Why Elon Musk and Sam Altman Clashed Over Stargate’s $500 Billion AI Plan

Musk’s January 2025 challenge to Stargate’s financing was never publicly resolved by the exchange: the project had begun, but its $500 billion plan was not the same as cash already secured.

Elon Musk and Sam Altman’s January 21–22, 2025, fight over Stargate centered on a basic but unresolved financing question: did the project’s backers have enough money secured to deliver its announced scale? Musk said SoftBank had “well under $10 billion secured.” Altman rejected the claim and pointed to construction activity in Texas. Neither exchange established that Stargate’s full $500 billion, intended to be invested over four years, was already raised or available as cash.

What Stargate was supposed to be

OpenAI announced Stargate on January 21, 2025, as a private-sector effort to build large-scale U.S. data centers and computing capacity for AI. The announcement named SoftBank, OpenAI, Oracle and MGX as initial equity funders, with SoftBank responsible for financing and OpenAI responsible for operations. Masayoshi Son was named chairman. Arm, Microsoft, NVIDIA, Oracle and OpenAI were listed as initial technology partners. OpenAI said a Texas buildout, including the Abilene site, was already underway. OpenAI’s announcement described an intention to invest $500 billion over four years and to begin deploying $100 billion immediately.

Those figures described a plan and deployment target, not a public statement that $500 billion had been raised, placed in a bank account or irrevocably committed. The announcement also did not say that the $100 billion had already been spent. In a capital-intensive project, partner equity, borrowing, future funding, and spending on land, power, chips and construction are distinct things. The headline total alone does not disclose how much is secured, by whom, or when it can be drawn.

What Musk alleged—and what Altman said back

On X, Musk questioned whether the partners could finance the project at the scale announced. His most specific claim was that SoftBank had “well under $10 billion secured,” which he said came from a reliable source. He also called Altman a “swindler.” These were Musk’s allegations, not independently established financing facts. TechCrunch’s January 22 account reported the exchange but did not independently verify Musk’s figure.

Altman responded that Musk was wrong and invited him to visit the first Stargate site in Texas, which Altman said was under construction. He also framed the criticism as a clash between national interest and Musk’s commercial interests, arguing that what was good for the country was not always best for Musk’s companies. Altman’s response challenged Musk’s conclusion, but it did not provide a detailed public financing breakdown. A construction site is evidence of activity; it is not proof that the project’s entire multiyear target has been funded.

What the money claims do—and do not—show

The dispute is easiest to assess by separating three questions that the public exchange blurred:

  • Was Stargate a real project? Yes. It had named corporate participants, an official announcement and a Texas buildout described as underway. Later announcements also described additional sites and capacity.
  • Was the full $500 billion secured in January 2025? The public announcement does not establish that. It described an intended investment over four years, not a cash balance or a fully drawn financing facility.
  • Was Musk right about SoftBank having less than $10 billion secured? The claim remained unresolved in the cited contemporaneous coverage. It should not be treated as a verified account of SoftBank’s financing.

Nor are the project’s total investment intention and SoftBank’s individual contribution interchangeable. A large infrastructure plan can involve multiple partners and financing mechanisms, staged over time. Without a published breakdown of commitments, funding sources and draw schedules, neither the $500 billion headline nor Musk’s SoftBank figure tells readers precisely how much capital was available at that moment.

Why the argument was unusually charged

Musk was not a disinterested observer. He co-founded OpenAI with Altman and others, later became one of its most prominent critics, and ran xAI, which competed with OpenAI for computing infrastructure, chips, capital and customers. Musk and xAI had also sued OpenAI, alleging anticompetitive conduct. Those conflicts give Musk’s criticism a commercial context, but they do not by themselves make his financing question false.

The political setting added another layer. Stargate was announced at the White House alongside President Donald Trump as part of a push to promote U.S. AI infrastructure and competitiveness. At the time, Musk was leading or closely associated with the Department of Government Efficiency (DOGE) while running a rival AI company. That overlap helps explain Altman’s reference to Musk’s “new role” and the argument over national interest. Stargate was announced as a private-sector venture; the available announcements do not establish that the U.S. government was financing it.

What later Stargate announcements add

Subsequent OpenAI announcements described expansion and new partnerships. They are relevant evidence that Stargate advanced as an infrastructure effort, but they are OpenAI’s own claims and do not retroactively prove the precise state of financing in January 2025.

These developments make it inaccurate to describe Stargate as merely fictional or abandoned. They do not show that the whole $500 billion was immediately available when Musk and Altman argued, or resolve Musk’s specific claim about SoftBank’s secured financing.
