The airline said the increase made some routes—especially regional winter services—unprofitable. That is Ryanair’s stated explanation, not independent proof that the tax alone caused each airport’s exit; aircraft shortages and delayed deliveries were also reported as pressures on airline network choices.
What Ryanair announced
In its 30 July 2025 announcement, Ryanair said it would cease operations at Bergerac, Brive and Strasbourg for winter 2025. It also announced a 13% reduction in French winter capacity, 750,000 fewer seats and the removal of 25 routes or destinations. These were company-announced plans and figures, not a measure of completed cuts. Ryanair’s French statement said, “Ryanair cessera ses opérations vers Bergerac, Brive et Strasbourg”—translated as “Ryanair will cease operations to Bergerac, Brive and Strasbourg.” This refers to the winter 2025 schedule; it should not be read as confirmation of each airport’s current route status.
Other French reductions
Le Monde reported that the airline also planned to reduce activity by 10% at four other bases: Paris, Beauvais, Marseille and Toulouse. The report described these alongside the broader French winter cuts. Le Monde’s 30 July 2025 report

Why the tax is not one flat charge
France’s passenger air-transport tax is a framework with several components, not a single universal amount added equally to every ticket. The government says the framework, in place since 1 January 2022, includes civil-aviation, airline-ticket solidarity, safety and security, and airport-equalisation taxes, with applicable surcharges for Corsica or overseas destinations. Public air carriers owe the relevant taxes for passengers boarding on departure from French territory, subject to the rules and exemptions. French government guidance on aeronautical taxes
The amount depends on factors including the passenger’s destination, class, airport and eligibility for an exemption or surcharge. The official guidance currently gives these examples for passengers boarding from 1 April 2026 through 31 March 2027:

These are current-period reference rates, not the precise March 2025 increase cited by Ryanair. The government says solidarity-tax revenue goes to the French Transport Infrastructure Financing Agency (AFITF) up to €270 million, with any excess going to the State’s general budget. Safety and security revenue supports aerodrome safety, fire and rescue, wildlife management, security and environmental-control measures.
Tax was Ryanair’s stated reason, but not the only reported pressure
Ryanair’s argument was that the tax rise made some routes uneconomic and that it would redirect capacity to markets with lower or no taxes. The available reporting does not independently calculate how much the tax affected the decision to leave each airport or establish it as the sole cause.

Le Monde also reported aircraft scarcity after the pandemic and slow Airbus and Boeing deliveries as constraints on airlines’ route choices. In that report, Thomas Juin, president of the Union of French Airports (UAF), said airlines averaged €6 in margin per passenger while the TSBA was €7 per ticket. That was Juin’s attributed comparison, not a universal or independently audited figure for every airline and route. Le Monde further reported that the planned capacity reductions would proceed even if the French government lowered taxes, suggesting that fleet and network decisions were part of a broader allocation rather than a simple tax switch.

Ryanair presented a conditional proposal: if the French government removed the tax, the company said it could consider investing $2.5 billion in 25 aircraft, carrying more than 30 million passengers annually in France and adding 750 regional jobs. These are company projections contingent on a policy change, not completed investment, passenger traffic or employment outcomes.
