Why USDA’s 2025 Corn Acreage Estimate Changed So Sharply

USDA’s January 2026 summary put 2025 corn planted acreage at 98.788 million acres, following a June estimate of 95.2 million. The large revision drew market scrutiny, but its cause has not been established.

USDA’s National Agricultural Statistics Service (NASS) estimated 95.2 million acres of U.S. corn planted for all purposes in June 2025. Its January 2026 annual summary put planted acreage at 98.788 million acres and acreage harvested for grain at 91.258 million. The shift drew scrutiny from farmers and markets, but the key cause remains unproven: NASS said it was not clear why the initial estimate fell short, and Reuters reported the agency had begun an internal review.

What changed in USDA’s corn acreage estimates?

The June and January figures are estimates for the same crop year, but they are not identical measures. June’s 95.2 million acres was an estimate of corn planted for all purposes. In its January 12, 2026 Crop Production 2025 Summary, NASS estimated 98.788 million planted acres and 91.258 million acres harvested for grain.

Reuters described the January harvested-for-grain estimate, rounded to 91.3 million acres, as 5.2% above June and 1.3% above the previous estimate. Those percentages compare harvested-acre estimates; they are not the June-to-January change in planted acreage. Reuters also found that harvested-acre estimates over the prior 15 years had declined by an average of about 0.7% between June and January—a Reuters analysis, not an official USDA historical statistic.

Why do planted and harvested acres differ?

Planted acreage counts land seeded to corn for all purposes. Harvested-for-grain acreage counts the portion ultimately harvested as grain. Some planted acres may be used for other purposes or not harvested for grain. The two figures answer different questions, so the January harvested figure should not be treated as a revised version of the June planted figure.

For perspective, NASS reported 82.9 million acres of corn harvested for grain in 2024. Its January 2025 release reported 14.9 billion bushels of 2024 corn production and a then-record yield estimate of 179.3 bushels per acre. In 2025, the annual summary put corn production at 17.0 billion bushels, with an average yield of 186.5 bushels per acre.

How does USDA estimate corn acreage?

The June survey

NASS said its June 2025 planted- and harvested-acre estimates were based primarily on a probability survey of approximately 67,700 farm operators, conducted during the first two weeks of June. Farmers could respond by mail, internet, or telephone. NASS reviews state, regional, and national results for reasonableness and consistency with historical estimates; its estimates draw on survey responses and the historical relationship between official estimates and survey data.

NASS reported a 1.4% relative standard error for U.S. corn planted acres in the 2025 June Agricultural Survey. That statistic describes sampling variability; it does not measure every possible source of error or explain why later estimates changed. NASS cautions that acreage surveys have both sampling and non-sampling errors. For major crops, it says both types generally fall between 1% and 6%.

Later information and scheduled revisions

NASS’s published policy allows acreage estimates to be updated as additional evidence becomes available. Corn planted acres may be revised in scheduled crop reports and when special survey data, administrative data such as Farm Service Agency (FSA) program sign-up information, or remote-sensing data are available. Harvested acres may be revised when production forecasts are made if strong evidence indicates intended harvested area has changed. NASS also provides for a review following the five-year Census of Agriculture.

FSA says producers participating in specified farm programs must report cropland use each year. The agency uses those reports to determine program eligibility and disaster-program losses; NASS uses FSA planted-acreage data to complement survey data. Survey estimates and administrative records therefore provide different kinds of evidence that can inform later estimates.

Why did the revision matter to farmers and markets?

A large late change makes it harder for people who rely on crop estimates to plan around uncertainty. Reuters reported that the increase surprised farmers and analysts while grain prices were already low. It also reported that corn futures fell 5.4% after the January acreage increase. That market movement followed the report; it does not, by itself, establish how much of the price change the acreage news caused.

Reuters quoted StoneX chief commodities economist Arlan Suderman describing the January data as appearing to reflect “an agency in disarray.” Consus Ag Consulting partner Angie Setzer said a swing of this size from June to final plantings had not happened before, making risk management more difficult for many. These are market participants’ reactions, not findings about the accuracy of the final estimate.

The distinction matters: users can question the predictability of a preliminary estimate even if a later figure proves accurate. In its 2026 public comment on USDA statistical data, the National Association of State Departments of Agriculture (NASDA) argued that unexpectedly large revisions can harm confidence: “The credibility damage comes not from the final estimate being wrong but from the preliminary estimate being so far from the final that users could not have anticipated the revision.” NASDA recommended higher response rates and outreach to producers; that is its policy position, not a USDA finding.

Why did USDA revise its corn acreage estimate so much?

The published USDA materials explain how acreage estimates can be updated, but they do not establish the definitive cause of the 2025 gap. Reuters reported that NASS launched an internal review to check whether its procedures worked as intended and explore possible improvements to harvested-acre estimation. Reuters quoted NASS official Lance Honig as saying it was not clear why the initial planting estimate fell short.

One explanation reported by Reuters is that staffing reductions at FSA hampered the processing of planting data and delayed its delivery to NASS. Former acting USDA deputy undersecretary Spiro Stefanou told Reuters, “NASS had less information to go on. That was going to make their estimates less reliable.” This remains an attributed hypothesis, not an established finding by USDA. Reuters also reported staffing losses at FSA and NASS based on government data, but those figures alone do not show that staffing changes caused this revision.

Without published findings from the reported NASS review, the evidence supports describing a substantial late revision, the agency’s stated estimation and revision process, and competing concerns about information and confidence—not assigning a definitive cause.

Can USDA corn acreage estimates be trusted?

The 2025 episode raises a legitimate question about how well early estimates anticipate the eventual picture. It does not, on its own, prove that USDA’s estimates are generally unreliable or that the January figure was wrong. NASS publishes estimates with acknowledged sampling and non-sampling uncertainty, and its policy allows revisions when new evidence warrants them. For readers, the practical approach is to track the estimate date and acreage definition, and to distinguish preliminary planted-area estimates from later harvested-for-grain figures.
