Why Ukraine’s Small Dairy Producers Are Struggling as Commercial Farms Grow

Ukraine’s dairy figures conceal a widening divide: commercial enterprises are growing while household producers face shrinking processor access, wartime disruption and rising costs.

Ukraine’s dairy industry is moving in two directions at once: agricultural enterprises are producing more milk and exports are rising, while total production is falling and household producers are losing ground. For smallholders, the squeeze is financial as well as agricultural: small herds, costly quality testing, expensive power and feed, wartime disruption and limited access to processors make it harder to earn reliably from milk.

Why are small dairy farms in Ukraine struggling to survive?

The headline figures can make the sector look healthier than many rural producers experience. Ukraine’s Cabinet of Ministers reported preliminary total milk production of 6.86 million tonnes in 2025, 5.3% below 2024. Agricultural enterprises, by contrast, produced 3.19 million tonnes, 6.3% more than in 2024. These are different parts of the industry, not evidence that every kind of farm is following the same trend.

Small household operations have fewer ways to absorb a bad season or rising costs. With only a few cows, a producer may have little milk to sell, but still face costs for feed, animal care, transport, electricity and tests. A commercial farm can spread many of those costs over a larger volume. That does not mean every small operation loses money, but it does leave less room to manage a price drop, an outage or an unexpected veterinary expense.

UNIDO’s 2025 dairy action plan describes micro-farmers as households with one or two cows and smallholders as those with three to ten. Its characterization refers to 600,000 households; it is not a verified count for 2026, and those categories should not be treated as synonymous with registered family farms. The plan’s source data put household/private-sector productivity at 5,100–5,200 kg per cow per year, compared with 6,500–6,700 kg at dairy farms. These are figures used in the 2025 plan, not current measurements of every household or enterprise.

What do the production figures show—and what don’t they show?

Production, milk delivered to processors and exports are separate measures. A household can produce milk without selling it into industrial processing, and exports can rise even while total domestic production declines.

The divergence in processing shares matters because industrial buyers are the route to market for many producers seeking to sell beyond their immediate community. The National Institute for Strategic Studies (NISS), writing about 2025 outcomes in April 2026, says household milk production is declining and estimates households’ share of milk supplied for industrial processing at no more than 8%. It reports that stricter food-safety and quality requirements have led many processors to stop using household milk. This does not mean every processor rejects all household suppliers.

Why can’t small Ukrainian dairy farms sell milk to processors?

Processors need milk that can be tested, traced and handled to consistent safety and quality standards. Those requirements protect consumers and make reliable processing possible; the difficulty for a small producer is meeting them affordably and consistently.

Testing and compliance can involve fixed costs that weigh heavily on a low-volume supplier. Ukraine’s State Service of Ukraine on Food Safety and Consumer Protection (SSUFSCP) said in May 2026 that testing costs and awareness of legal requirements remained challenges for producers with up to 50 cows. If a nearby collection route, testing service or compliant cooling and handling arrangement is unavailable, meeting a processor’s requirements can become impractical even when a household has milk to sell.

The national system is expanding, but coverage is not the same as easy access for every small farm. SSUFSCP reported that, by 1 January 2026, 1,295 food business operators from 23 regions were registered in the Dairy Module—3.2 times the number registered when it launched in 2021. In the 2025 Raw Milk Control Programme, average coverage was 74.4% of the cattle herd nationally; 45 authorized laboratories in 21 regions conducted tests. These are programme and system-wide figures, not a guarantee that every household producer can afford or reach testing.

Security also affects coverage. SSUFSCP said sampling was not being carried out in Donetsk, Luhansk and Kherson regions because of security conditions, while sampling resumed in Kharkiv in 2025. A national coverage average therefore cannot describe conditions in every locality.

How has the war affected Ukraine’s dairy producers?

War compounds the ordinary cost disadvantages of small-scale production by damaging assets, interrupting work and making basic operations less predictable. UNIDO’s 2025 action plan describes losses of cows in occupied territories, injured animals that had to be culled, and fields and pastures contaminated by mines or shelling. A lost animal can mean both reduced milk sales and a loss of productive capital; unsafe land can constrain grazing and feed production.

USDA’s Foreign Agricultural Service, in its 2026 Ukraine livestock report, also identifies blackouts, labor shortages and higher operating costs. Outages have increased reliance on backup generators, adding fuel and equipment expenses. Farms have also faced higher costs for electricity, feed production and purchased inputs, alongside limited working capital and access to credit. Labor shortages, the need to retrain workers and pressure to raise salaries add to the burden.

These pressures do not affect every region or farm in the same way. Security conditions, access to land and power, herd size, local labor availability and proximity to buyers all shape what a producer can keep operating. A large enterprise may have more capacity to finance backup systems or shift production; a household with few cows has less volume over which to spread those costs.

Are Ukrainian dairy farms still producing milk?

Yes. The national figures show both continued production and a shift toward larger-scale enterprise output. In 2025, agricultural enterprises averaged 8,347 kg per cow, according to the Cabinet of Ministers, while the government-reported overall average was about 6,100 kg. The enterprise yield was reported as 7% higher than a year earlier. Those averages indicate stronger productivity in the enterprise segment; they do not establish the finances of an individual farm.

Exports also rose: the government reported 132.1 thousand tonnes of milk and dairy products exported in 2025, 12% more than in 2024. Export growth is evidence of market activity, not proof that all producers—especially household suppliers—can access export-linked processors or share in the gains.

SSUFSCP Deputy Head Volodymyr Kusturov described the Raw Milk Control Programme as having moved “from a pilot project into a fully-fledged national system covering most regions of Ukraine.” The programme’s expansion can strengthen confidence in quality control, but practical access and its costs remain important to the smallest suppliers.

What support is available to small dairy producers in Ukraine?

Government-reported 2025 support included subsidized financing and partial reimbursement for livestock facilities. The Cabinet of Ministers said 7,900 agricultural enterprises borrowed UAH 53.7 billion through the 5–7–9% program during 2025. Six livestock facilities with planned capacity of almost 3,000 cattle received partial reimbursement that year.

These are sector-wide measures. The figures do not show how much funding went to small household producers, whether an individual smallholder qualified, or whether support covered the costs most pressing for them. Subsidized financing is borrowing, not a grant, and access to credit can still depend on eligibility, documentation and the ability to repay. Producers should confirm current terms and eligibility with the responsible Ukrainian authorities or participating lenders before relying on a program.

Quality-control assistance may matter as much as capital for a producer trying to reach a processor. In June 2026, SSUFSCP published dairy-sector priorities under the QFTP initiative; however, the available figures here do not establish a universal testing subsidy or a specific benefit available to every small farm. A producer needs to check whether local sampling, laboratory services and any applicable support are accessible in their area.

Can modernization protect rural livelihoods as production shifts?

Higher yields, stronger quality systems and export access can make the commercial segment more resilient and help Ukraine maintain dairy production under wartime conditions. But the shift also raises a distribution question: if household milk becomes a smaller part of industrial supply, what viable routes to market remain for producers who cannot independently absorb testing, cooling, transport and backup-power costs?

For small producers, the practical issue is not whether food-safety rules should exist; it is whether compliance can be reached at a cost that makes selling milk worthwhile. Shared testing and collection arrangements, clearer guidance, suitable finance and reliable local infrastructure could reduce some fixed-cost barriers, but the sources cited here do not establish that these measures are available everywhere or sufficient to reverse household decline. The policy challenge is to modernize production without making scale the only realistic route to a dependable dairy income.
