The purchases were tied to specific delivery windows—not evidence of an ongoing buying pattern—and came as buyers anticipated that a U.S.-China trade deal might revive U.S. sales.
What Chinese buyers booked in November 2025
Traders told Reuters that Chinese importers booked 10 Brazilian cargoes for shipment in December 2025 and another 10 for shipment from March through July 2026. The report did not state the cargoes’ combined tonnage, so the number of cargoes should not be converted into an estimated volume.
The immediate price signal was a change in relative offers. Three traders told Reuters that South American prices had eased below U.S. cargo offers. One trader at an international company operating oilseed-processing plants in China said, “Brazil is now cheaper than U.S. Gulf, and buyers are taking this opportunity to book cargoes.”
That comparison refers to the offers available at the time of the November 2025 report. It is not a claim that Brazilian beans are always cheaper, or that the same price relationship holds today.

Why Brazilian offers became attractive
Relative price, not origin alone
For a Chinese importer, the relevant question is the delivered cost of usable beans, not simply the quoted price at origin. Freight and delivery timing affect the comparison, as do tariffs and the price at which a processor can sell the resulting meal and oil. Reuters’ November 2025 account identified eased South American prices as the immediate reason buyers booked, but did not provide a complete landed-cost breakdown for each cargo.
Trade-thaw expectations influenced timing
Reuters said the bookings took place amid expectations that a U.S.-China trade deal would lead to a resumption of U.S. soybean sales to China. That was an expectation, not confirmation that the deal had already restored normal trade. The reported strategy was to take advantage of lower South American offers while the outlook for U.S. supply remained in flux.

Tariffs can change the comparison
Tariffs can make a U.S. offer less competitive for a commercial buyer even when its pre-tariff price is attractive. But tariff conditions must be dated: Reuters’ November 2025 article described steep Chinese tariffs as having curbed demand for U.S. beans in the preceding weeks. Separate reporting in September 2026 described a later tariff situation; it should not be projected backward onto the 2025 bookings.
How the bookings fit China’s 2025 import picture
Reuters reported from General Administration of Customs data that China imported 9.48 million metric tons of soybeans in October 2025, up 17.2% from 8.09 million metric tons in October 2024. In the first ten months of 2025, imports totaled 95.68 million metric tons, a 6.4% increase year over year. Reuters also reported 20 Brazilian cargoes purchased as South American prices eased. These are 2025 figures and context for the November story, not measures of current imports.

What later reporting showed—and what it did not
Private processors faced different economics in September 2026
By September 30, 2026, Reuters described a changed market. Private Chinese oilseed processors had covered much of their needs through Lunar New Year with supplies from Brazil, Argentina, and state reserves. The report cited weak animal-feed demand, high inventories at crushing plants, negative crush margins, and weak sales at a Sinograin imported-soybean auction as reasons further buying could slow.
Reuters said U.S. soybeans still faced an additional 10% tariff for commercial buyers at that time, while Brazilian beans were quoted around $590 per ton including cost and freight that week. These late-September 2026 conditions are separate from the November 2025 bookings. Analyst Rosa Wang of Shanghai JC Intelligence told Reuters, “Most of these cargoes will arrive around the high demand Chinese New Year period. We are not interested in making further purchases as these will incur losses.” AgRadar Consulting founder Johnny Xiang similarly said, “Unless margins recover, commercial buyers are unlikely to book more cargoes from overseas.”

State buying did not mean private buyers had switched origins
In the same September 2026 Reuters report, three Asia-based agricultural traders said Chinese state-run companies had bought 13.7 million metric tons of U.S. soybeans following a May 2026 trade deal. Reuters also reported that private processors had taken South American shipments. Those are distinct buyer groups with different mandates and economics; state purchases do not establish that U.S. cargoes were competitive for private processors.
The September 2026 tariff framework excluded soybeans
S&P Global Energy reported on September 29, 2026 that a tariff-reduction framework announced after a September 24 U.S.-China meeting covered certain products, including corn and soybean seeds, but not soybeans. Market sources said continued tariffs could support Brazil’s competitiveness, while noting that old-crop Brazilian availability was tightening late in the 2025–26 export campaign. The distinction between soybean seed and soybeans matters: the framework was not a general tariff reduction on imported beans.

Supply expectations also remained uncertain. S&P Global Energy CERA forecast Brazil’s 2026–27 soybean production at 177 million metric tons, compared with its 188 million metric ton forecast for 2025–26. These are forecasts, not harvested totals. On September 28, 2026, S&P Global Energy reported that the November Chicago Board of Trade soybean futures contract fell 30.75 cents per bushel and the January contract fell 29.5 cents per bushel that day; those market moves provide later context, not a price record for the 2025 cargo bookings.

A diplomatic announcement or national purchase commitment does not by itself show that private processors will buy a particular origin. In a September 2026 Associated Press report, the White House said China had committed to buy $17 billion annually in U.S. agricultural products after the May summit, in addition to an October 2025 soybean commitment. AP cited USDA data showing $3.9 billion in purchases of other U.S. agricultural products in the first seven months of 2026 and said it was unclear whether China would reach the announced level. The $3.9 billion figure concerns other agricultural products, not soybean purchases.
For soybean buyers, the practical variables remain the delivered offer, applicable tariff, shipment window, available crop, and processor margins. A thaw in trade relations may reopen possibilities, but these September 2026 reports did not show that soybean tariffs had been removed or that private buyers had abandoned South American supply.
