Weather and crop disease disrupted harvests in West Africa, tightening cocoa supply while demand proved difficult to reduce quickly. Cocoa prices have since fallen as supply prospects improved, but that does not mean chocolate bars will become cheaper right away: cocoa is only one part of the final price, and the available evidence does not establish a common timetable for retail price cuts.
Why did chocolate prices rise so sharply?
The main driver was a cocoa supply shock. UN Trade and Development (UNCTAD) reported that cocoa prices rose 136% between July 2022 and February 2024, linking the surge to weather impacts and crop disease in West Africa. Cocoa beans are a core chocolate ingredient, so a rapid jump in their cost put direct pressure on manufacturers.
When supply falls but buyers cannot quickly cut their use, prices can move sharply. UNCTAD senior economist Rodrigo Carcamo explained: “For this reason, and in the face of short-run, price inelastic world demand for cocoa, supply-side shocks result in price spikes.” UNCTAD’s analysis describes the cocoa price surge and its causes.
Processing data also reflected the tight market. In its review of fourth-quarter 2024 data, the International Cocoa Organization (ICCO) reported year-on-year grindings down 5.4% in Europe, to 331,853 tonnes, and down 0.52% in Asia, to 210,111 tonnes. Grindings measure cocoa processed and are commonly used as an indicator of processing activity and demand; they are not a direct measure of chocolate sales. ICCO’s November 2024 market review described supply tightness as the driving force behind the cocoa price increase.

Inflation was not the whole story—but other costs mattered
Broad inflation can raise costs for businesses and households, but it does not explain why cocoa prices climbed so steeply. The cocoa-specific supply problems were central to this episode. At the same time, cocoa was not the only expense affecting the price of chocolate.
ICCO’s January 2025 report identified cocoa, energy and sugar as major cost increases behind higher average chocolate confectionery unit prices. It also found that consumer volumes declined by less than the rise in unit prices, so total consumer expenditure increased. In other words, shoppers bought somewhat less, but the higher price per unit more than offset that decline in spending. ICCO’s January 2025 report discusses those price and consumption effects.
What has happened to cocoa prices since the spike?
The cocoa market later improved as production recovered and demand indicators softened. ICCO’s August 2026 bulletin estimates that world cocoa production in the 2024/25 season reached 4.733 million tonnes, 8.5% more than the prior season. It estimates grindings at 4.649 million tonnes, down 3.3%, and a season surplus of 37,000 tonnes. The bulletin also puts end-of-season stocks at 1.309 million tonnes.

Those are estimates for 2024/25, not a final balance for 2025/26. ICCO withheld 2025/26 production and grindings figures in that bulletin and says its estimates may be revised. See the ICCO August 2026 Quarterly Bulletin for the season-level figures.
The World Bank’s 2026 outlook says cocoa averaged $4.35 per kilogram in June 2026, more than 50% below a year earlier. It links the decline from the early-2025 peak to stronger supply prospects and softer demand. The World Bank estimates current-season output at more than one-third above the previous season and stocks-to-grindings at 43%, slightly above its cited long-term average of 41%.
The World Bank projected cocoa prices to fall more than 50% in 2026 before stabilizing in 2027. That is a forecast, not an observed outcome for the full year or for 2027. A stronger-than-expected El Niño could disrupt production and tighten supply again. The World Bank’s 2026 outlook summary sets out its price outlook and weather risk.

Why cheaper cocoa does not guarantee cheaper chocolate bars
Cocoa prices are the cost of a commodity input; the shelf price is the price of a finished product. Those measures can move at different speeds and by different amounts. A chocolate maker’s costs also include ingredients such as sugar, energy and other operating expenses, and products vary in composition, size and market.
The available market evidence shows that cocoa, energy and sugar contributed to higher confectionery unit prices, and that cocoa prices later declined. It does not establish when, or by how much, manufacturers will pass a lower cocoa price through to shoppers. It therefore cannot support a single forecast for the price of every bar or a promise that retail prices will fall as quickly as cocoa did.
How to compare chocolate prices as a shopper
If you are trying to manage your grocery spending, compare like with like rather than relying on the sticker price alone. Check the price per unit of weight, package size, chocolate type or cocoa percentage, and whether you need a bar for baking, snacking or another use. A smaller pack can have a higher unit price even when its shelf price looks lower; a higher cocoa percentage or a different chocolate type is also not a direct substitute for every recipe or preference.
