On May 21, 2025, Sen. Brian Schatz said the House Rules Committee had met at 1 a.m. to advance Republicans’ tax bill. He called the hour intentional and suggested the timing was meant to draw less public notice. That was Schatz’s accusation about motive, not an independently established explanation for the meeting schedule.
What happened at 1 a.m. on May 21?
Speaking on the Senate floor that Wednesday, Schatz said the House Rules Committee had convened at 1 a.m. to advance the Republican tax bill. The Congressional Record preserves his statement and his criticism of the timing.
Schatz said, “But to convene at 1 a.m. is an intentional thing.” He argued that the hour suggested supporters wanted the public not to notice. What did the committee meeting mean for the bill?
The meeting was a step in the legislative process, not final enactment. In simplified terms, a bill may be considered by committees and both chambers; if the House and Senate pass different versions, those differences must be reconciled before a final version is enrolled for presidential action. How is this different from the later July overnight session?
There was a separate late-night episode in early July. On July 2, the Associated Press reported that House Republicans were struggling to secure votes on the Senate-passed package as they worked to complete consideration before President Donald Trump’s July 4 deadline. That later House vote effort was distinct from the May 21 Rules Committee meeting Schatz criticized. Associated Press, July 2, 2025.
