Italy’s government presented the sale as a way to preserve employment and aerospace capability at a strategic industrial business. Those were the deal’s stated aims; they should not be confused with proof that every planned activity has been delivered.
What Baykar planned to gain
Piaggio brought an established Italian aerospace operation to the deal: it makes the P.180 Avanti business aircraft and aircraft engines, and provides maintenance, repair and overhaul services. Baykar described the acquisition as a way to expand its European aviation presence and Piaggio’s production capacity. (Piaggio Aerospace; Baykar)
A European production and maintenance hub
At closing on June 30, 2025, Baykar said Piaggio’s facilities were intended to support P.180 Avanti EVO production, Baykar unmanned combat aircraft production, and aircraft and engine maintenance. Baykar chairman and CTO Selçuk Bayraktar said the company planned to invest in civil aviation, expand Avanti EVO production, and develop a European maintenance center. The Italian government’s March 2025 account of the industrial plan also referred to engine maintenance and production lines and unmanned-aircraft development and production at Villanova d’Albenga. These announcements describe plans, not confirmation that all of those lines are now operating. (Baykar; Italian Chamber of Deputies)
The fit was complementary on paper: Piaggio had civil aircraft, engines, facilities and maintenance operations, while Baykar sought a broader European industrial position and capacity for its unmanned aircraft. The transaction’s stated logic was to combine those capabilities rather than simply buy a single aircraft model or product line.

Why Italy supported the sale
Italy’s Ministry of Enterprises and Made in Italy authorized the sale on December 27, 2024. Minister Adolfo Urso described the transaction as a chance to relaunch a historic aerospace brand and strengthen Italian and European competitiveness. At the June 2025 closing, he said: “With this operation, we are safeguarding a strategic industrial asset for the country and laying the foundation for a concrete relaunch of the Italian aerospace sector.” (Baykar)
Employment and continuity were also central to the public case for the deal. Piaggio’s completion announcement said Baykar had pledged to maintain employment at the Villanova d’Albenga and Genoa sites, with the prospect of expanding the workforce as production grew. How the transaction unfolded

Golden Power review is important context: the sale was not described by the Senate as an unconditional transfer. The decree imposed conditions and prescriptions, and the government also said it would monitor the industrial plan.

In a July 1, 2026 update, Piaggio said the business had restored continuity, preserved its workforce, approved a new industrial plan and received shareholder investment beyond commitments made at acquisition. The company reported 677 employees as of April 2026, compared with a pledge to retain around 675. These are company-reported figures and outcomes, not independently audited findings in the cited sources. (Piaggio Aerospace)
