Those policies helped build a market; more competitive vehicles then made adoption practical for many more buyers.
The latest figures show how far the shift has gone, but the measure matters: more than 95% of new passenger cars were electric in 2025, while BEVs made up 28% of the passenger-car fleet at the end of 2024. New-car registrations, vehicles already on the road and distance travelled describe different stages of the transition.
How extensive is Norway’s shift to electric cars?
Norway’s new-car market is close to fully electric, but its existing fleet is changing more slowly as older cars remain on the road.
- New registrations: The Norwegian Public Roads Administration reported that more than 95% of new passenger cars were electric in 2025 and just over 97% so far in 2026, as reported in the Ministry of Finance’s 2026–2027 budget proposal. The government’s 2027 climate status and plan puts the share at 97.2% through August 2026. These are new-registration shares, not the share of all cars in use. - Fleet stock: At the end of 2024, BEVs were 28% of Norway’s passenger-car stock, while electric cars accounted for 88% of new passenger-car registrations that year, according to the Ministry of Transport. Norwegian Ministry of Transport, “Norway is electric”.
- Distance travelled: Electric passenger cars covered about 13.2 billion kilometres in 2025, roughly 37% of all passenger-car distance, according to Statistics Norway figures cited in a Norwegian government commission report. Which policies made electric cars financially attractive?
Tax treatment changed the purchase calculation
Norway’s relatively high taxes on passenger cars made preferential treatment for zero-emission vehicles consequential. The Ministry of Transport describes CO₂ and registration taxes on fossil-fuel vehicles alongside tax advantages for EVs. The Ministry of Finance’s 2026–2027 budget proposal calls the VAT exemption a central tool for electrifying new-car sales and says it was tightened in 2026. It reports tax expenditure from the exemption declining from just over NOK 20 billion in 2025 to NOK 12.8 billion in 2026. Tax rules have changed over time. The Ministry of Transport’s English explainer, last updated 15 January 2025, says EVs paid VAT only on the portion of a vehicle’s price above NOK 500,000 under the rules it described. Costs of using the car reinforced the purchase incentive
The package extended beyond the showroom. The Ministry says local authorities may charge EVs no more than 70% of the full toll-road rate, and many local authorities allow EVs to use bus lanes. Norway’s battery strategy also describes reduced tolls, parking costs and ferry rates as historical parts of the incentive package. Local decisions matter: benefits and fees are not necessarily identical everywhere, and historical reductions should not be read as a promise that parking or ferry travel is free today. How did government purchasing and targets help?
Public procurement created direct demand and gave suppliers a clear signal that zero-emission vehicles were becoming the expected option in public transport and government fleets. The Ministry of Transport says zero-emission requirements applied to public passenger-car purchases from 2022, vans from 2023 and local buses from 2024. The government’s targets extend to other vehicle categories: new city buses are to be zero-emission or use biogas from 2025, new vans zero-emission from 2029, and new heavy vehicles zero-emission or biogas from 2030. Why did charging and vehicle improvements matter?
Charging expanded as EV use grew
Norway’s Ministry of Transport puts the role of infrastructure plainly: “Adequate fast charging infrastructure is crucial for increasing the adoption of EVs.” The network has expanded alongside uptake: the government reported more than 9,000 public fast-charging points for light vehicles at the end of 2024, and more than 10,000 at the end of 2025—13% more than in 2024. In 2025, the government counted 85 light electric vehicles per fast-charging point, compared with 87 in 2024. The government describes charging development for light vehicles as market-driven. Heavy-vehicle charging is a different challenge: it says there are too few electric heavy trucks on the road for dedicated charging to be profitable without public support. More capable cars helped unlock mass adoption
Policy created incentives and time for the market to develop, but the vehicles also had to meet drivers’ needs. Norway’s national charging strategy says passenger EVs became competitive with conventional cars in comfort and driving characteristics around 2017. That helps explain why years of groundwork translated into faster growth: incentives had built a market, while improved vehicles made the choice more workable for a much wider group of buyers. Tax advantages and user benefits have fiscal and practical trade-offs. The government’s reported tax-expenditure estimates show the scale of revenue forgone through the VAT exemption, and Norway has adjusted its incentives as EV technology and adoption have matured. The approach is not a ready-made template for every country: its effect depends on local car-tax structures, transport benefits, charging conditions and the competitiveness of available vehicles. What the 2025 market figures do—and do not—show
The Norwegian EV Association, citing OFV, reports that fully electric cars made up 95.9% of new passenger-car sales in 2025, compared with 88.9% in 2024. OFV recorded 179,550 new passenger cars registered in 2025 and said an exceptional year-end surge was affected by buyers seeking to avoid the VAT change that took effect on 1 January 2026. OFV’s 2025 best-selling model ranking, as reported on the Association’s market page, was led by the Tesla Model Y (27,621 registrations), followed by the Volkswagen ID.4 (8,802), Toyota bZ4X (7,274), Volkswagen ID.7 (6,976) and Tesla Model 3 (6,608).
