The latest supported HELOC benchmark is a different, later figure: Bankrate reported a national survey average of 7.29% as of September 30, 2026. That is not a November 2025 rate, a home equity loan average, or a guaranteed rate for an individual borrower.
What the available rate figures show
Bankrate’s page, updated October 7, 2026, reports a national HELOC average of 7.29% as of September 30, 2026, based on its survey of large home equity lenders. It is a survey benchmark, not a personalized quote. The available figures do not establish the national rate on November 20, 2025, nor do they provide a comparable home equity loan average. Bankrate’s HELOC rate page also displays lender offers; eligibility, terms, and geographic availability can affect what a borrower is offered.
HELOC or home equity loan: which rate are you comparing?
A home equity loan generally provides a set amount in a lump sum. Its rate may be fixed or adjustable. A HELOC is a revolving credit line secured by home equity: you can draw funds up to a limit, and repayments can restore available credit. HELOC rates are typically adjustable, so the rate and payment can change. If you already have a mortgage, either product is generally a second mortgage, paid in addition to the first. How to compare a HELOC offer
Do not choose by headline APR alone. A typical variable HELOC rate combines an index with the lender’s margin, and a promotional introductory rate may rise when its discount period ends. Ask for the terms in writing and check:

- Index and margin: Find out which index sets the base rate and how much the lender adds to it.
- Rate changes and limits: Confirm how often the rate can adjust and what periodic or lifetime caps apply.
- Introductory pricing: Check whether the advertised rate is temporary, when it expires, and how the post-promotion rate is determined.
- Draw and repayment terms: Review how long you can draw, when repayment begins, and how payments are calculated in each period.
- Fees and closing costs: Compare them alongside the APR. A HELOC APR is based on the interest rate and does not necessarily reflect closing costs and other fees.
- Eligibility and location: Verify that you qualify for the offer and that it is available where you live.
The CFPB describes typical variable-rate pricing and introductory discounts in its home equity line of credit guidance. Federal disclosure requirements for applicable open-end credit secured by a dwelling are set out in Regulation Z, §1026.40. The CFPB’s HELOC consumer booklet explains why APR alone does not capture all borrowing costs.
How to compare a home equity loan
First establish whether the quoted rate is fixed or adjustable. Then compare offers for the same loan amount and repayment term, including fees and the payment schedule. A lower quoted rate may not mean a lower overall cost if fees or repayment terms differ. The CFPB notes that home equity loans may have either fixed or adjustable rates; ask the lender for the complete written terms before comparing.

What to ask lenders before deciding
- Is this a HELOC or a lump-sum home equity loan, and does it fit the way I plan to borrow?
- Is the rate fixed or variable? For a HELOC, what are the index, margin, adjustment schedule, and rate caps?
- Is any advertised rate introductory, and what rate applies after it ends?
- What are the draw period, repayment period, payment calculation, fees, and closing costs?
- What eligibility rules apply, and is this offer available in my state?
- Can you provide a written quote showing the rate, fees, and payment terms for my circumstances?
