The Caravan had reported that the statements for financial years 2017 and 2018 were uploaded in August 2019, after the election result. That chronology is documented in contemporaneous reporting; the allegation that the timing was intended to hide income is not established by the sources cited here.
What Congress alleged
Congress questioned the timing of Kusum Finserve’s financial-statement filings and alleged that they were delayed until after the May 2019 Lok Sabha election to hide the company’s improved fortunes. Scroll reported the claim on 3 November 2019. Pawan Khera, then a Congress spokesperson, also questioned what the company did, saying: “He didn’t disclose what is his business. We hear so many things that it is share trading, agro commodity trading, consultancy.” That was a political statement, not a finding about the company’s conduct. Scroll’s 2019 report
What reporting says about the filings
The Caravan reported on 31 October 2019 that it had accessed trade documents Kusum Finserve LLP filed with India’s Ministry of Corporate Affairs. It said statements for FY2017 and FY2018 had been due but were not publicly available through the general election, and were uploaded in August 2019, nearly three months after the election result was announced. The Caravan had reported in January 2019 that the firm had not filed statements for FY2016–17 and FY2017–18; that earlier report described the status at that time, not the reason for it. The reporting establishes a chronology of non-availability followed by uploads. It does not establish why the statements were filed when they were, or prove Congress’s claim about the motive. The cited material does not provide an authoritative later finding on that specific allegation.

How much income did Kusum Finserve report?
The Caravan described the following amounts as total income, not profit:

The report characterized FY2017 as the high point among these figures. For FY2019, it separately reported profit after tax of Rs 1.81 crore—a different measure from total income. What Jay Shah’s lawyer said about the business
In a response published by The Wire in October 2017, advocate Manik Dogra, identified as Jay Shah’s lawyer, described Kusum Finserve as involved in stock and share trading, import and export, and distribution and marketing consultancy. The letter said a Rs 4.9 crore balance from KIFS Financial Services was used for working capital and that principal and interest had been repaid. These are statements by the lawyer on his client’s behalf, not independent findings; the response predates and does not address the 2019 filing-timing allegation. The same letter discussed Temple Enterprise, a distinct company, and said its agricultural-commodity import and export activity stopped in October 2016 after losses. That account should not be conflated with Kusum Finserve’s business or filings.
