Why Protesters Blocked Amazon’s Seattle HQ Over Planned Oregon Gas Use

The Troublemakers protested AWS’s proposed natural-gas fuel-cell projects for three Oregon data centers. Amazon later withdrew the plan, without explaining why.

On March 27, 2024, climate activists blocked entrances to Amazon’s Day 1 building at its Seattle headquarters to protest an Amazon Web Services plan involving natural gas for three Oregon data centers. Amazon later withdrew its plan to buy gas from the proposed pipeline expansion and said it was no longer pursuing fuel-cell projects in Oregon. The company did not explain its decision, so the protest’s role in the withdrawal is not established.

Why did protesters block Amazon’s headquarters?

The action took place on March 27, 2024, at Amazon’s Day 1 building in Seattle. The Troublemakers, a Washington-based activist group, organized the protest against a plan for Amazon Web Services (AWS) to use natural gas from TC Energy’s proposed Gas Transmission Northwest (GTN) XPress pipeline expansion for three Oregon data centers. GeekWire reported that protesters blocked doors and garage entrances; organizer Emily Johnston estimated that about 50 to 60 people took part. That attendance figure was her estimate, not an independently verified count.

The activists argued that AWS’s proposed gas use conflicted with Amazon’s climate commitments and would support expansion of fossil-fuel infrastructure. Johnston told GeekWire: “The fact that Amazon is still an active participant in a fossil fuel expansion at this moment in time highlights their hypocrisy.” That is the organizers’ criticism, not a finding that the proposal violated a legal or regulatory requirement.

What was Amazon planning to do with natural gas in Oregon?

The proposal involved natural gas from the GTN XPress expansion as an initial fuel for fuel cells intended to support three AWS data centers in Oregon. In a prior interview quoted by GeekWire, then-AWS director of energy and water strategy Charley Daitch described fuel cells as a short-term bridge for a small part of Amazon’s operations. He said they would initially run on natural gas while Amazon encouraged development of green hydrogen as a possible carbon-free fuel. Daitch was no longer with Amazon by the time GeekWire published its March 2024 report.

The distinction matters: the proposal was not simply a general statement about Amazon buying electricity. It linked a specific proposed gas-supply expansion to fuel-cell projects serving Oregon data centers. The reporting does not establish what energy source ultimately replaced those projects.

Did Amazon cancel the Oregon pipeline plan?

Yes. On June 12, 2024, KUOW reported that Amazon had withdrawn its plans to buy gas from the proposed GTN XPress expansion. AWS also said it was no longer continuing with fuel-cell projects in its Oregon operations. The company said it was engaging with Oregon policymakers, environmental advocates and the energy sector to pursue clean, carbon-free energy that could scale in Oregon. KUOW reported the withdrawal, but said Amazon did not give a reason for it.

Did the protest cause Amazon to withdraw the plan?

The available reporting establishes that the protest occurred in March and the withdrawal was reported in June; it does not establish that the protest caused Amazon’s decision. Johnston welcomed the withdrawal and said avoiding investment in new fossil-fuel infrastructure mattered, but her reaction does not explain the company’s reasoning. Amazon’s public statement did not identify a cause.

How do Amazon’s renewable-energy claims fit into the dispute?

In March 2024, an Amazon spokesperson told GeekWire that the company matched more than 90% of the electricity used by its operations with renewable energy. That is a matching claim, not proof that every facility receives renewable electricity at every moment. Renewable-energy purchases matched against electricity use over a broader accounting period do not necessarily describe the physical power flowing to a particular data center at a particular time.

Amazon’s own account of its Oregon energy arrangements says it worked with Umatilla Electric Cooperative, which serves AWS in Umatilla and Morrow Counties, and could select its energy supply, including renewable resources. Amazon reported that its US West (Oregon) AWS Region was powered with at least 95% renewable energy when that account was published. This company-reported regional figure does not establish continuous renewable supply at each individual Oregon data center. Amazon’s Oregon account also described a corporate net-zero-carbon goal for 2040 and a then-current target of 100% renewable energy across operations by 2025. Those are historical company commitments; the account alone does not establish whether either target was achieved.

What does Oregon’s later air-quality record show?

Oregon’s Department of Environmental Quality identifies Amazon Data Services’ PDX-4 in Boardman as a data center with emergency engine-generator sets. The agency’s Cleaner Air Oregon record says DEQ approved the facility’s risk assessment on December 17, 2025. This is a later example of state regulatory attention to emissions and air-toxic risk at an Amazon Oregon facility, but it concerns PDX-4 and is separate from the 2024 protest and GTN XPress proposal.
