Agricultural groups warned in 2025 that deporting farmworkers or intensifying immigration enforcement could leave employers short of labor for planting, harvest, livestock care and food processing. They also argued that existing worker programs do not meet agriculture’s year-round needs or are affordable for many farms. Those are industry forecasts—not proof of nationwide crop losses or higher grocery bills. Worker accounts, a survey, dated enforcement reports and a later congressional update add important context.
Why agricultural groups raised the alarm
On June 18, 2025, American Farm Bureau Federation President Zippy Duvall responded to reports that immigration enforcement would resume on farms and ranches. He described agriculture as labor intensive and said current workforce programs do not meet year-round needs and are too expensive for many farmers. He warned that losing workers could leave crops unharvested and livestock uncared for.
“Without farm workers, vegetables will be left in the fields, fruit will remain unpicked, and cows will go unmilked,” Duvall said. His statement sets out the federation’s concern and forecast; it does not quantify how many workers might be deported or establish the scale of any resulting production loss.
How a labor shortage could reach food supply and household budgets
The groups’ concern follows a chain of possible effects: fewer available workers could make it harder to plant and harvest crops, care for animals and staff food-processing operations. If production or processing were disrupted, supply could be affected, with possible consequences for grocery prices. The sources do not establish a nationwide price increase, quantify likely crop losses or provide a verified estimate of how many farmworkers would be deported. Any claim about the size or timing of a price effect would therefore go beyond this evidence.

At a January 23, 2025 Senate hearing, Senator Adam Schiff asked USDA nominee Brooke Rollins about possible labor and food-price effects of mass deportation. Rollins called the effects hypothetical while saying they were fair to consider. Her response acknowledged the question; it was not a forecast or a measured estimate.
What workers and reported incidents add
Employer-group forecasts are not the only evidence about enforcement. An Associated Press report in June 2025 said the California Farm Bureau had not received reports of widespread workforce disruption, while noting concerns in farming communities. The report also included accounts of arrests at farms and workers missing work after enforcement activity. Those accounts describe reported incidents, not proof of broad disruption across farms nationwide.

In the same report, California Farm Bureau senior director of policy advocacy Bryan Little said: “We recognize that some workers may feel uncertain right now, and we want to be very clear: California agriculture depends on and values its workforce.”
A UFW Foundation release about a survey of 2,250 farmworkers reported that 92% of respondents said raids and deportations affected their employment, 88% feared detention and deportation, and 90% worried about family separation. Most respondents were undocumented and most were from California; others came from Washington, Michigan, Georgia and 12 additional states. These are self-reported answers from the foundation’s survey respondents, not nationally representative estimates of all farmworkers.

In a June 16, 2025 statement, UNITE HERE President Gwen Mills argued that mass deportations were incompatible with a strong economy and called exemptions for certain workers a concession to that reality. This is a union position, distinct from both the Farm Bureau’s employer-focused warning and the survey findings.
What the 2025 enforcement pause does—and does not—show
The Associated Press reported on June 14, 2025, that immigration officers had been directed to pause arrests at farms, restaurants and hotels. That report records a particular enforcement development at that time. It does not establish a lasting legal exemption or the current operational status of enforcement. The cited material does not verify whether a nationwide pause or exemption remained in force on October 7, 2026.

Congressional activity on agricultural labor
The House Agriculture Committee says its bipartisan Agricultural Labor Working Group focused on workforce issues affecting agricultural producers and that a bipartisan Securing Agriculture’s Workforce Act was introduced in June 2026. The committee page supports those points, but does not by itself establish the bill’s detailed provisions or current legislative status.
