The March 6, 2025, executive order created a federal framework for retaining certain bitcoin already held by the government—but it did not commit the United States to buying bitcoin immediately or on a set schedule. That gap between creating a reserve and promising active purchases explains why some crypto market participants called the move “symbolic.”
What Executive Order 14233 established
President Donald Trump signed Executive Order 14233 on March 6, 2025. It set up two distinct federal frameworks: a Strategic Bitcoin Reserve and a United States Digital Asset Stockpile for qualifying digital assets other than bitcoin.
The Strategic Bitcoin Reserve
The order directs the Treasury Department to establish an office to administer custodial accounts collectively known as the Strategic Bitcoin Reserve. Its initial capital is Treasury-held bitcoin that has been finally forfeited in criminal or civil proceedings, or in satisfaction of a civil money penalty, subject to statutory requirements and the order’s exceptions.
The order says bitcoin deposited in the reserve “shall not be sold” and is to be maintained as a reserve asset for governmental objectives in accordance with applicable law. That is not an unconditional rule governing every bitcoin held by the federal government: the order preserves legal routes for court-ordered dispositions and certain actions involving identifiable crime victims, law enforcement, equitable sharing with state and local partners, and statutory requirements.

The separate stockpile for other digital assets
The United States Digital Asset Stockpile covers qualifying finally forfeited digital assets other than bitcoin. The order says additional assets may not be added to this stockpile outside forfeiture or civil-penalty processes unless further executive or legislative action authorizes it. Treasury is directed to determine responsible stewardship strategies for the stockpile.
Why the order was called “symbolic”
The order recognized bitcoin as a reserve asset and provided for retaining qualifying forfeited bitcoin. But Treasury and Commerce were directed only to develop strategies for acquiring additional bitcoin, and those strategies must be budget neutral and impose no incremental cost on taxpayers. The order did not announce that the government would buy bitcoin, set a purchase date or schedule, or specify how much it might acquire.

That distinction mattered to crypto supporters who had anticipated a firm buying plan. Andrew O’Neill, digital assets managing director at S&P Global Ratings, said the order’s significance was “mainly symbolic,” describing it as the first formal recognition of bitcoin as a U.S. government reserve asset. His characterization was an assessment of the announcement’s significance, not a statement that the order had no legal effect.
Charles Edwards, founder of Capriole Investments, was more critical. In comments reported in March 2025, he called the outcome “the most underwhelming and disappointing” he could have expected, and argued that without active buying the reserve was “just a fancy title for Bitcoin holdings that already existed with the Govt.” Those comments capture the disappointment at the absence of a purchase commitment; they do not establish the government’s later implementation status.

What the order required agencies to do
In addition to creating the two frameworks, the order directed agencies to review and account for government digital assets. It also directed Treasury to evaluate legal and investment considerations, including where accounts should be held and whether legislation would be needed. These were instructions in the order; the order itself does not confirm that every review or accounting task was completed.
A July 2025 report by the President’s Working Group on Digital Asset Markets said Treasury would continue coordinating with the White House and other group members on next steps to operationalize the reserve and stockpile. That report described continuing work, not a published reserve balance.

What is known about implementation now
Treasury’s 2026–2030 strategic plan lists support for implementing the executive order as a success criterion within a strategy running from fiscal years 2026 through 2028. This shows that implementation support remains in Treasury’s forward plan. The plan does not identify completed milestones, report the reserve’s current bitcoin balance, or specify custody arrangements; those details are not established by the sources cited here.

Reuters reported that bitcoin briefly fell about 5 percent to $85,000 after the March 6, 2025, announcement. That was a contemporaneous market reaction, not a current price or a measure of the reserve’s value. The key policy disappointment was more specific: the order established retention and planning frameworks, while leaving active government buying unpromised.
