Why the DOJ Says Apple’s “Green Bubble” Problem Is an Antitrust Issue

The DOJ alleges Apple uses degraded cross-platform messaging, social pressure and ecosystem restrictions to reinforce iPhone dominance. RCS improved Android messaging in iOS 18, but green bubbles and the broader antitrust case remain.

The U.S. Department of Justice did not sue Apple because a text message is colored green. In its March 21, 2024 lawsuit, the DOJ and state attorneys general alleged that Apple makes iPhone–Android communication less capable and more socially costly, helping preserve Apple’s power in the smartphone market. Messaging is one part of a much broader Section 2 Sherman Act case involving alleged restrictions on competing products and services.

Apple added RCS support in iOS 18 in September 2024, improving many cross-platform conversations. RCS messages still appear green and are not iMessages, however. On June 30, 2025, a federal judge allowed the amended lawsuit to proceed by denying Apple’s motion to dismiss. That decision found the allegations plausible at the pleading stage—not that Apple had violated antitrust law.

What the DOJ actually sued Apple for

The case, filed by the DOJ and 16 state and district attorneys general, alleges that Apple monopolized or attempted to monopolize smartphone markets in violation of Section 2 of the Sherman Act. Messaging is presented as one example of a broader strategy, alongside alleged conduct involving smartwatches, digital wallets, app distribution, cloud gaming and other technologies.

The government’s theory is that Apple controls important parts of iOS and its interfaces, then limits interoperability in ways that make competing phones and services less attractive. The claimed result is higher switching costs: leaving an iPhone can mean losing features, compatibility and social convenience, not merely buying different hardware. A blue bubble indicates an iMessage conversation between Apple devices. A green bubble indicates that the conversation is using SMS, MMS or RCS rather than iMessage. The color itself is a user-interface signal, not a standalone security or antitrust violation.

What harms the DOJ alleges

Functional differences

The complaint says cross-platform conversations historically produced grainier video, weaker group-chat behavior, no comparable encryption, and missing iMessage features such as editing and typing indicators. It also alleges that Apple restricted how third-party messaging services could combine carrier texting with internet messaging or integrate with Apple Messages. These are allegations, not findings that have been proved at trial.

Social pressure

The DOJ says green bubbles can signal that someone uses a non-Apple phone, producing stigma, exclusion from group-chat expectations and blame when a conversation behaves differently. The complaint cited a survey estimating that iPhones represented 85% of U.S. teenagers’ smartphones; that figure belongs to the complaint’s survey context and should not be treated as a current nationwide statistic.

Switching costs and network effects

The government’s economic theory is collective. One person can change phones, but a family, school or friend group may continue using habits built around iMessage. Losing features or being treated as the person who “breaks” a group chat can make an Android switch feel expensive even when the alternative phone is cheaper or better suited to that individual.

Alleged intent

The complaint quotes a 2013 statement attributed to Apple’s senior vice president of software engineering that cross-platform messaging could remove an obstacle to families giving children Android phones. It also cites a 2016 email forwarded to CEO Tim Cook saying that moving iMessage to Android would “hurt us more than help us.” The DOJ uses these excerpts to support its intent narrative; intent evidence alone does not establish unlawful monopolization.

Where Beeper fits

Beeper Mini attempted to let Android users access iMessage-style, blue-bubble messaging without owning an iPhone. Apple blocked the service, and the DOJ cited Apple’s treatment of third-party messaging alternatives in its broader interoperability allegations. Beeper was not a defendant in this lawsuit, and its technical approach and security model were disputed. Apple could argue that unauthorized access creates spam, impersonation, fraud or privacy risks. The case does not establish that Apple blocked Beeper for an illegal reason.

What RCS changed after iOS 18

Apple’s iOS 18 release in September 2024 added RCS support for messages between iPhones and Android phones. Compared with legacy SMS/MMS, RCS can improve media quality, group messaging, read receipts and typing indicators. That weakens the simplest version of the criticism that Android users are limited to technologically primitive texting.

RCS did not turn Android conversations into iMessages. They remain green in Apple Messages, use a different service and can have different security properties. Results depend on the carrier, device, software version, region and participants. A chat can fall back to SMS or MMS when RCS is disabled, unsupported, unavailable while traveling, or incompatible with a participant or group configuration. RCS also does not give third-party apps access to Apple’s private iMessage system.

Apple’s defenses and the legal questions

Apple has denied the allegations and said the case is wrong on the facts and the law, as reported by the Associated Press. Its strongest arguments include the following:

  • A company generally does not have to make every proprietary service available on every competing platform.
  • Product differentiation is not automatically illegal, and users can install cross-platform services such as Signal or WhatsApp on an iPhone.
  • Limits on unauthorized access can protect against spam, fraud and privacy risks.
  • Apple now supports RCS, while consumers retain alternatives outside the default Messages app.

For the DOJ to prevail, it must connect the alleged restrictions to unlawful maintenance of smartphone monopoly power. A court would examine market definition, Apple’s market power, exclusionary conduct, competitive effects and possible procompetitive justifications. Consumer annoyance or an unattractive color scheme, by itself, is not enough.

The June 30 ruling was not a finding that Apple is a legal monopolist, did not impose a penalty and did not order Apple to put iMessage on Android. The DOJ’s case page contains the docket and filings. No final verdict, settlement, injunction or required redesign is established by the material available here.

What remedies could theoretically result

If the government eventually prevails, possible remedies could include limits on degrading rival services, interoperability or API-access requirements, or changes to default messaging behavior. A court could also order narrower conduct-specific relief, or no remedy if Apple wins. Nothing in the current procedural record guarantees that Android will receive iMessage or that the green color will disappear.

What users can do now

Keep the default apps and use RCS

RCS is the lowest-friction option for people whose carriers, devices and contacts support it. It improves many conversations without requiring a separate app, but fallback to SMS or MMS remains possible.

Use Signal

Signal is a privacy-focused cross-platform service. It works best when every participant installs it; it does not create blue bubbles in Apple Messages.

Use WhatsApp or another shared service

WhatsApp, Messenger, Telegram and similar services can provide consistent group features when a family, workplace or friend network already uses one. Their practical value depends on adoption, accounts and each service’s privacy and backup choices.

Consider the whole group, not just the phone

A cheaper Android phone may not remove every communication friction if a reader’s contacts insist on iMessage. Conversely, a group willing to adopt RCS or a separate app can reduce the importance of the blue-versus-green distinction without changing devices.

Frequently Asked Questions

Did the DOJ make green bubbles illegal?

No. The DOJ alleges that Apple’s broader design and interoperability choices degrade cross-platform messaging and raise switching costs. The color is evidence of a product distinction, not an independent legal violation.

Does RCS eliminate the green-bubble problem?

No. RCS can improve media, group messaging and indicators, but RCS conversations remain green on iPhone, are separate from iMessage and may fall back to SMS or MMS.
