Volkswagen is not confirmed to be building Iron Dome parts. The link comes from reporting that the company’s Osnabrück plant in Lower Saxony, Germany, could be used for defense production after car manufacturing there ends in 2027. Volkswagen has said that weapons production by Volkswagen AG remains ruled out. The most recent proposal in the reporting is a letter of intent under which the state of Lower Saxony, Israel’s Rafael Advanced Defense Systems and the investor Aurelius would buy the plant. Reports say the work there would involve Iron Dome components and support equipment, not the Tamir interceptor missile. None of this is a completed sale or a running production line.
Where the story stands
The most recent reporting cited for this article dates from early September 2026. Each stage below should be read as a report or proposal at the time it was published, not as a confirmed outcome. Check for later developments before relying on any detail.
Why Osnabrück was in play
Osnabrück is one of Volkswagen’s German vehicle plants. Current vehicle production there was expected to wind down in 2027, which prompted Volkswagen to review the site’s future. The plant employs roughly 2,300 people, according to figures reported by Euronews and Globes in 2026. Those are workforce figures from news coverage, not from an independent study, and reports do not establish how many of those jobs would carry over to any new activity.
The defense idea surfaced in reports that Rafael was discussing a new use for the site. Volkswagen did not confirm those talks directly. Its public line was that it was reviewing options and had reached no decision.

Timeline of reported developments
| Date | Source | What was reported | Status |
|---|---|---|---|
| 25 March 2026 | Euronews | Volkswagen said it was in dialogue with various market players as part of an open review of the site. It did not confirm talks with Rafael. | Review stage; no concrete decisions |
| 25 March 2026 | Deutsche Welle | A Volkswagen spokesperson said the company was exploring viable options and was keeping employees informed. | Review stage; no concrete decisions |
| 28 August 2026 | NDR | A letter of intent was expected to be signed on 7 September. A possible structure had Lower Saxony taking part of the plant and forming a joint venture with an Israeli state-owned defense company. The arrangement was reported to keep Volkswagen from working directly with Israel. Components, state investment and job numbers were unclear. | Proposal; details unclear |
| 6–7 September 2026 | Globes, citing WirtschaftsWoche and management confirmation | Lower Saxony, Rafael and Aurelius would buy the plant, with Rafael planning to begin making Iron Dome components the following year. Volkswagen itself would not take part in the deal. | Proposed purchase |
| 7 September 2026 | The Jerusalem Post | The parties reportedly signed a letter of intent. Detailed negotiations, regulatory assessments and internal decisions were to follow. | Letter of intent signed; approvals pending |
Two versions of the plan
The March reporting and the September reporting describe different arrangements. The table compares them on the points that matter for understanding what is actually proposed.
| Point | March 2026 reporting | September 2026 reporting |
|---|---|---|
| Date and status | Talks reported; Volkswagen confirmed no concrete decisions | Letter of intent reported as signed; purchase not completed |
| Company role | Volkswagen was reviewing options for its own site and said weapons production by Volkswagen AG was ruled out | Volkswagen would not take part; the plant would be bought by a consortium of Lower Saxony, Rafael and Aurelius |
| Production scope | Not stated in the March coverage | Military vehicles, launchers, generators and other Iron Dome support components; the Tamir interceptor is reported as excluded |
| Certainty | Company statement on the review process | Reported proposal and management confirmation; sale, approvals and production timing unresolved |
The shift matters because the March talks were framed as Volkswagen exploring its own options, while the later structure is designed to keep Volkswagen out of the defense work.

What would be made, and what would not
- Reported to be included: military vehicles, launchers, generators and other Iron Dome support components, according to September 2026 reporting.
- Reported to be excluded: the Tamir interceptor missile itself. Reports say it would not be built at Osnabrück.
- Not established: a final list of components, a complete production plan, or the volume and timing of output.
Describing this as Volkswagen building Iron Dome missiles or interceptors would go beyond the reporting.
Who is involved
- Rafael Advanced Defense Systems is the prime contractor for Iron Dome, according to Israel’s Ministry of Defense. Its president and CEO is Yoav Tourgeman.
- ELTA Systems, an Israel Aerospace Industries division, and mPrest are named by the ministry as collaborators on the system.
- U.S. MDA participates in development and production of multilayer defense systems, including Iron Dome components, according to the same ministry description.
- Lower Saxony is the German state that would take part in the purchase.
- Aurelius is named in the reports as a co-buyer in the proposed consortium.
The ministry’s description helps separate Rafael’s existing role in the system from the reported plan to manufacture some components in Germany.

What officials have said
- Volkswagen spokesperson, March 2026, via Euronews: “The production of weapons by Volkswagen AG remains ruled out.” The spokesperson also said there were “currently no concrete decisions or conclusions regarding the future direction of the site.”
- Olaf Lies, Minister-President of Lower Saxony, September 2026, via The Jerusalem Post: “this partnership creates realistic opportunities for long-term, highly skilled employment at a location that has stood for industrial excellence for 125 years.”
- Yoav Tourgeman, Rafael president and CEO, September 2026, via The Jerusalem Post: “The technology at the heart of this partnership is built for the defense of today, tomorrow, and well beyond.”
The Lies and Tourgeman remarks are promotional statements about a proposal, not evidence that the deal has closed or that jobs are secured.

- The sale: reports describe a letter of intent, not a completed purchase.
- Approvals: regulatory assessments and internal decisions by the parties were reported as still to come.
- Production: the start date for Iron Dome component work is reported as planned for the year after the sale, but no firm timetable is confirmed.
- Money: the transaction price and the state’s investment amount have not been published in the reporting cited here.
- Jobs: reports do not establish any job guarantees or how many of the roughly 2,300 current roles would continue.
Watch for a signed purchase agreement, official confirmation of the regulatory process, and any statement from Lower Saxony or Volkswagen on employment at the site. Any of these would change the picture materially.
