Venezuela revoked the operating concessions of Iberia, TAP Portugal, Avianca, LATAM Airlines Colombia, Turkish Airlines and GOL in November 2025, after the carriers suspended flights following aviation safety alerts. The government said the suspensions supported U.S.-promoted “state terrorism”; that was its allegation, not an independently established finding. Which airlines lost their operating rights?

Venezuela revoked air transport concessions for six foreign carriers: Iberia, TAP Portugal, Avianca, LATAM Airlines Colombia, Turkish Airlines and GOL. Aviacionline reports that the decision was formalized in Official Gazette No. 43264, dated November 26, 2025. CAPA says the National Institute of Civil Aeronautics (INAC) announced the revocations the next day, November 27. Aviacionline and CAPA reported the announcement.

Why did Venezuela revoke the concessions?

The decision followed the airlines’ suspension of flights to and from Venezuela after aviation safety alerts from the United States and Spain, according to CAPA. Reuters reported that the U.S. Federal Aviation Administration (FAA) warned of a potentially hazardous situation over Venezuela, citing worsening security and heightened military activity. The warning concerned aviation safety; it was not a finding that the airlines had violated Venezuelan law. Reuters reported on the FAA warning and Venezuela’s response.

Venezuela’s government said the airlines had joined “actions of state terrorism promoted by the United States” by stopping service unilaterally. It also argued that the FAA had no jurisdiction over Venezuelan airspace. These are the government’s political and legal claims, rather than neutral conclusions established by the reporting. Aviacionline reproduces the government’s characterization in its account of the Official Gazette.

What did airlines and industry groups say?

Reuters reported that the International Air Transport Association (IATA) said Venezuelan authorities had given airlines 48 hours to resume flights or risk losing their operating rights. After the revocations, IATA urged the authorities to reconsider.

In statements reported at the time, Iberia said it wanted to restart flights once full safety conditions were met. Avianca said it intended to reschedule canceled Caracas flights for December 5, 2025. Those were statements of intent in November 2025; they do not establish that either carrier later resumed service. Portugal’s Foreign Affairs Minister Paulo Rangel called the decision “totally disproportionate,” Reuters reported.

Which other airlines were operating or spared at the time?

Reuters reported that Copa Airlines and its Wingo unit continued operating in Venezuela at the time of its November 2025 coverage. The same report said Air Europa and Plus Ultra had suspended flights but had not had their permits revoked. These are historical details from that reporting, not confirmation of current routes or permit status.

Are flights to Venezuela operating now?

The November 2025 reporting does not establish whether the six concessions were later changed or what schedules airlines operate as of October 8, 2026. Do not treat the historical statements about suspensions, continued service or plans to return as current travel information. Passengers should verify a specific itinerary and its operating carrier directly with the airline before booking or traveling.
