Chipmakers build semiconductor clusters because a modern fab depends on more than its own buildings: it needs specialized materials and equipment, skilled workers, reliable utilities, research capabilities, and infrastructure. Concentrating those resources in a region can make production and future expansion more practical. Suppliers may gain nearby customers, more responsive service opportunities, and lower transport burdens—but proximity does not guarantee savings, and a supplier can serve fabs from outside the cluster.
What is a semiconductor cluster?
A semiconductor cluster is a regional ecosystem, not simply several fabs on the same map. In its U.S. CHIPS policy framework, the Department of Commerce describes a compact area with multiple commercial-scale fabs, skilled workers, nearby suppliers, research and development facilities, utilities, and specialized infrastructure. That is a policy definition for the U.S. program, not a universal legal definition of a cluster. NIST’s CHIPS Regional Strategy fact sheet sets out the framework.
Suppliers can include makers of chemicals, gases, raw and intermediate materials, consumables, manufacturing equipment, and equipment subsystems. Services and downstream electronics businesses can also be part of the wider ecosystem. Some suppliers sell directly to a fab; others supply a company that sells to the fab. NIST’s supplier-facilities FAQ describes these categories and the program context.
Why do chipmakers build semiconductor clusters?
To make critical inputs and service more responsive
Fabs rely on specialized inputs and equipment, and a production interruption can make delays consequential. Having suppliers or service providers nearby can make delivery and support more responsive and reduce the burden of transporting critical inputs. The value is strongest where a late or unavailable input could interrupt operations; it does not mean every supplier must locate beside a fab. To develop and retain skilled workers
A concentration of employers can support a deeper regional labor pool for specialized work. Universities, training partners, and research facilities can help develop and sustain those capabilities. The U.S. CHIPS regional strategy treats workforce development, research, and coordination among industry, government, labor, and academia as parts of cluster-building—not as benefits that appear automatically when a fab opens. NIST’s strategy fact sheet describes that coordinated approach.
To coordinate infrastructure and research
Fabs depend on reliable utilities and specialized infrastructure. Regional planning can bring public and private investment together around needs shared by multiple firms, while nearby research capacity can support innovation and future process development. The Department of Commerce’s 2023 commercial-fabrication vision identifies infrastructure, R&D, skilled labor, and supplier reliability as part of the rationale for U.S. investment.

To make further investment more attractive
A region with fabs, suppliers, workers, infrastructure, and research capabilities may offer a stronger case for additional investment than a site that would have to build each capability from scratch. NIST’s supplier-facilities vision describes an intended flywheel: fab demand may attract suppliers, and supplier investment and productivity improvements may support further growth. This is a program objective and expected mechanism, not proof that every cluster will achieve it. NIST’s materials and manufacturing-equipment vision explains the goal.
How can suppliers benefit?
Access to customers and fab demand
New fab capacity can create potential demand for materials, equipment, subsystems, and services. NIST said in 2023 that it expected dozens of suppliers to support each CHIPS-funded U.S. cluster and anticipated that some suppliers would expand in response to fab demand. That is a program expectation, not a count of suppliers already operating in every cluster. NIST’s vision provides the context.

Lower transport burdens and operational efficiency
Suppliers near customers may face less transport burden and be better positioned to provide timely service. The Semiconductor Industry Association identifies lower logistics costs and improved operational efficiency among the reasons firms value nearby suppliers and service providers. Neither the association nor NIST establishes a universal savings percentage or dollar amount, so the actual benefit depends on the supplier, product, customer, and operating arrangement. Less exposure to some shipping delays
Domestic sourcing, local production, and recovery of chemicals and metals for reuse can reduce shipping costs or exposure to shipping delays, according to NIST. These mechanisms can improve resilience for particular inputs; they do not make local supply automatically reliable or eliminate risks from scarce materials and geographic concentration. Access to skills, infrastructure, and adjacent customers
A supplier may benefit from regional talent, research, infrastructure, and knowledge exchange, as well as from customers beyond the fab itself. The Semiconductor Industry Association notes that downstream industries can contribute talent, know-how, and infrastructure, and may increase the share of sales suppliers make to local customers. Those broader ecosystem advantages are distinct from simply saving freight costs. The association’s report discusses the role of downstream industries and local customers.

No. Co-location can help when proximity improves delivery, service, or transport economics, but a supplier can also support fabs across multiple regions from another location. NIST explicitly recognizes suppliers that provide critical materials or equipment to fabs in multiple areas. For a supplier serving several customers, a regional or multi-site model may make more sense than building beside a single fab. NIST’s FAQ covers both proximity and multi-area supply.

The practical choice depends on the product, the urgency of replenishment or service, the number and location of customers, and the infrastructure and workforce available in each region. The evidence supports potential advantages, not a universal rule that closer is always better.
How clusters form—and the role of public policy
Clusters can grow as private firms respond to customer demand, but they can also be deliberately developed through coordination among industry, government, workers, educational institutions, and other partners. The U.S. CHIPS strategy aims to build regional capabilities so that continued chipmaker expansion is commercially attractive. Public policy is one part of the picture: supplier proximity, customers, workforce, infrastructure, and research can matter to firms even without a specific grant.
Some CHIPS funding opportunities may support eligible supplier facilities, including certain suppliers to suppliers, but eligibility and terms depend on the relevant funding notice and may change. Funding is not assured for every supplier. Consult the current NIST supplier-facilities FAQ and the applicable program notice before treating support as available to a particular project.
What a proposed U.S. cluster looks like
In April 2024, the Department of Commerce announced preliminary terms for a proposed Samsung ecosystem in Texas involving two production foundries, an R&D fab, and advanced packaging. The announcement described more than $40 billion in expected Samsung investment; it was an announcement of preliminary terms and expected investment, not evidence in that source that the spending was completed. Then-Commerce Secretary Gina Raimondo said the project was expected to support a supplier ecosystem and R&D. Those are proposed outcomes, not independently established results. The U.S. policy case also has a historical baseline: the Department of Commerce’s February 2023 commercial-fabrication vision said the United States produced about 10 percent of commercial global semiconductor production at that time. That is a figure from the 2023 vision, not a current 2026 estimate. NIST’s commercial-fabrication vision states the historical figure.

- Guaranteed savings: no general percentage or dollar amount for supplier savings from co-location is established; outcomes vary by business and input.
