The Wikimedia Foundation is asking high-volume users—especially commercial services—to stop treating public infrastructure as an unlimited free feed. It is rolling out API rate limits, requiring automated clients to identify themselves and follow usage rules, and directing businesses that need higher throughput toward Wikimedia Enterprise.
What Wikipedia is asking AI developers to do
The headline refers to a reported November 2025 appeal to AI companies to use Wikimedia Enterprise rather than scrape Wikimedia sites at scale without paying for delivery. The Foundation’s current position is more specific than a blanket ban: public API access and policy-compliant crawling remain available, while high-volume automated use faces limits and commercial users with greater needs are encouraged to use Enterprise.
The distinction is between the content and the infrastructure that serves it. Wikimedia says its content remains free and open under the licenses that apply to it; serving large volumes of requests still consumes shared technical resources. Why the Foundation is tightening access
Automated requests can place substantial demand on services that also support readers, editors and other users. The Foundation says its response combines rate limits, better identification of automated clients and an enterprise access route for high-volume reuse. It reported that unauthenticated automated API requests made up about 33% of such requests at the end of 2025; that figure is about API requests, not all Wikipedia traffic. The Foundation’s rate-limit FAQ estimated that automated traffic represented around 40% of page views as of early 2026. Separately, Axios reported on October 2, 2026, that human Wikipedia page views fell 8% in 2025, citing CEO Bernadette Meehan. These figures measure different things over different periods and should not be treated as a single trend statistic. Wikimedia’s concern is that fewer direct human visits can mean fewer opportunities for people to become contributors or donors, while platforms reuse the material. The Foundation also wants services that reuse Wikimedia knowledge to attribute it and help readers find the original material. Its July 2026 account says Wikimedia Enterprise revenue is capped at 30% of the Foundation’s annual revenue; that is a cap on the role of Enterprise income in its revenue, not a customer rate. Can developers still use Wikipedia’s API?
Yes. Wikimedia’s March 2026 update said crawling and API use remained possible within policy limits. The Foundation said it was deploying global rate limits across its projects and had blocked or throttled about 30% of automated requests from noncompliant crawlers in the update; an editor’s note said the figure was revised from 25% on April 15 to include blocked media requests. The official documentation says rate limits apply globally across Wikimedia projects and currently cover Action and REST APIs. Defaults are designed to accommodate almost all use, but numeric limits can change with system load. The Foundation’s rule is: “Requests to Wikimedia APIs are subject to rate limiting to protect Wikimedia infrastructure from overloading and to ensure fair access to resources for all clients.” (Wikimedia API rate-limit documentation.)

Enterprise has operated for five years, according to the Foundation’s July 2026 account. It provides normalized, structured access for high-volume and high-frequency reuse; it is an infrastructure and access product, not a change to the licensing status of Wikimedia content. Rules for scraping or automated API use
For developers, compliance is not just a question of request volume. Wikimedia’s API guidelines require operators to follow identification, throttling, licensing and robot-policy requirements. Practical steps include:
- Set a meaningful User-Agent that identifies the application and provides contact information, rather than using a generic or misleading string.
- Follow rate-limit responses and throttling instructions; reduce request rates when asked.
- Respect robot rules for large-scale automated use and the applicable license terms for content you retrieve or redistribute.
- Do not evade limits by spreading requests across multiple User-Agents to disguise a single operator, creating harmful concurrency, or producing traffic patterns that block other users.
- Do not circumvent imposed limits. The Foundation says it may block API access or disable a program that violates its policies.
These are platform-use rules, not a declaration that every act of scraping is illegal or that all reuse has the same legal status. License obligations depend on the material and how it is used. (Wikimedia API Usage Guidelines.)

For an AI company, the right choice depends on how much content it needs, how often it needs updates and what reliability it requires. A modest project may be able to use public access while complying with limits; a commercial service built around frequent, large-scale retrieval should evaluate Enterprise and its commercial terms. Public availability does not mean unlimited, unthrottled service.

For readers, the policy does not remove public access to Wikipedia. It reflects a sustainability tension: platforms may reuse openly licensed material at scale, while Wikimedia still bears the cost of maintaining the services that deliver it. The Foundation’s stated aim is for reuse to preserve attribution and help people reach source material, as well as to avoid putting an unfair load on shared infrastructure. AP reported in January 2026 that Wikipedia had more than 65 million articles in 300 languages and roughly 250,000 volunteer editors; those are figures reported in that article, not a live current count.
