To prepare for possible Sales and Service Tax (SST) changes in Malaysia, first identify exactly what your business makes, imports, sells or provides. Then check whether that activity falls under sales tax or a prescribed service-tax category, confirm the category-specific registration threshold and any exemption, and verify the current rate and effective date with the Royal Malaysian Customs Department (RMCD) through MySST. There is no single SST threshold for every small business.
What changed, and why should a small business check again?
RMCD described the measures that took effect on 1 July 2025 as both a revision of the goods subject to sales tax and an expansion of the service-tax scope. That date is an important starting point, but it is not a guarantee that every rate or rule relevant to a business has stayed the same since then.

MySST’s homepage listed further notices through 2026, including a Service Tax (Rate of Tax) amendment dated 9 March 2026 and a Sales Tax rate amendment dated 11 August 2026, as well as measures in August and September. Those entries show that updates continued; the list by itself does not explain how each amendment applies to an individual business. Check the current instrument relevant to your activity before changing a price, invoice or customer communication.

Sales tax and service tax address different activities, and the registration threshold, taxable base, rates and exemptions depend on the relevant category. A shop selling goods, a manufacturer and a business supplying a prescribed service may therefore need to answer different questions—even if they are all small businesses.

Do I need to register for SST in Malaysia?
Start with the activity that produces the business’s goods or income, not just its industry label or total revenue. A broad label such as “retail,” “healthcare” or “consulting” may conceal differences in the actual goods or services supplied. Make a list of each product and service, who supplies it, and whether the business manufactures, imports, resells or provides it.
If you manufacture goods
Manufacturers of taxable goods have a distinct sales-tax registration test. MySST’s registration guidance lists a RM500,000 sales-value threshold for taxable-goods manufacturers. Treat that figure as specific to this category, not as a threshold for all businesses that sell goods or provide services. Confirm that the goods are taxable and how the relevant sales value is determined before deciding whether the test applies.
If you sell goods
A business that sells goods should identify the product classification and check the current sales-tax rate and goods-exemption orders. Selling a product does not, by itself, establish that the seller has the same registration obligation as a manufacturer. Nor does a general business description tell you which rate applies to each item. The product and the applicable rules need to be checked together.

If you provide services
Find the MySST category that matches the service actually supplied. Registration thresholds vary by service category, and a prescribed service may also have specific scope or exemption conditions. Do not assume that every service is taxable, or that a threshold given for one service applies to another.
What is the SST threshold for my business?
Use the threshold for the specific taxable activity, not a remembered “small-business threshold.” MySST’s current registration guidance, accessed in 2026, lists RM500,000 for taxable-goods manufacturers and RM1.5 million for food-and-beverage operators. Its 2025 expansion FAQ gives examples for newly prescribed services: RM1.5 million for specified private healthcare categories and RM500,000 for financial services. Each figure belongs to the category named; none is a universal SST threshold.
The comparison below is a set of examples, not a complete list of registration categories. Check the current MySST listing for the activity that matches your business.

MySST’s guidance describes historical and future 12-month methods for determining turnover for registration. The relevant taxable value—not necessarily the business’s total revenue—is what needs to be monitored. Follow the current directions for applying the method to your category; do not assume that a calendar-year total or a general accounting revenue figure automatically answers the registration question.

Service tax applies to prescribed services, so the practical question is whether the business’s actual service fits a current prescribed category and whether an exemption or category-specific condition changes the result. The 2025 expansion FAQ’s examples include specified private healthcare services and financial services, but those examples do not establish the treatment of all healthcare or financial activities, much less unrelated services.
Describe what the customer receives, who provides it, and any relevant customer or location conditions when checking the category. If a business supplies several kinds of service, assess each rather than treating the whole business as one undifferentiated service. When the category or exemption is unclear, get advice from RMCD or a qualified Malaysian tax professional with the business’s facts in hand.

How do I check the sales tax on a product?
Use the product classification and the current orders, rather than applying a default rate from memory. RMCD’s transition FAQ says the sales-tax rate changes took effect on 1 July 2025 and directs businesses to the 2025 Sales Tax (Rate of Tax) and Goods Exempted From Sales Tax orders. It says goods not listed in either order are subject to 10%; goods listed may have a 5% or specific rate. These statements refer to the 2025 orders and should not substitute for checking later amendments in force for the product.
- Describe the item accurately. Record what the product is and how it is sold or supplied. A broad retail category may not be enough to identify the applicable product classification.
- Check both relevant orders. Consult the current Sales Tax (Rate of Tax) order and Goods Exempted From Sales Tax order for the product classification. Do not infer the rate solely from the fact that the 2025 FAQ describes a 10% rate for goods not listed in either order.
- Check amendments and effective dates. Review MySST notices and the current text of the relevant instrument before updating prices. The homepage’s 2026 amendment listings make date and version checks important, but do not by themselves establish a product’s revised treatment.
- Keep the conclusion tied to the item and date. Note which classification and order you relied on and when you checked them. If you cannot confidently match the product, seek clarification before treating a rate as settled.
How to prepare your business, step by step
1. Map goods and services separately
Create an inventory of what the business makes, imports, resells and provides. Separate physical goods from services, and split a mixed offering into its component parts where that helps identify the relevant activity. This is the foundation for checking whether the business is dealing with a manufacturer’s sales-tax test, product-specific sales tax, a prescribed service, or more than one of these.

For goods, check the product classification against the rate and exemption orders. For services, locate the corresponding taxable-service category and read its scope, threshold and exemptions. Use the actual activity rather than relying only on a company’s registration description, marketing language or industry name.

3. Monitor the right 12-month measure
Once you know which category may apply, track the taxable value used for its registration test. MySST describes historical and future 12-month methods; follow the current category guidance to apply the relevant method. A simple ledger or cashbook can help a microbusiness monitor transactions, but it is an organizational aid, not an RMCD-prescribed calculation tool and not a substitute for determining the taxable base.
4. Make a registration decision and retain its basis
Compare the relevant taxable value with the current category threshold and consider any conditions that affect the calculation. If registration is required, use MySST’s current registration instructions. If the facts are borderline or the category cannot be resolved from the guidance, ask RMCD or a Malaysian tax professional before treating a conclusion as final. Retain the activity description, turnover workings and the official guidance or instrument consulted so the decision can be revisited when facts or rules change.
5. Set up the work that follows registration
RMCD’s business FAQ says registered persons issue invoices and submit SST-02 returns. Build those obligations into the business’s routine: identify who prepares invoices, who gathers the transaction information needed for returns, and who checks filing dates and submission instructions on MySST. Keep transaction records that support the amounts reported. Confirm the current portal process and applicable instructions rather than relying on an old filing routine.

6. Review prices and customer messages only after checking the rule
Before changing a price or telling customers that tax will be charged, confirm the business’s registration position, the treatment of the particular good or service, and the current effective date. A product’s rate and a service provider’s registration threshold answer different questions; neither alone establishes what a specific customer invoice should show. Avoid adding tax to a quote on the basis of a general headline or an outdated rate notice.
Common mistakes that can lead to a wrong answer
- Applying one threshold to every activity. The examples above show different figures for different categories. Find the matching current category before comparing turnover.
- Using total revenue without checking the taxable base. MySST describes turnover methods for registration, but the relevant measure is the category’s taxable value, which may not be the same as total revenue.
- Confusing selling with manufacturing. The RM500,000 sales-value figure cited for taxable-goods manufacturers is not a general threshold for every retailer or service business.
- Assuming the 2025 standard-rate explanation settles every product today. The 2025 FAQ describes 10% for goods not listed in the named rate or exemption orders, while listed goods may have 5% or a specific rate. Check the current orders and amendments for the item.
- Treating an example service category as a blanket rule. The private-healthcare and financial-services examples in the expansion FAQ do not establish the treatment of every provider in those sectors.
- Relying on an old screenshot or notice. MySST listed later amendments through 2026. Verify the current instrument and its effective date for the exact activity before changing operations or prices.
Where to verify a decision
Use MySST as the official starting point for registration guidance, service-tax category information, sales-tax orders, current notices and filing information. Its FAQs are general guidance and may change, so a page or figure consulted earlier should be checked again before it is used for a current decision. Where classification, exemptions, cross-border details or timing remain uncertain, present the business’s specific facts to RMCD or a qualified Malaysian tax professional.
