why do some reports say Social Security reserves last until 2034?

The 2026 Trustees’ combined OASDI illustration projects reserve depletion in the third quarter of 2034 and 83% of combined scheduled program cost payable then. But OASI and DI are legally separate funds, and that full-payment projection assumes a change in law permitting transfers between them. For retirement and survivor benefits without that legal change, the separate OASI projection is depletion in 2032 Q4.

Does Social Security run out of money in 2032?

Not in the sense that all program income disappears. The 2026 projection is that OASI’s accumulated reserves would be depleted in the fourth quarter of 2032. Income would continue, but the Trustees estimate it would not cover all scheduled OASI benefits under the intermediate assumptions.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Has Congress already decided to cut benefits?

The 2026 Trustees Report does not say Congress has adopted a solution. It identifies broad options, including increasing dedicated revenue or changing benefits, but does not choose a policy or predict what lawmakers will enact.

The Bottom Line

Bottom line: Under the Social Security Trustees’ 2026 intermediate assumptions, OASI reserves are projected to be depleted in the fourth quarter of 2032, after which continuing income would cover 78% of scheduled retirement and survivor benefits. That is not a forecast that checks stop or that each person’s benefit falls by exactly 22%. The combined 2034 estimate assumes a legal change allowing transfers between the separate funds. Congress can change program financing or benefits, and the projections do not say what lawmakers will do.
