The announcement came amid pressure from conservative activist Robby Starbuck, but Walmart said some changes were already underway. The available reporting does not establish that the campaign alone caused every change.
What Walmart changed
Walmart’s November 2024 announcement addressed several programs and practices, rather than a single policy. The company described its approach as fostering belonging and opportunity for customers, associates and suppliers.

- Center for Racial Equity: Walmart said it would not extend the five-year initiative it established in 2020 to address gaps in areas including education, health, finance and criminal justice. The Associated Press reported that the commitment totaled $100 million over five years. (Associated Press, November 2024)
- Corporate Equality Index: Walmart said it would stop participating in the Human Rights Campaign’s annual index, which assesses workplace inclusion for LGBTQ+ employees. (The Washington Post, November 2024)
- Supplier practices: Walmart said it would not give suppliers priority based on race or gender, and that financing eligibility would no longer depend on providing certain demographic data. The Associated Press reported the company said it did not have supplier quotas. (Associated Press, November 2024)
- Grants and marketplace listings: Walmart said it would review certain grants to Pride events and monitor third-party marketplace listings for products it considered inappropriate for children. These were announced review and monitoring plans, not a blanket statement about all LGBTQ-related grants or merchandise. (The Washington Post, November 2024)
- Language and framing: Coverage reported that Walmart had moved away from DEI terminology toward “belonging.”
Why the changes happened—and what is known about the timing
Walmart’s public explanation emphasized inclusion and opportunity. In a statement quoted by the Associated Press on November 26, 2024, the company said its decisions came from a desire “to foster a sense of belonging” and “open doors to opportunities for all our associates, customers and suppliers.” Walmart U.S. CEO John Furner told CBS News that the company wanted every customer and associate to feel welcome and to feel that they belong. These are the company’s stated reasons, not independently verified accounts of its internal decision-making.
Conservative activist Robby Starbuck publicly claimed the changes as a win for his campaign and said he had spoken with Walmart. The timing and the company’s own account show a more complicated sequence: Walmart said some changes were already in progress, supplier-practice changes had begun after the 2023 Supreme Court ruling on college admissions, and its decision to leave the Human Rights Campaign’s index was made in response to Starbuck’s campaign. The defensible conclusion is that the rollback occurred amid activist pressure, not that the campaign was the sole cause of every change. (The Washington Post; Associated Press)

How the 2023 Supreme Court ruling fits in
The Supreme Court’s June 2023 decision ended affirmative action in college admissions. It formed part of a wider period of legal challenges and corporate reassessments of DEI programs, but the ruling concerned admissions at colleges and universities. The cited reporting does not show that it legally required Walmart to change its supplier or workplace policies. (NPR, June 2023)
What later shareholder criticism said
Walmart’s 2025 proxy statement included a shareholder proposal asking the board to explain why the company apparently needed an external threat of public exposure before revising its DEI initiatives. That description is the proposal proponent’s allegation and framing; it is not a finding by Walmart, the SEC or a court. (Walmart 2025 proxy statement)
