An unusually cheap game key is not automatically stolen or fraudulent—but it can come with risks that the price tag does not show. The code may be used, invalid, for the wrong game or region, or difficult to resolve if the developer does not support the resale. In a fraud case, a key may also be revoked. The safest starting point is the publisher’s store or a retailer the publisher lists as an official partner.
Why can a game key cost less than the price on Steam?
There is no single explanation. The European Audiovisual Observatory’s 2024 report describes several possible sources for keys resold through gray-market channels: promotional keys, regional price differences, leftover keys from bundles, and, in some cases, keys bought with stolen payment-card information. A low price alone does not reveal which route produced a particular code, and it is not proof of theft.
The report defines gray-market reselling in relation to whether the sale is authorized by the relevant rightsholder. It also cautions that buyers are not guaranteed a legitimate or working key. Its discussion identifies websites such as G2A and Kinguin as examples of gray-market sites, but that does not establish the status of every listing or a site’s current policy. Are all keys sold outside Steam unauthorized?
No. Valve provides Steam Keys to developers for legitimate sales through retail stores and other storefronts, as well as for limited purposes such as testing or press. Valve’s Steamworks rules also distinguish key types: some are not intended for sale, and Valve may reject key requests. A key being sold outside Steam therefore does not, by itself, prove that the seller is unauthorized; the relevant question is whether the publisher authorized that seller and that type of sale. What could go wrong after you pay?
The code may not activate
Steam Support warns that CD keys offered in unsupported trades may be for a different game, fake, already used, or restricted to another region. A listing can look plausible while still failing to match your account, location, or intended edition. Steam Support’s recommended trading practices.
The developer may not support the resale
Support policies differ by publisher. Klei Entertainment recommends buying from its official shop or official partners and says it generally cannot advise on or support third-party resale transactions. A fraud-linked key could be revoked
Valve’s Steamworks documentation lists keys purchased fraudulently among the reasons a developer may revoke keys. It also cautions developers not to disable keys that were legitimately sold to customers. This is a possible consequence in a fraud case—not evidence that reseller keys are routinely revoked, or that an ordinary buyer is automatically banned. Payment fraud can impose costs on the rightsholder
The Observatory’s 2024 report describes the work involved in investigating a fraudulent payment, reimbursing the cardholder, and paying a card-company fee. It notes that this burden can be especially difficult for smaller companies. The report does not establish a typical cost per key or an industry-wide loss total, so those figures should not be inferred from the examples it discusses. How should you compare official stores with reseller listings?

What should you check before buying a cheap key?
- Start with the publisher. Look for the publisher’s own store or a retailer it identifies as an official partner. Klei explicitly recommends this approach for its games; check the relevant publisher’s policy for other titles.
- Match the product to your setup. Confirm the exact game, edition, platform, and region before checkout. Do not rely on a broad product name if the listing’s activation details are unclear.
- Read the seller’s terms. Check what happens if the code is already used, invalid, or region-locked, and who handles support. Save the receipt and the listing details.
- Treat an unusually low price as a prompt to verify. Check the seller and the terms rather than assuming either that the key is safe or that it is stolen.
What if the key does not work?
Contact the seller first, provide the order details, and ask about a replacement or refund under its stated terms. If the key has never successfully registered, Valve’s retail-key guidance directs users to the retailer for a replacement. Keep records of the listing, receipt, and any support exchange so you can explain what was sold and what happened during activation. Valve’s Steam Keys documentation.

How common are invalid or fraudulent keys?
The cited sources do not provide a current, generalizable rate for invalid keys, the share linked to fraud, or aggregate industry losses. Steam Support describes failure modes, while Valve and the Observatory document possible fraud and revocation; none of those sources supplies a reliable prevalence figure. Treat any broad percentage as unsubstantiated unless it comes with clear, comparable evidence.
